Co unc i l estimated th e growth at 7% and used that as a fair collec tion based on prior years' col le ctions . Therefo re , Co un ci l did not arbitrarily in c r ease a ny mill levy , it was bas ed upon co llecting th e sam e rela ti ve amount of dollar s from e ach proper t y i n the City . The 2 .496 mills was t he 3 .000 mills authorized by the voters in last spring 's elec tio n fo r th e community center . Council t ook what 3 .000 mills would h ave ge n e r a ted under the o l d asses sed value and calculated back th e same col l ection from each ho me o wn e r based upon th e n ew assessed va lue . Mr. Neal stated in th a t way Council made every at t empt in the wo rld t o do it on as fai r and up- front a basis as possib.e .
