Mayo r Otis stated notice of t he hearing was pub lished in the local newspaper on September 5 , 1984 . Mr . McCown asked Assistant City Manager Vargas t o pr esen t t he ove r a l l budge t in summary form . As sistant City Manager Va rgas stated the 1 985 budg e t was be ing pre sen ted with no t a x inc re a s es . Total expenditur e s were proposed a t S31,87 9 ,965 and total re v enues at $3 7,528,246 . Mr. Varg a s r eported four new posi t i o ns we re being p ropo sed, a part time cl e r k t y p i st at th e Ser v i ce~ter , a deputy c ity clerk , and two custodians f or th e rec reat i o n c e nte r . Two new progr ams for 1 98 5 wer e a physical fitness pro g ram for the F ire De p a rtment , and a tree planting program t hr o ug h Par ks and Recr eation. He con g ratuiated Cou nc il on th ei r du t i ful performan ce . Mr . White queried spend in g mo ney fo r a ne w city hall whe n r ecove ry o f the p r esen t bui l d i ng woul d not provi de f o r a new bu ilding. ~r. White sugg e sted keeping th e old bu i lding a nd relocating s ome of th e c ity departmen t s to pro vi de mor e spa ce . There we re oth e r citizens in the audience to speak . Ma yor Pr o Tem Br adsha w not ed on page 64 of the Ge ne r al Fund un der capital outlay for the senior citizen recr eation center , the Malley Center Trust Fu nd Comm i ttee ha s propo sed th at it bu y thi s item.
