th e 1988 Budget. Mr , Var gas sta t ed that in de veloping th e 1%8 Buege• it be-
came eviden t very quickly that our revenue WH go ing to be WdY below it1 esti•
ma l e s for th e th ird ye ar in a row. Al tha t point the City Administration be-
gan a ci:t -back program on expenditu r es. Thr oug h that program we were ab)~ to
save a ppl'Ox imately $300,000 from wh a t. we had beer. projected tc spe nd .
How eve r, even with the se s.vi ng s we are s till anticipating that in 1987, year -
end, our expe nditures wil: exceed rev enues by ap proximately $600,000. With
our conti nuing problem with a s lu ggish eco nomy, the decision had to be rnd e on
wh e th e r to cut the Ge neral Fun d by approximately 35 positions in order to
balan ce th e bu dget or to seek some additiona l revenue source. In discussion s
with the City Council it was dete r mine d that the proposed Jg88 Budget should

incorpo,·ale a sa l es lax in c r ease of a 1/2 cent on lhe do lla r. The 1988 Pro-
posed Budge t fJ r th e G ncral fund reflec t s a redu c tion of 3 positio ns. They
are a Personnel Ana lyst , a Ci l y Service Worker II pos i tion, and a Battali on
Chief po s iti on in th e Fire Depa rtment. Thal bri ngs lo thirteen the nu mber of I
po s 1lion s tha t have been c ut in the Ge ne r a l Fu nd si nce 19 86 . The 1988 Pro -
posed Budge t for the Gener al fund reflect s a 3.3% inc r ease over the 1987 Bud-
qet. ·11,e Pub I ic Improve ment Fund has al so suf f ered a serious decrease i n
,·eve nu es beca use il s primary sourc~ of r e ve nu e is lhe use ta x , wh ich i s part
of lh c sa les tax. Accordi ngly several projects have been delay ed unti l f und-

fi,·st , ~xpressed his co ncern over the proposed cuts i n th e Housi ng, Construc-
ti on and Public h'orks Bu dg e t s. Mr. Bur ton proposed that th ey be in creas ed in
orde r lo provide a µlace to 1 iv e that is ac cess ible to th e deve l opmentally
di sab l ed, for examp l e sidew alk s that are whee l c ha ir accessible. He s ugg ested
that the City exp l ore the po ssi bility of us ing Gr ants to fund so me of the con-
s truction projects. Mr . Kozacek expl a ined tha t he i s u ,nember of the Bo l rd of
th e Hou s i ng Authority and th at th ey ar e making great s t r i des in making homes
wheel chair access ibl e. Mr. Ko za cek s t a t ed th a t th ey do get funding from th e
Fede ral and Sta t e level and th e r e arc Grants available, but there is a wailing
I isl. Mr . Burto n fe_ll that t he City sho ul d take a great er r ol e in providing
funds for these proJects. He felt that the City might be ab l e to increa se
rent s ubsidies.

(b) Pol ice Chief Holme s presented the recommendatio n from the Pol ice
De pa rt men t and the City Attorney 's office t o adopt " bi 11 for an
ordi n,'nce amendi ng Tit l e 7 of th e Eng l ewood Muni ci pa l Code, re l a t-
ing t o dogs and cat s. Chief Holmes stated that t he primary ot,jec-
tive of the ordinan ce is public safety as we ha ve betwee n four and
s ix dog bile s in lhe cily a month. lie noted that under the present
ord inance in ord er to ge t a co nvi ction for harboring a vicious dog
yo u have to prov e the own e r knew the dog was viciou s by some pre-
0,i ous ac t. You ba s i c ally have "one bite fr ee." This ordinance
s1iec i fi ca ll y states that it i s not required that they know, bu t if
th ey arc har bor ing a dog that i s viciou s they become r esponsible .
The pre s ent ordinance does not a l low th e judge to order confinemen t
c f the animal. The new or di nan ce does address this. The new or-
dinance requires lic ensing for attack and guard dogs. Chief Holmes
respo nded to que st ion s from the City Co uncil.

gender upon. Mr. Koza ce k questioned the intent of the paragraph on page
