Th e Poli ce Department concluded this may be the rea son why cats go una d opted at the Englewood shelte r because the public feels the fee is too high . Co uncil Member Silo opposed th e motion on the basis it I prejudiced dog lovers . Mr . Silo stated the prices were set by the Committee for a r eason .
