(c ) Cindy Jack son, 8694 East Ea s tman, Poli ce Reserve Off1cer, s tated the Re serves wer e ded icatcd volunt eers and the program s hould be retained. She re s ponded in the negative to Coun c il Member Kozac ek's inquiry as to wh e ther s he ha d bee n advi s ed that the abolishment of th e program had been put off until furth er notice. (d) Scott Bancroft, 3416 South Locu s t, Poli ce Re se rve Officer, stat ed that some of the officers could mee t the s tandards of accreditat1on . He also s l a t ed that he would be willing to sup ply hi s uniform, attend tra1ning ses - s ions, e tc. He feels the Rese r ves provide a valuabl e se rv i ce to the City and that it would cos t much more to have regular officers do the same servi ce. Coun c il Memb er Kozacek as ked Mr . Bancroft if, since th e first not1 ce of th e abol lshment of thi s program, he had r eceiv ed any further word con cerning the matter . Mr . Bancroft s t.ated he had nJt . (e) Russ Hathaway, 3143 South Cherokee, Freshman Class Officer at En - glewood High School, stated th e Res erve Police Of f i cers pr ovide numerous as - s istance and security at sporting event s , parade s , et c., and that the program i s the cheape s t form of police prote,:tion availa ble . The following action was taken on withdrawn item 9(g): (g) COUNCIL BILL NO . 63, INTRODUCED BY COUNCIL MEMBER VAN DYKE, TITLED : A BILL FOR AN ORDINANCE AMENDING TITLE 4 , CHAPTER 4, SECTIONS 4 AND 5, ENG LEW OOD MUNICIPAL CODE 1985 , REFLECTING AN INCREAS E OF SALES AND USE TAX IN THE CITY OF ENGLEWOOD BY ONE-HALF CENT ON EACH DOLLAR FOR A TOTAL C ITV SALES TAX OF 3. 50 % ON EACH DOLLAR . COUNCIL 11El18ER VAN DYKE MOVED, COUNCIL MEMBER BILO SECONDED, COUNCIL BILL NO. 63 , SERIES OF 1987. Counc 11 Member Kozacek slated his opposition to the sa 1 es tax increase and that Council should look at other means to solve its financial problem s. Counci l Member Bilo convnented that the City does not have financial problem s, that this Council is trying to avoid having financial problems . He stated there are oth er municipalities throughout the state and nation that are ex- periencing the same type of problems . He felt the Council would be taking the appropriate steps to correct tho se pr oblems by approving the sa 1 es tax increa se . Council Member Brad shaw stated that s he felt there were other ways to deal with the budget than taking exactly what Is presented in the proposed budget . She will be voting aga i nst the sales tax increase, stating that in just 17% of the budget there was over $500,000 of unaccounted -for money. Ordinances, Resolutions and Motions (a) City Manager Mccown presented a recommendal ion from the Departm ent of Fi nance to adopt a bill for an ordinance amending Ordinance No. BS , Seri es of 1985 , for revision of the vesting provision of the Englewood Police Pens ion Pl an. Mr . McCown stated the vesting provi sion had been approved by the eligible poli ce offi cers in a recent election . He recommended that the plan ~e amended to concur with the lnternat iona 1 City Management Association vest- i ~g schedule. Mr . McCown exp 1 a i ned the ad justments which had been made to the Public I mproveme nt Fund bu dget to reduc e the es timated deficit: Kenyon Avenu e Storm Sewer, Belleview softba ll field and the Nature Center . He enumerated the proj ects whi ch hav e been 1 iquidated. He stated that lhe 1988 changes con• form to t he 1988 proposed budget as submitted at the budget retreat. Council Member Vobejda commented upon the efficiency demonstrated by these trailers and recommended approval of the resolution based on the savings tha t will occur with their use. (11) Council Memb er Bradshaw expressed thanks to fire personnel of Je ff er son Fire Station -Shift B, for their un s ucc essful attempt to save her un cle on October 9 , 1987 .
