Chief Holmes s t a t e d the 1982 fi gu r e was acc u rate. The 19 78
figur e wa s in accurate because of the error in estimati ng the Ci ty 's
popu l a tion . Chief Holmes stated th e City has actually gone down tw o
full poi nt s in the c rim e r ate fr o m 1978 t o 198 2 . Chief Ho lm es stated
because of the influx of popu lati on in the City the crime rat e wou ld
probably rem a i n at the cur r ent level .
