indica ted continuing decreases.
Executive Director Pow ers st ated there wa s a study by Brown,
Bortz , a nd Cod di ngton indi cating if nothin g wa s done in the downto wn ar e a
th e t r e nd woul d c o ntinu e to decline. Ms. Pow e rs stated th e stu dy
ind ica t e d city s e rvices we re costing more th an re venu e being generated
d o wn to wn .
City Attorney Olsen asked if there wa s a nyon e present to cross-
exa mi ne Ms. Pow e rs . No one responded .
