AS THE BASIS FOR EMERGENCY 0PERAT IONS WITHIN THE CITY OF ENGLEWOOD , COLORADO AND FOR INTF R-GOVERNME NTX.I\L COO PERATIVE RESPONSE EFFORTS AT THE METROPO LIT AN , STA TE AND NAT IONAL LEVEL. WHEREAS, on February 28, 2003 , the Pre sident iss ued Homel and Security Pre si dential Direc ti ve (HSP D)-5, th at directed th e Dcpanmc nt of l·lome land Security , in coopera ti on wit h representa ti ves of federal, s1atc an d loca l gove rnm en t, to deve lop a Nation al In cident Management System (N.I.M .S.) to provide a cons istent app roac h to the effective manageme nt of situ ations in vo lvin g natu ra l di sas ters, man-made di sasters , or terrorism ; and WHEREAS, th e final Natio nal Incident Management Systems (N.I.M .S.) was rele ased on March I , 2004 and is now th e mode l approved fo r use; and WHEREAS , the N.1.M .S. co nt ai ns a pract ice mode l for the accomplishment of the signific an t responsib iliti es assoc iated with preve nti on, prepared ne ss, re sponse, r,eco very, and mitigati on of all major an d nati onal haza rd s si tu ati ons; and WHEREAS, th e Home land Sec urity President ial Direc ti ve (HSPD)-5 requires that state and loca l gove rnm ent s adopt the N.I.M .S. by fi sca l yea r 2005 as a pre-cond ition to the re ce ipt of federal grant s, contracts and activ itie s related to the management and preparedn ess for certain di saste r and haza rdous situ ati ons; and WH EREAS, th e City of Englewood has become a vit al com pon ent and rec ip ie nt of Federal Homeland Security gra nt funding as a participant in th e Urban Area Security Initi ativ e and the state -lev el Non h Ce ntra l region ; an d WHEREAS, th e Ci ty of Engl ewood has successfull y used th e In cident Management System for years as our model for emerg enc y res ponse, N.I .M.S. is esse nti all y th e same sys tem so it will be eas ily ada pt abl e to Englewood's ope rati ons; and WHEREAS , lhe City Council of the Cit y of En glewood, Co lorado desires to adopt the N.I.M .S. as requi red by HSPD-5 NOW, TH EREFO RE, BE IT RESOLVED BY TIIE CITY COUNC IL OF THE CITY OF ENGLE WO OD, COLORA DO, THAT : Section I. The City Co un cil of th e Ci ty of Englew ood, Colora do hereby ado pt s th e Nati onal Incide nt Managem ent System da ted March I, 2004 Section 2, Pu rs uant to Article V, Section 40, of tt ., Englewood Home Rule Cha rter, the Cit y Co uncil has determined that the National Inci dent Man agement System (N .1.M .S.) shall be publi shed by titl e because of its •ize . BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED Englewood has beco me a vi tal compone nt and recipien t of fed eral H omeland Security gra nt funding as a participa nt in th e Urban Area Securi ty Ini tiative and th e sta te-leve l North Cen tral reg ion. On February 28, 2003 th e Pres ident iss ued a Direc ti ve requirin g federa l, state and local gove rn men ts to es tablish a consi sten t all -haza rds emergency management model. The National In cident Management Sys tem s is n ow th e m odel approve d fo r use. Eng lewood has successfully us ed th e In cident Management Sys tem for yea rs as our model fo r eme rg ency response. N.I.M.S . is essen ti all y th e sa me sys tem, so it w ill b e easi ly adaptable to ou r opera ti ons. FINANCIAL IMPACT Future federal H omeland Secu rity funding will be based o n th e adop ti on of N .I.M .S. No cos ts to implement.
