Council Members Higday, Bradshaw .
The Mayor declared the motion carried.
Counci l in structed staff to wr ite a lett er accepting her re -
signation with regret a nd express appreciation for he r serv i ce.
Mayor Ot s sta ted there would be discussion on th e topic of
a pp oi nting Ass ociute Judges in the nea r future.
Mayor Otis presented a letter from Arapahoe County, concerning
a request t o wa ive contractor fees and permits fees for Project HEAT.
Council Member Neal stated to his knowledge there has never been
a wa iver of fees on any installation . Mr . Neal s ug gested that the permit
fees and use tax fees associated with any solar installation under t he
HEAT program be kept track of ; a nd perhaps at the end of th~ year the
Building Department cou l d r e port the dollar amount collected for the
s olar panels afte rw h ich , as a 1 986 appropriation out of the aid to o ther
agencies budget , Counci l would approp ri ate an amount equal to wh at was
collected.
Assistant City Ma nage r Va rg as came forward and presented aoc1 -
tiona l inform at ion . Mr. Vargas r efe rred to a letter written by Arapahoe
Coun ty Commissioner Eggert that r aised two conc e rns . One was the units
they wished to i n stall wer e not certified by ICBO nor UL l isted partly
b ecause Project HEAT was getti ng l ow cost solar units to extend the
amount of un its th ey might be ab le to p u t in with the funding they had .
Mr. Vargas stated staff responded that this was un acceptable and th at an y
unit installed would have to meet the code , which meant UL li sted or
acceptable by ICB O. The lett er presen tly be fore Council indicated the
units wou ld meet th e City 's building and fire codes . Mt . Vargas st at ed
that now left the i ssue of waiving fees . Mr. Va -~as stated waiv in 9 f~es
did no t mean wa iving the st a nd a rds or r equ i rements because those wo u1d be
met through t he type of equipment .
City Manager Mccown e xpressed concerr, on the issue of contr actor
fe es . Mr , Mc Cown st a ted this should be a sepa r a te issu e because contrac-
t ors may do work diff erent f rom Pr oject He a t .
Council Memb er Neal stated th e cos ts could be r ecorded even this
year if the units were in s a lled this yea r.

Fire Chief Broma n came forward and explaine d the rational e b e -

City went to competit i ve bi d a nd six b ids were rece ived r a ng i ng from a
low of $8,610 to a hig h of $11,0 50 . The thre e low bids wer e within $50
o f each other a nd the delive ry ti me s were similat . Chief Broman recom-
me nded a wa rd to Bec ke r Fire Equipment in th e amount of $8 ,66 0 beca us e
their delivery time was fav orab le a nd becaus e both of their proposed hos m

under the budget estimate of $10,000 for this e qu ipme nt .

City Manager Mccown stated the Den ve r Regional Council of
Go v ernments inq uir ed if Englewood wa s in terested in partic ipating in a
centralized firefighter en tr y level te st ing progr am . Mr. McCown noted
the City already participates in a simi l a r pr ogram called COPS wit h the
Den ver Regional Council of Go vernmen ts for recru itment of po lice offi-
cers. Mr . McCo wn s ta t e d the ad va nta ge to En glewood is that En glewood
wo uld not hav e t o a~minister the same test for all recruitments. The
adva ntage for th e a p pl ica n t was th at he or s he could go t o a ce n tral
lo ca tion , take the test , a n d ge t on a l l the DRCOG pa rticipant 's list
without hav i ng to go to e ach a gen cy and tak e th e t e st t i me and time I
