The invocation was given by Council Member Higday. The pledg e of allegia nce was led by Mayor Otis. Mayor Otis asked for roll call. Upon a call of the roll, the following were present: Cou ncil Members Higday, I/an Dyke , Vobejna , Weist , Bile, Bradshaw, Otis. The Mayor declared a quoru m pr e sent . Harold Stitt , 7000 Wes t 24th , Lakewood , Planning a nd Zoning staf f membe r, pr ese nted the ca se on b e half of th e Planning and Zonirg Commission and De pa r tm e n t of Co mmunity Deve lopm e nt (Plann i ng ). Certificate o f public noti ce published in the newspaper Resolutio n fr om the Engl e wood Chamber of Commerce support- ing the Marks Pl a nn ed De ve lopm ent I Lette r from the Englewood Board of Education supporting the Ma rks Pl a nned Developme n t The case b efo r e the Council was a proposed d e ve lopm ent of a 632-unit apartment project located on US 28 5 a nd Gilpin Street (The Marks). The developer of the project was Chasewood Compa n y of Colorado, a Tramm e ll Crow Residential Company . Mr . Stitt s t~ted the case was reviewed by th e Plann ing and Zoning Commission and approved condition al upon 14 ite ms being a ccompli sh ed . Mr . Stitt stated the matter was now b ef or e City Council for fin a l consideration . Dick Campbell , pres ident of the Ch a sewood Company , came forw ard . Mr . Campb e l l des cribed the proposed de ve lopme n t and pro v ided h istorical informat i on on the site plan. Mr. Campbell st ated th e project would b e fina nced by indust r i a l d eve lopment bonds. Mr. Campb e ll stated he me ; wi t h representatives of the Wate rford j ust east o f th propos ed site and wa s wi ll i ng to make chang es to the pr oject at the r eque st of these r e pres e ntatives . Pearle Rae Kortz, 1900 East Gi rard Pl a ce , came forw a rd as spokespers on for t h e Wat e rfor d resid e nts. At the request of Ms. Kortz ap proxi mate ly 67 attendees stood up in show of oppos ition to The Marks project . Ms . Kortz expressed opposition hersel f to t h e pro ject . October 18, 1985 Page 3 Tip Polumbus, 1900 East Girard Place , came forward. Mr . Pol umbus o pposed Th e Marks development because it contradicted the concept of the Waterford . Donald Pick, 19 0 0 East Girard Place, came forward. Mr. Pick opposed The Marks development a nd spoke to the security and traffic problems that the d eve lopment c ould create. Mr. Pick submitted photographs of the traffic in the area at diff erent times of the day . James Broman, Fire Chief for the City of Englewood , came forward and strced that his departm ent could still provide the same level of fire protection in t h e area if The Marks was built. Tom Ragonetti, 636 Monaco Parkway, attor n e y representing the Wate rford residents, came forward. Mr . Rag o netti request ed more time to study the traffic s tudy that was conduct ed on the subjec t area . Ms . Kortz came forw a rd ag ain and stated the developer only b egan working with the r e sid e nts of the neighborhood last week. Even though some progress h as bee n made , e .g . the e limin ati on of certain easterly bu i lding s, there was much work remaining . Ms . Kortz asked th at Council r e quest the groups o f the Wate rford and the Chasewood to continue to work together, and that a reason a bl e tim eframe be granted wi t hin which to do it. Sid ney Parr , 3229 South Franklin, came forw a rd. Mr . Parr spoke for the neig h borhood outside the Waterford. Mr . Pa rr stated me mber s o f Chasewood f ai led to talk to th ese homeowners. Mr. Par r stated there h ave been acciden ts in the ar ea of La f a yett e a nd Floyd. Th e projec t would further com p ou nd the tr af fic probl ems ; and therefo r e , Mr . Pa rr opposed the deve lopment. Ron a ld Fish, 3210 South Fr a nklin, came forward. Mr . Fi sh op pos ed the proj ec t b e caus e it wa 3 contrary to the single-family concept a nd that f ederal mon ies were going to be used to finance the d eve lopmen t . October 28, 1985 Page 4 Melvin s. Dills, 1801 East Girard Ave nu e , came forw ar d. Mr. Dills liv ed in Kimberly Village, a neighboring apartment complex. Mr. I Dills stated h e wa s unsupportive of the Wat e r f ord project. Mr. Di lls stated h is concer n wa s whether or not a dr ai nage study had b een conducted. Mr. Stitt r e spo nded that t he dr a i n a g e pla n s h ad been te ntat ively approved. Mr. Dills asked that some sort of sprinkler system b e addressed b ecaus e of potential d rai nag e probl em s. Further, that the traffic study c o v ered too short of a period to acc ur at e ly protr a y th e problems in th e area . Mr . Dills was a l so co nce rn ed about the s afety rul e s t hat would be observed durinq c o ns t ru c t ion in l ight o f childr e n in t h e area . . .
