Payne has c h ang e d his o pini o n and as an alter- na tive dev e lopment wants t o buil d ''l imited living units '' which wo uld dou b le the dens i t y in th e a r e a , Ms. King r eported the Board o f Adjustment a11d App ea l s dete r mi n ed th e dev elo pment would be com - patible with the other tw o uni ts on Oc t ober 1 1 , 198 7 , and approved t he density level . The Commission he l d a public hearing and on January 4, 1 983 , th e Commis s i on vo ted t o app r ove the Marion St r eet Villas Plann ed n evel o prnent and refer the matt e r to City Co uncil . Mr. PaynP sta te d he has tri ed t o keep Lhe area c l ean by haul ing away trash, grading the Jot and trimmi n g trees. Mr. Payne stated his proposal is for a less obn o xiou s us e than what can ac tu a lly be developed there. Mr . Payne stated he was in pa rtnership with Ga r y Iv ey and Judy Zar le ngo on this pr oje ct. Gar y Ivey, 187 Coun•.y Roa cl 65 , Evergreen, appeared befor e Council . Mr. Ive y wa s swo rn in. Mr. Ivey pr ese nted a map repre- senting the business zoning and l o cating the Plannecl De velo pment . Mr. Ivey stated th e map i ndicates the ar a is not a single -family r e sidential area but one of mixed use . Mr . Ivey noted th e a rea has traffic and parki ng pr oblems , and fu rther , it was not a good site fo r children or pets . Mr . I vey explai ne d that mark et ing studies he has pe rformed reflect t he proposed Planned Deve l opment wo uld be a good "Se for this area . Mr. Ivey p ro vided inform at ion substanti - at ing the proposal and clefi ning "limited livinq" as tw o peop le . City .Attorney DeWitt asked Mr . Ivey to prov ide the covenants governing this neighbo rho od of units . Mayor Otis as ked if th e re wa s a nyon e ~i sh ing to speak further in fav o r on the Planned De ve lo pm e nt. No one re sponded . Mayor Otis asked if t~ere was anyone wishing t o speak in o pposition of the Pl an ned Development .
