COUNCIL GOAL AND PREVIOUS COUNCIL ACTION
Th e Libra ry has spo ns ored this popular program for th e past 14 yea rs , and eac h year the City
Council has voiced its support. In 2003, th e annua l Food for Fin es program was expanded to twice
a yea r at th e request of th e library Board, and subsequ ently approve d by City Council, for two
weeks during th e summer as well as two weeks at th e end of the ca lendar yea r as a way to mitigate
the in c, ea se in O ve rdue Library Fin es and as a way to encourage the tim ely return of EPL materia ls
so that th ey can be use d by more people . Th e two wee ks of th e Summer Food for Fines program
covers th e last week of the pu bli c schoo l year and th e first week of vac ations, a time during which
students and tea chers are clea ning out their des ks and lockers in preparation for th e summer break
and numerous overdu e Lib ,ary materials are 'miracul ousl y' discovered, whereas th e two weeks of
the Winter Food for Fi nes program traditionally covers th e peri od in between the Thanksgiving and
Ch ristmas holidays . Historica ll y, eac h oi th ese two b ia nnual eve nts ave rages 51,000 • S 1,500 in

BACKGROUND , ANALYS IS, AND ALTERNATIVES IDENTIFIED
Sin ce 1990, th e Engl ewood Public Library has provided its "Foo d fo r Fines " progra m as a way ior
th ose pa tro ns with fin es 0 11 their ove rdu e EPL mJlerial s to "pa y" th em off th rot1!:!h th e donati on of
non-p erish ab le fo od items that. in turn . benefi l lo t al Jrea famil ies. Followin g last year 's increase in
ma ximum Overdu e Fin es from S~ to S5 , th e Librarv Board request ed th at th e numb er of food it ems
req uir ed to pay oif J sing le Overdu e cha rge als o be increased beginning with 111e 2004 Winte r
Food fo r Fin e~ progra m, e.g. it now takes two foo d items to c~nc el m il th e la te char ges (not los t or
damaged charg e::,) on one m erdu e item. Th ese food items mt1st be presente d t0 th e Library Staff at
th e Cir cul ation D esk in order fo r th e iines to be clea red from th e pa tro n·s com puter rec ord . The
coll ec ted iood it ems are th en fo rwarded to Interfaith Comm u r'ty Servi ces for th eir "food bank "

wa rm lv re ce i, ed by th e publi c si nce it s ince pti on, and Lib rarv pa tro ns now loo k forward to it as ~1
way of helping oth ers\\ ,1il e reli ev in g th ei r own fi nan cia l obli ga ti o ns . Thu s, th e p rogram presents J
posi tive image of th e Libra ry and th e City and is a "win -win " si tu ati on fo r eve ryo ne invo lved .
FINANCIAL IMPACT
• Si nce its inception, thi s program has rais ed an es tim ated $19,800 in donated foo d items to
assist needy famil i es in th e Englewood area .
• The money that th e Lib rary coll ec ts each month i n "late charges " (i.e. c ha ;ges o n books and
oth er EPL items return ed past th eir o rigi nal "due date" and p as t th e 3-day "gra ce period")
goes to th e City's General Fund . Th ese reve nu es traditionally droµ about 50% duri ng each
o i th e Library's two-week Fo od fo r Fin es programs, but th e loss is m ore th an offse t by th e
"good will " this prcgram generates among Libra ry patro ns and by ge tting th e Librar{
ma terials ba ck on th e shelves so that oth ers ca n use them .
