J.fL SE RI [ j OF 2004 A RESOLUTION APPROVING COMPENSAT ION ADJUSTMENTS FOR MANAGERIAL, SUPERVISORY, CONFIDENTIAL AND PART-TIM E EMPLOYEES OF THE CITY OF ENGLEWOOD FOR TH E YEAR 2005. WHERE AS. by Chan e, amendment effective April 13, I 9ij I , City Co un cil pro vided for th e esta bli shm ent of mwiagerinl and supervi so ry employees within the service of th e City of Englewood , and WHEREAS, by vinue of managerial and superviso ry duties assigned to these position s by the C ity Manager, it has bee n det ermined that they nrc excluded from membership , panicipation or rcprcscnintion in any co ll ect ive ly bargained employee sys tem of the City of Eng lewood ; and WHEREAS . by Charter amendment effe cti ve April 13, 198 1, City Counci l provided for th e establishment of co nfid ent ial em ployees within the service of the City of Englewood : and WHEREAS, by virtu-: of the duties assig ned 10 the se positions by the City Manager or 1he City Attorne y. it has been determined that they o.re co nfidential and therefore the Cit y makes no promi se of continuous employment, pcrmanen1 employment or any specific length of employment and th ese employee s arc therefore excluded from membership, participation or representation in any collectively bargained emplo yee sys 1em of the Cit y of Eng lewood and are exempt from the Career Service Sys tem : and WHEREAS. parHime employees arc defined as those working fewer than 40 hours per week ; and WHEREAS, the City make s no promise of continuo us employment, permanent employment or any specific length of employme nt and these employees arc therefore excluded from membership, part ici pation or representation in any collectively bargained employee sy stem of th e City of Eng lcwooo and arc exempt from the Career Servi ce Sys tem; and WHEREA S, this l'esolution will nol apply 10 Direc tors whose compensation is set by the City Manager : and WHEREAS, thi s Re sol uti on will not apply to the City Manager. th e City Attorney and 1hc Municipal Court Judge who arc compe nsated by the Ci ty Council under sep arate resolution s: and WHEREAS , thi s Resolutio n will not ap pl y to employees repre se nted by a rccogniz.ed collecti ve bargaining agent in the City of Englew ood becau se they are compensated by contract under separate resolution s: and WHEREAS. the City Council des ires to establi sh Compe nsati on Adjustm ents for managerial. su pervi sory, confidential , and pan -time employees, for the year 2005; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO, THAT : S&&lism..J.. No increases were gra nte d for 2004. RECOMMENDED ACTION Staff requ ests Council approval of the attac hed resoluti on for a cos t of living adjustment (COLA) for ca lendar yea r 2005 for the following groups of employees: • Manageria l and supervi sol)' empl oyees (General Services, Police and Fire) • Confidential employees • Part-time empl oyees BACKGROUND , ANALYSIS, ANO ALTERNATIVES IDENTIFIED Emplo yees covered by thi s res oluti on will rece ive the following increase on the 2004 base wage ra te: • Managerial, su r,erv isory and confi den tia l employees • Part-time emplt ,yees 1.12% 1.12% The increase wi ll be effec'ive on Jan ual)' 1, 2005. Th e adjustments are comparable to the 1.12% in crease to be awa rd ed th e En glew ood Employee s Associa ti on. FINANCIAL IMPACT The project ed imp act of th e COLA on wages for 200S is approxi mat ely $97,90 0 for managerial, supervis ory and confid ent ia l employees and $11 ,242 for part-tim e employees.
