HomeMy WebLinkAbout1980-05-12 (Special) Meeting Minutes [1]SPECIAL MEETING: COUNCIL CHAMBERS CITY OF ENGLEWOOD, COLORADO May 12, 1980 The City Council of the City of Englewood, Arapahoe County, Colorado, met in special session at 6:30 p.m. on May 12, 1980. Mayor Otis, presiding, called the meeting to order. The invocation was given by Council Member Fitzpatrick. The pledge of allegiance was led by Mayor Otis. Mayor Otis asked for roll call. Upon a call of the roll, the following were present: Council Members Higday, Neal, Fitzpatrick, Keena, Bilo, Bradshaw, Otis. Absent: None. The Mayor declared a quorum present. * * * * * * Also present were: City Manager Mccown Assistant City Manager Curnes City Attorney Berardini Deputy City Clerk Johannisson Deputy City Clerk Watkins * * * * * * Mayor Otis stated the purpose of the special meeting was to hold a public hearing to consider an liquor application for a 3.2 beer license (on-premise consumption) for El Rancherito Restaurant, 16 East Girard Avenue, Englewood, Colorado. * * * * * * COUNCIL MEMBER KEENA MOVED TO OPEN THE PUBLIC HEARING. Council Member Fitzpatrick seconded the motion. Upon a call of the roll, the vote resulted as follows: Ayes: Nays: Council Members Higday, Neal, Fitzpatrick, Keena, Bilo, Bradshaw, Otis. None. The Mayor declared the motion carried. May 12, 1980 Page 2 Deputy City Clerk Johannisson appeared before Council and presented the following information: 1. City Exhibit A -Applicant's File. 2. City Exhibit B -Map of designated neighborhood. 3. City Exhibit C (1) -(5) -Petitions circulated by Oedipua, Inc. 4. City Exhibit D -SUD1Dary Report from Oedipus, Inc. Mr. Johannisson introduced the repreaentative from Oedipus, Inc., the firm who conducted the survey of the neighborhood. Peter Reynolds, 909 Prat Street, Longmont, Colorado, of Oedipus, Inc., appeared before Council and discussed the re- sults of the survey aa outlined in the summary report. Mr. Reynolds stated of thoae people eligible to participate in the survey, 79.76~ indicated that the needs and desires were not being met and 20.24~ indicated that the needs and desires were being presently met. There were no questions for Mr. Reynolds. Mayor Otis aaked for the presentation for the appli- cant. Richard Dittemore, business address Continental Na- tional Bank Building, attorney for the applicant, appeared be- fore Council. Mr. Dittemore submitted Applicant's Exhibit A - the posting of notice of the hearing and Applicant's Exhibit B - petition circulated by applicant in his present place of busi- ness. Mr. Dittemore stated Applicant's Exhibit B contained approximately 208 signatures affirming their desire that the applicant sell 3.2 beer in the restaurant. Mr. Dittemore called the applicant to appear before Council. Nicanor Avila, Jr., 13755 Omega Circle, Littleton, Colorado, applicant, appeared before Council. Mr. Dittemore questioned Mr. Avila regarding his personal and business background. Mr. Avila gave testimony in answer to Mr. Dittemore's questions and reasons why he was applying for a 3.2 beer (on- premise consumption) license. Mayor Otia aaked if there was anyone present wiching to speak in favor of the application. No one responded. Mr. Dittemore gave cloaing remarks and concluded by asking that Council grant the licenee to Mr. Avila. '11lere were no further comnents made. COURCIL MEMBER DENA MOVED TO CLOSE THE PUBLIC HEARING. Council Member Fitzpatrick aeconded the motion. Upon a call of the roll, the vote reaulted aa follows: Ayes: Nays: Council Me11bera Higday, Neal, Fitzpatrick, Keena, Bilo, Brada&aw, Otis. None.
