CITY OF ENGLEWOOD, COLORADO
August 11, 1980
The City Council of the City of Englewood, Arapahoe
County, Colorado, met in special session on August 11, 1980,
at 7:00 p.m.
Mayor Otis dispensed with the invocation and pledge
of allegiance as they were delivered at the 6:30 p.m. meeting.
Mayor Otis did not asked for roll call. The Council
did not recess from the previous meeting and no council member
left the meeting; therefore, a quorum was present.

COUNCIL MEMBER FITZPATRICK MOVED TO OPEN THE PUBLIC
HEARING FOR THE CODE REVIEW. Council Member Bradshaw seconded
the motion. Upon a call of the roll, the vote resulted as fol-
lows:

Council Members Neal, Fitzpatrick, Keena,
Bilo, Bradshaw, Otis.
None.
Council Member Higday.
The Mayor declared the motion carried.
Gary Pittman, Chief Building Inspector, appeared be-
fore Council and presented the findings and recoDIDendations of
the Code Review CoDIDittee regarding the CoDIDittee's review. Mr.
Pittman stated adoption of the various codes would bring the
codes up to date as the most recent and accepted; would bring
conformity to the codes used in the metro area; and would re-
duce conflicts that now exist in the present codes.

Mayor Otis asked if anyone wanted to speak either in
favor or against the adoption of the codes. No one responded.
Council Member Neal asked Mr. Pittman to coDIDent on
the use of conduit in remodeling co1111ercial industrial buildings
versus the use of romax.
Mr. Pittman stated the use of romax in some of the
older, concrete-type buildings many times wae subject to physi-
cal damage. In his opinion, it created a problem to the point
of becoming hazardous. Mr. Pittman stated the use of metal studs
also causes physical damage to this type of wiring.
Mr. Pittman connended the work of the Code Review Com-
mittee. Mr. Pittman stated they were a tremendous help to the
staff and he appreciated their time and effort.
Council Member Keena requested that Mr. Jones, Chairman
of the Code Review Connittee, appear before Council to answer
questions on the Colllllittee's view of electrical wiring.
Mr. Jones referred to Mr. Pittman for response. Mr.
Pittman stated two members of the Co1111ittee expressed that if the
romax was installed properly it would be an adequate wiring method.
But it could create a hazard by its availability. for misapplication.
There were no further colllllents made.
COUNCIL MEMBER KEENA MOVED TO CLOSE THE PUBLIC HEARING.
Council Member Bradshaw seconded the motion. Upon a call of the
roll, the vote resulted as follows:

BY REFERENCE THE NATIONAL ELECTRICAL CODE, 1978 EDITION, TO PRO-
VIDE MINIMUM STANDARDS TO PROTECT PUBLIC HEALTH, WELFARE AND
SAFETY: REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PRO-
VIDING PENALTIES FOR VIOLATION THEREOF.
COUNCIL MEMBER KEENA !l>VED TO PASS COUNCIL BILL NO. 28,
SERIES OF 1980, OR FINAL READING. Council Member Bradshaw sec-
onded the motion.
City Attorney Berardini noted an amendment to Coun-
cil Bill No. 28, contained in 3-10-3 (2) which was requested
by Council Member Real. Mr. Berardini stated this amendment
maintains what was preaently in the electrical code, eliminates
romax wiring and required the metal sheath cable in the indus-
trial conaercial public buildings.
COUNCIL MEMBER NEAL !l>VED TO AMEND THE MOTION AND AOOPT-
TION OF THE AMENDMENT TO SET FORTH IN 3-10-3 (2) REGARDING N.E.C.,
ARTICLE 336 --RORMITALLIC-SHEATHED CABLE -336-3. Council Member
Bilo seconded the motion.
