WHEREAS , the staff of the Public Wo rks Department has eval uated the qual ity of
micros urfacing utilizing a specific loca l aggregate and a qui ck-se t ERG ON emul sio n for tht: pas t

Ark ansas. has labora tory -te sted and fi eld -test ed thi s produ ct, and City sta ff has eva luated th e
abilitie s of this co mpany in placi ng mi cros ur faci ng , and has di sc ussed th eir work quality and
product quality with other gove rnmental agencies which have had yea rs of ex perience with thi s
co mp any; and
WHEREAS, BASS , Inc . ha s now placed a tota l of2,670,5J7 square ya rds (approximately
1238 blocks . or 14 2 mil es of roadway) in the City of Englew ood ove r a peri od of I J years; and

RECOMMENDED ACTION
We are seek in g Council approva l of a Resolution all owing a negotiated contrac t w ith Bituminous Asphalt
Sea lin g Specia li sts , In c., a.k.a., BASS, In c., in an am ount not to excee d $395,000 for our 2004 Micro-
surfacing Pr og ram.
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
Each year, our Str ee ts Maintenance Di visi on reviews Englewood's 119 miles of str eets and
determin es w hich roa dways ar e in need of ma intenance effo rts .
The des ign life of an asphalt roa d is 20 yea rs . In order to coax 20 yea rs of life out of our roa ds
w ith th e to ugh Colorado freeze /thaw cycles, stu dded snow tires, the ch all engin g and co nstantly
c hangin g su bs urface conditions, as well as th e tru ck and bus traffic, w e nee d lo periodica ll y
perform so me resu rfa ci ng tre atm ents .
Staff introduced "Eng lewood" mic ro-s urfac in g in 199 1. Our obj ec tive was to develop an alt ernativ e to
address th e maintenance nee ds of roa dways subj ec ted to excess ive tr affic volumes resulting in pavement
rutt ing and lanes requiring lev ~ling tr eat men ts along with new wearing co urs es and Slirfa ce sea ls . Micro-
surfacing is a c ost effective maintenance alternative th at provides rut filling, leve li ng of existing
p .w emenls, a surface sea l and a n ew w ea rin g surface. The finish ed product is jet black, ae sthetically
pl eas ing, and exhibits m o re tracti on th an the origin al asp halti c concrete fo r improved safety.
Modifica ti on in the p ro duct chemistry over th e ye ars has enabl ed tlS to open stree ts l o throu gh traffic in
20 to 30 minutes, if required.
BASS ha s sa ti sfa ctoril y p artici pat ed in a p artnership arra ngemen t wi th th e Ci ty for th e las t thirtee n ye ars
to co nstruc t o ur mi cro-surfacing programs, h avi ng now p lace d a total of 2,670,53 7 sq uare ya rds of our
design pro duc t (approximately 1238 b locks , or 14 2 mil es of roadway) .
Our design conti nu es to specify th e quality c ustom cru sh ed, gray granite agg regate su ppli ed by Asp ha lt
Pav in g Compan y, G old en, Colorado. W e w ill co ntinu e to us e th e improved ERGON em uls ion, as •
devel~:,ed (or o ur p rogram . H o wever, ou r sp ecifi ed ERGON emul sions are not manu fa ctu red in th e
D enve r area. ERGO N emulsi ons must be transported fr om Waco, Texas.

o perates two of th ese machin es.
BASS h as su cce ssfu ll y constructed mi c ro-surfacing 0 11 se l ec ted arteria ls, coll ectors, industri al and local
servi ce str ee ts in our 199 1, 1992, 1993, 1994, 199 S, 1996, 1997, 1998, 19~9, 2000, 2001, 2002 and
2003 mic ro-surfacing programs. Throughou t our thirteen -yea r ex perience with "Englew oo d" m icro
surfa cing, and BASS , In c., ci ti:en res pons e co ntinu es l o be p os iti ve . Th e workmanship of BASS, In c.
remains sup er ior.
Staff co ntinu es to monitor slu rry sea l and micro-su rfa cing ac ti vi ti es in th e metro area . This yea r a numb er
of citi es are exp l orin g using this product in cluding Arvada and Park er.
Most of th e citi es i n th e D enve r metro area apply ei th er slurry seals or chip sea ls to help prolong
th e life of th eir r oads. Slurry seal is a very thin appli :ati on product. Beca use of th e thin
appli ca ti on (1/8 inch thi ck or less), the protecti on and benefi ts of thi s tr eat m ent are not
sig nifi ca nt. Chip sea ls rely on th e rock or agg rega te l o provide tractio n and protection b enefi ts.
However, chip sea ls are dustier; w hen cars drive l oo fast immedi ately after the chip is appli ed,
c rack ed w ind sh i eld s ca n occur; the streets are nosier; an d, w hen kids fo ll off th eir b ikes, th eir •
scrapes are worse. Ci tizen co mplaints are typical w ith chip s, •lin g.
Experience wi th applying o ur product is crscial l o a successfu l projec t. We prefer using the o nl y
con trac tor th at h as repeatedl y demonstrat ed successfu l appli ca li oos utili zin g th e products and mix
d esign s th at we have developed, and has co nsis•ently ach ieve d th e desi red resu lts . We are satisfied w ,:h
product ,1erform ance to date and are pa rt icu larl y p leased w ith perform ance on our local servic e streets.
Th e con trac tor, BASS , In c., is ava il ab le to accomplish our 2004 projec t in May. Our 2004 Mic ro-
surfac ing Program w ill target local and coll ector str eets .
FINANCIAL IMP ACT
'Ne ex pec t tha t bids for standard slurry in the m etro are a, usin g local contrac tors and lowc: quality
compon ents th an o ur soec ifi cati ons, shou ld range fro m $1.30 to $1 .80 p er squa re ya rd in 2004. We
beli ev e, howev er, th at th e rec ommended cour se of acli on represen ts sup erio r value to our ci ti zens,

4. Mic ro -su rfacing is m ore cus tomer friend ly, and does n't require large quantities of loose rock th at
could cause problems or c once rns for o ur ci ti zens. Th e short set tim e all ows th e roadway l o be
reopen ed w ithout long dela ys. •
