Counc il Membe r Fit zpatrick noted the Co urt was no tified o f
the proposed ad minist r ative pr ocedu r es ba c k in November , 1982 , and
wonder d why Judge Pa r kinson had wai t ed until r ecent to bring up
th se conce rn s .
Judge Pa rkinson stated he th ough t it was gene r al pro ced u r e
t o bring up conce rn s afte r first pu blicatio n which he con sidered
