WHERE.AS , the metro Denver reg ion's slrnre of the Colorado Department ofTrans port a1io n's

in the Jun e 200 I State Re so urce All ocation Program which was part of th e S1a 1ewide
Trnn spo nati on Plan adopted by the Co lorado Tran s ponaiion Com mi ssio n; and
WHEREAS , thi s reducti on in metro Den ver's hi storic share of state tran sporta tion reve nu es
trans lates 10 a reduction in tra nsport atio n funding for th e fifty municipaliti es nnd countie s in th e
metro Den ve r region of l.9 bi lli on dolla rs co mpared to the 2025 plan just two ye ars ago, and a
reduc ti on in fundin g fo r the metro De nve r reg ion of 4.2 bill ion doll ars co mpa red to what we
would have recei ved just fi ve years ago ; and
WHEREAS , thi s reduct ior, m metro Denver's resource all oc at ion prov ide s the bus in esses and
resident s of the Den ve r region onl y 54 ce nt s b~1ck fo r every dollar paid in taxe s, and metro area
citi zen s deserve a better return on th d r tax do ll ars; and
WHEREAS, the fed era l Trun s ponation Equi ty Act fo r the 2 1" Ce ntury (TE A -2 1) gua rant ees
th~t eac h state is to rece iv e at least 90 .5 perce nt of every do ll ar it con tri butes to the High way

Wherea s, this same prin cip le of tran sponmi on fundin g equity should apply to the alloca 1ion of
sta te transporta ti on revenu es by the Co lorad o Transportation Commi ss ion of eac h of 1hc 15
tran sporta tion plan nin g reg ions in the St.II' tJI Co lorad o, in clud ing the metro Denver regi on; and
WHEREAS , th is unwarranted dep art ure from the hi s1oric all ocmion of state tran spona 1ion
rev enue s to the metro Den ve r region will undcm1in e the sta1e ·s capacity to addre ss bol h ru ra l and
urban trans portat ion needs in a ba lanced manner and will impac t ne ga ti vel y on th e metro pc,lican
