Council Memb er Bilo stated he wa s seeking su pport of t hi s resolution; how ever, he s tre ssed th at the employees should reali ze tha t City Cou ncil will be scrutini zing compensation plan s and posi · tion s for the coming year(s), Coun c il Mem ber Kozacek expressed hi s disap- pointment that the manageri al/supervi s ory/confidential group did not volun - tarily reject a pay increa se as a11 examp l e to the employee s' un ions . He stated he was not totally in ag reement with the 2% wage i ncre ase for thi s gro up of employe es ; however, he further stated that based on th e fact this gro up of employees were on a salary ba s is and di d not draw overtime though it occ asionally was required, he would s upport the resolution with the unde r· standing that th e benefits under the compensation p 1 an might be recon si dered depe ndin g upon th e budget.
