James Girt , 825 East Amherst Av e n ue , opposed th e district on the basi s that he co uld not affo r d t h e cost a nd it was unnecessary . Suzette Hunt , 2830 South Cl a rk so n Ci rcle , was agai nst th e dis- tr i ct o n the bas is that cost was a hards hip and the a rea was us ed a s a n a ll ey fo r trash pickup . Ms . Hun t sta t ed she co uld bette r use th e mone y for home improvements. Bob Par ker, 2820 South Clarkson Ci rcle , stated the area was co n s idered a n a ll ey and op posed the pav ing as hav ing no direct be nefit to him . Joe Wolkensdorf e r, 2800 South Clarkso n Ci r cle , sta t e d he bo u ght th e p rop~rty because i t was country-lik e , and paving would remove t h i s type of enviro nm e nt . Carolyn Deari ngton Tate , 2798 South Emerson , did not want the i mp rovements to turn th e st reet into a ''thru -street ''; and thereby disturb the ne ighborhood . Ms . Tate asked Cou nc il to co nsid e r r educing the ''V'' pan and gravel ing the street . Br ad Ta t e , 2/98 South Emerson , was co ncer ne d abo ut dr ai nage . Mr . Tate thought the City was r espo nsibl e for d r a inag e . If no t then he wou ld be in favo r of stre e t impro ve me nt s for pro pe r draina g e . Rick Osbaugh, 900 East Amherst Avenu e , ag reed with Mr. Tate . Mr . Osbaugh was concerned about the removal of trees . Also , he asked why pave th street when it was not snow-plowed in the wintertime . Mayo r Pro Tern Bradshaw asked if ther e were comments on the r e - construction of the 2700 block of South Emerson Street . Dick Dickerso~, 2882 South Em e rson , tha n '<ed the City Counci l and engineering sta ff f o r including he a rea in the d .s trict. Mr . Dickerson stated even though he was sympathetic to the own ers , he support ed the pavi ng dist ri ct . H~rt er asked if the Ci ty r e pair e d util i ty ma in s p rior to upg r ad in g the stree t . Mr . Har t e r was unsur e tha t a 4 fo ot si de wal k was nece ssary . Rick Kahm r espo nded that coordinati o n with util i t y companies is do ne and the rep ai r 3 are comp l eted befo re th e str eet is improved . Doug Sovern , 2801 South Ogden , echoed the comm ents of Mr. Hart e r and Mr . L~r.wig . V.R. Vets , 27l1 South Ogden , questioned the need for 4-f oot sidewalks on this block ; 2-foot s idewalks would b e sufficient. Mr. Vets stated an overlay was a cceptab l e . Council Member Bilo stated 4-[oot sidewalks have been reported to a llow LWO re o ple to walk side -b y -side where 2-foot does not . Lawr ence Gilfo r d , 2710 South Ogden , requested anothe r review of this pr o perty . Mr . Gilford want ed to submit a petitio n opposing the dist ri ct. He was co nc e rn e d about the items th a t we r e included in the assessme nt costs and ch a r geab l e to t he pro perty own er . He asked if the sewer lines h ad bee n i n specte d prior to co nstruction. Mr. Che e s e s we ll stated the street had bee n r epai r e d 11 times a lready since August a nd asked why wait un t il no w t o p u t it into a distr ic t. He a sk e d Cou nci l to c ons id er overl ay ing the block . Last l y , Mr. Chees e swell expressed the r e was in adequ ate lighting fo r this block . Co un c il Member Neal st a t ed th is section was th rown out of a pav ing district in 19 7 8 . An overlay would no t work because the base had det er i o r ated. Kru gan stated t he center was i n good shape and co u ld t he outs ide l a nes of th e street be ov er layed . Bill Lamm of Lamm , Edst r om, a nd Brayme r introduced Roy Smith a r ea l e state appraiser to s peak o n the subject of paving districts . Mr. Smith stated the improveme nts that come with a pav ing district p rovide safety to the r es id ents a nd e nh ancement to the I April 8 , 1 985 Page 9 ne ighb orhood . Thi s upgrade c a n only ma ke an a r ea mo r e a ttr ac ti v e to prospect i ve buy e r s .
