1472 by t he Larwin Corporation . Th~ origi n a l site was bounded by Fl oyd ,
Laf ayette , Hampde n , a nd Kent Vi ll ag e on the east wit h th e back of h o uses
th a t f a ce Pa ce Stree t . Th e overal l deve lopm e n t co nsisted o f 57 .5 ac r es .
As part of the o r iginal prop o s a l th e Larw i n Corporation r etained SMN
consul t i ng e ngin ee r s to do a drain age a naly sis and drainage plan for t h e
proj ect . As pa rt of that project Larwi n dedicat e d to the Cit y an area
kn own t oday as Romans Pa rk . Mr . Kahm s tated he did the origin a l d es ign
on Rom a ns Par k a nd in order to d o t h at h e had to work close ly with the
Le r win d rai n age p l an . At th e t ime the pl a n wa s do ne Lar win in tended to
d ~ve lop th e entir e site . La rwin was r e stricted in terms of wh a t th e
amou nt could be releas ed i n to the storm s e we r on Floyd Avenue . At th at
time i t wa s d ete r min ed to b e 60 cfs . La rwin showed in thei r original
design to discharge 4 9 cfs at Floyd a nd La fay ette th e a r ea discharging
directly into the s torm sewe r (Kimberly Woods). Th e r e mai n inq a r ea was
to b e taken to Romans Par ks and was to b e desi g n e d as a dete nt io n
facility . Floyd A,enu e wa s r estricted to a r e l ea s e r a te of 11 c f s . All
the proposed dev e l opment s inc e 19 7 2 ha s b een r e quir ed to conform with t h e
origina l dr ai n age r epor t. As t h e Wa terford d eve loped a l o ng t he Past sidlr

Ms. Powe rs stated there were s pe cific qu esti ons a bout the KKBN A
report a nd the methodology and cri t e ria use · in preparation of the
r e por t . Th e se cond qu e stion co ncern ed e xtension of Sout h Fr a nk lin Street
th r ough th e project. Ms . Powers stated ther e was a 60-i nch line
b e longing to the Den ve r Water Bo ard un de rne ath the st r eet and an
ea sement that was r e c or ded in 1928 con t rolling a ny d e velopment o n top of
it . Th e re were also r est rictions in the ori gina l Larwi n subd ivision
waiver that s ta ted any access onto Floyd wa s specifica lly proh ibited
excep t f 0, eme rg e ncy exits. Ms . Powers stated they h ave di scu ssed this
with t 11 c develope r and asked if they wou l d co nsid e r som e a dd i tiona l type
of cont ra ct or writte n docum e n ts b et ween Chas e wood a nd th e City
specify i ng that no access would be granted on to Floyd unl e ss it was
pe rmit t e d by t he City Council .

expressed disappoin tme n t th at the Ch asewood Compa ny did nn t c o nt act him
abo ut this project and that it appea r ed they conta cted t h e Wat erford
r es iden ts only. Mr . Pa rr co n tend ed there wo uld be an increase in
traffic, h e as ked how r entors could ad d stability to the comm unity, ano
how rental unit~ c o uld be com patibl e with th e concept of single-family

live d near Romans Park. Mr . Wei r stated he had no ticed an i nc r ease of
traf fic betwee n Da r tm o u t h a nd Floyd , specif icallu at the east end o f
Rom a ns Par k . Thi s are a was be i ng used mor e and mor e to avoid waiting at
traffic ligh ts at Uni versity a nd Hampd e n . Mr . Wei r stat ed there were 17
childre n in t he neighborhood u nd er 15 yea rs of age . Mr. Weir stated with
ne w apartm e nts comes th e incr ea s e of tra ffi c . Mr. Weir stated he manag ed
ap a rtments and noted he a lway s s aw movi ng ,a n s in t h e ne ighborhood , h e
,~ve r kn ew any fel l ow apartme nt dw e ll ers , and ne v e r f e l t an obligation to
ir.n ro ve th e apartment. Mr. Weir asked Counci l t o disappro ve th e

Arthur McD e rmott stated they operated the Kimberly Woods even
tho ugh t h ey did not own it . Mr. McDermo t t st ated th ey wer e in the
process of res iding Ki mb e rly Woods whi ch would st a rt in th • next 30 days
and would take 9 mon t h s . Mr. McD ermott stated the no pa rki ng along
Girard cr ea ted a handicap for his pro e j ct h eca us e t ha t elimi nat e parki n~
in fron of the club ho use and prospect ive ren t ers would h a ve n o place to
p ar k . Mr. McD ermo t favored wid e n i ng the s tree t. Mr. McDermott asked
for provi sions to keep th e ex isting ar eas from b ei ng s e rio ·1 s l y hurt b y
this ne w project .
Lui s T. Romero , 32 20 So . Humboldt , c ame forward. Mr. Romero
st at s ~ th e area was alr eady s at urat e d wi th people and apartments, and h e
wanted to see the pro j ect dis a ppro ved .
Ga r y Robin son , 3290 South Gilpi n , came forw a rd. Mr. Ro binson
st ated he h a d problems with th e people i n the p a rk. He stated h e
eve n tual ly i n stalled a priv a cy fen ce . Mr. Rob i nson st atde the a partments
would wo rs e n the problem .
Kevi n Sug i no , 3 271 So . Humboldt , cam e forw a rd. Mr. Su gino
opposed the p roj ect on t h e basi s that it wo uld lower pr operty value , and
in crease crime , traffic a nd po l ice e nf o rc e me nt costs .

not so for r e nter s. Th ere was a place for re n t al pr operty b ut not at
this locat ion . Mr . Kennedy opposed th e t h e method of fin a n c ing for this
project and requested that Council ask th e d eve loper if fin a ncing wa s
e liminated woul d they still go f or ward with it . Mr . Ke nn e dy asked

explain th e improvem e n ts proposed for th e Hamp de n and Unive r sity
i n tersection.
Harol d Stitt , 7000 We st 24th, Lake wood, r eported two weeks ago
h e attended a meeti n g held b y t h e Stat e Highway Department that was
cal l ed to r ev i ew a set of pl ans for pr oposed impr o vements to th e
intersect ion of US 285 a nd South Un i ve rs ity. On e im provement was to
extend the left tu rn pock et off of South Unive r sity onto Hampden Av e n ue
goi ng ea st .
Mr . Campbell came fo r ward a nd rebutted e a rlier remarks . Mr.
Campbell s tated they did talk to some of the hom eo wners north of the ,ite
a nd ma ny we r e co nce rn ed over the e x t e nsi o n of s ~uth Fr an~li n . Conc er ni ng

16. The roadway system within th e development will remain a
priv ate roadway . All maintenance, includ i n9 but not
limited to street repairs , curb, gutter and sidewalks,
signing, crosswalk painting, dr ai nage , snow removal,
sanding and street sweeping, must be born by the property owner .
