The City Council of the City of Englewood, Arapahoe
County, Colorado, met in special aeaeion on August 13, 1979, at
7:00 p.m.
Mayor Taylor, presiding, called the meeting to order.
The invocation was given by Councilman David Clayton.
The Pledge of Allegiance waa led by Mayor James L. Taylor.
Mayor Taylor asked for roll call. Upon a call of the
roll, the following were present:
Council Members Williams, Smith, Harper, Clayton,
Mann, Taylor.
Absent: None.
The Mayor declared a quorum present.

COUNCILMAN MANN MOVED TO OPEN THE PUBLIC HEARING TO CON-
S IDER AMENDMENTS TO THE ZONING ORDINANCE AND SIGN CODE TO ALLOW
POLITICAL SIGNS IN CERTAIN RESIDENTIAL DISTRICTS. Councilman
Clayton seconded the motion. Upon a call of the roll, the vote
resulted as follows:

Director of Co11111Unity Development Richard Wanush ap-
appeared before Council. Director Wanuah stated thia public hear-
ing was called as a result of a reco111Dendation from the Planning I
and zoning colllDission following their public hearing on June 19,
1979. The reco111Dendation relates to amending the Comprehensive
Zoning Ordinance and the section dealing with the sign code. The
amendment adds a Section 11 to a list of permitted signs in 22.7-
7 (a) low density residential districts and permits the placement
of political signs on a lot in residential districts. Director
Wanush discussed the restrictions on the number, size, placement,
illumination and animation of these signs.
Director Wanush stated the Planning and Zoning Commis-
sion's recomnendation and analysis resulted from a reconmendation
of the Election CoDIDission. On February 15, 1979, Conmission Mem-
ber and Director of Finance William D. James sent a memo to the
Assistant City Manager stating that the Election CoDlllission had
developed certain guidelines for the installation of political
signs and reco111Dended that the related ordinances be changed. Mr.
James asked that the Department of Co11111Unity Develovment and the
Planning CoDIDission analyze the Election Commission s recoDlllenda-
tion and act accordingly.
Director Wanush answered various questions posed by
Council relating to defining terms and how he would interpret
certain terms applicable to the ordinance, prohibiting the place-
ment of signs on utility poles, the restricted timing and im-
posed penalty on the erection and removal of political signs.
Councilman Smith asked for co11111ents from the Election
Co11111ission concerning the time limitations.
William D. James, Election Conmission member and Director
of Finance, appeared before Council. Mr. James stated the Commis-
Mion wanted reasonable times to have campaign signs up. Mr. James
atated the CoDIDission finds the ordinance being considered at this
hearing acceptable.
Mayor Taylor asked if anyone else wished to speak in
favor of the ordinance. No one responded.

COUNCILMAN MANN MOVED TO CLOSE THE PUBLIC HEARING. Coun-
cilman Harper seconded the motion. Upon a call of the roll, the
vote resulted as follows:

City Manager Mccown requested Council's confirmation to
set up a meeting with the Planning and Zoning Conmission, Thursday,
Augsut 16, 1979, to review the Comprehensive Plan.
Council agreed to have a dinner meeting at 5:30 p.m.
Councilman Mann requested that Mr. Mccown notify the members of
the Downtown Development Authority of this meeting.

City Manager McCown requeated that Council discuss the
sewer plant and its needed expansion at the next study session.

Mayor Taylor noted there was information contained in
Council's packet from the City Attorney concerning a liquor hear-
ing authority.
City Attorney Berardini stated once Council has had time
to review the information, he would discuss the possibility of pre-
paring an ordinance creating such an authority.

Mayor Taylor adjourned the meeting without a vote at
7:25 p.m.
