City Ma nager Mccown pres e nte d a Coun cil Communication from
the Directo r of Engineering Services con ce rning the awa r d of bids
for t he co ncret e rep lacement program for 1983 . Mr . Mccown recalled
t he program was o riginally bid in Septembe r. Bas e d on s t a ff re c om-
men d at i ons , Co un c il re je cted all bids , and author i zed r ebid .
Mr . Mccow n s tated th e program consists of three project
areas: 1) RTD tra n s i t street improvements (costs will be reimb u rs -
