AN ADDENDUM TO ROADMAP ENGLEWOOD : 2003 ENG LEWOOD COMPREl-lENSIVE
PLAN .
WHEREAS , the City of Englewood adopted an int ro du ctory bicycle sys tem plan in 198 1
whic h ha s not been upd ated since th at tim e; and
WHEREAS , in 2002 the Cit y completed a Citywide Tran spo rt at ion Study ; howeve r, a bike
pl an was not pursued at that time
WHEREAS, the primary fo cus ha s been to make the bicycl e sys tem more fu nctiona l, more
com prehensive and more attra ctive ;
WH EREAS , the Englewood Planning an d Zoning Com mi ss ion reco mmend ed approva l of th e
Englewood Mas ter Bicycle Plan ut its meeti ng of October 15 , 2004; and

FOREWORD
The Master Bicycle Plan is su pported by the goals and objectives found in
the 2003 Englewood Comprehensive Plan calling for the promotion and
enhancement of bicycling throughout the community as an alternative
means of transportation. The Master Bicycle Plan serves as an addendum
to the Comprehensive Plan , presenting a more refined vision of a
community-wide bicycling system to be achieved ove r the next twenty
years. The Master Bicycle Plan defines a set of proje c ts , each of which will
b e carefully studied. refined . and implemented according to City and
departmental priorities . The Master Bicycle Plan is designed as a fle xible
document in the recognitio n that sl ight modifications may be made to
ele ments of the plan through the course of ind ivid ual project design
phases .

INTRODUCTION
The City of Englewood's Publi c Works ond Community De velopment
Deportments take great pleasure in presenting the new City of
Englewood Bicycle System Master Plan to the Englewood Transportat io
Advisory Committee (ETAC), the Englewood Planning Commiss ion , the
Englewood City Council, and lhe ci tizens of Englewood .
The neeC: .'or a new Bi cycle System Master Plan was first made evident
through the first phase of the City's Comprehensive Plannin g process,
which included the Englewood Transportation Study. The study led to a
number o f general conclusions about transp ortation problems facing the
Cit y, and realistic solutions that tn e City can implement to meet it s needs
over the next twenty yeors .
.A.n especially profound co nclus ion that ca me out of the En glewood
Transp or ta t ion Stu dy was the need to rai se the importance o f
transportation alternatives to the sing le occupant automobile, the
dominant form of transp ort ation. The City of Englewood faces major
barrie rs to th e expansion o f roadway capacity, incl udin g limit ed rig ht o f
way and prohibitive financial costs. The be st answe r for Engle wood is to
promote the development o f alternative tran sp orta tion modes. One o f
these mod~s i( the ve rsatil e bicycle .
The promo tion of bicyclin g as an alternati ve mode o f lran sportation is
complementary to the phil oso phy o f The Three R's: Revitalization.
Redevelopment. and Reinven tion , that serves as the founda tion fo r
Roadmap Englewood: 2003 Englewood Comprehensive Plan . This
phil oso phy res ts on the idea of building upon the communi ty's asse ts in
order to overcome community challenges. As an older first-ring su burb,
th e City o f Englewood enj oys the advantages of a highly connective g rid
str eet ne twork that is often characteriz ed by re la ti vely br o od, q uie t, and
a ttractive residential streets that are conducive to b icycling. A bicycle-
frie ndly environment is o ne o f many qualiti es that the City may use to it s
advantage in attracting new residents and businesses to revitaliz e,
red eve lop, and rein ven t th e community.
An effort to collect intormotion regarding Englewo o d ci tiz en desi res for
tran sp ortation improvements in the communi ty was mode during th e First
Ph ase of th e Comprehensive Planning Proces s w ithin the Eng lewood
Transportation Study seri es o f ne ighborhood meetings . The foll owing
sta tem ents repres ent a summary of the public 's d es ires for bicycle
improvements articulated with in the context of th e neighborhood
meetings:
• Enhan ce the connections to the South Platte River Trail. Big Dry
Creek Trail , Little Dry Creek Trail. and connect the Northwest
Greenbelt/Harvard Gulch Trail to the South Platte River Trail.
• Provid e a co nnection for the Little Dry Creek Trail from th e
Englewoo d Marketplace shopping center to CityCenter
Englewood, Engle\.' 00d Civic Center. 0'1d E g lewood Light Roil
Transit Sta tion . and the South Platte River.
• Extend th e Big Dry Creek Trail to the Highline Canal Trail.
• Provide bicycle amenity improvements by providing bicycle parking
at destinations, bicycle signing and maps , and bicycle video
detection at signals along bike rout e s.
• Provide pedestrian amenity improvements by providing b e nches ,
tra sh receptacles, news paper kiosks. li gh tin g and bulb-ou ts o r curb
extensions at interse ctions.
Students from Flood Middle School, Ch errelyn. Charles Hoy , Mad dox and
Cl:iyto n Elementary Schools participa te d in a survey to provide the City
inpul on student pre fer ences a nd pri oriti es. The su rve y resu lt s indicate that
a vast majority of students own b icycles . !he overage number of bikes per
houser.0 ld is 3.6. and the majority of students ride their bicycles at least
one tirr .e per w ee k. Th is is a significan t po rti on o f the bicycle population
that the City is tryin g to serve . This g roup indicated a strong desire to see
better connections to and from schoo ls as well a s porks, !roils and city
services such as !he li brary and the recrea ti o n center.

Public desires for transportation improvements within the Englewood
community formed the basis for many of the transportation objectives
found in the 2003 Englewood Comprehensive Plan. The transportation
element of the 2003 Englewood Comprehensive Plan contains a number
of objectives that support the development of a comprehensive bicycle
system :

Obj . 1-2 Recognize the limitations of increasing arterial road
capacity by emphasizing capacity improvements to pedestrian,
bicycle transit modes.
Obj. 1-4 Maximize tra vel mode c hoice opportunit ies both within
and between resid ential, commercial, recreational , and civic
areas .

pedest rians , an d bicyclists .

IMPLEMENTING THE BtC CLE PLAN
To make bicycling more efficient , saf e, fun and practical . the
implementation wil l include the following :
ijik e Route System -Update th e on-street bike route system in order to aid
c itizens in finding the routes that are the most advantageous both locally
and regionally .
Bike Lanes -Examine the existing bike lane system and future possibilities.
Bike Trails -Enhance off street. trails to all ow use rs of all types an
opportunity to recreate and commute safe ly without th e worries of riding
w ith motorized traffic.
Major Missing Links -Iden tify major bicycle facility missing links .
Bicycle Amenity Improvements -Identify locatior.s 1•,hP.re bicycle
ameniti e• a re needed. Bicycle amenities include air und w ater stations .
bicycle parking, restrooms . and b•-~yc::le vi deo detec tors.
The implementation of the above li sted bicycle ft::o tures wi ll greatly
e nhance bicycling throughout the City of Engl ewood.

BICYCLE ROUTE
What is a bicycle route?
In so me ways a bicycl e ro ute is not a lrue bicycle facili ly. Th ere are no
stripes or other special provisions . In general , a bicycle rou te simp ly
informs bic yc li sts ho .-, to g et from poinl A lo po in t B or identifies a
particu larly advantageous corridor . At a minimum a bike ro ute is
designated by signoge .

developing a ci ty-wide bike route and numbering syste m that this pion

Elements cf the Bike Route Plan
Numbered Grid Bicycle Route -Create routes to connect park s, schools.
city se rvices and reg io nal d estinati o ns using a grid format where each
route is assigned a number. The route numbers correlate wi th Denve r's
route numbering sys tem in o rder to help cyclis ts find destina tions when
commuting between Denver and Eng lewood. The objective is to extend
th is numberi ng system lhroughout the su rrou nding sou th-m e tr o subu rb s in
order to create a comprehensive bicycle rou te syslem.

Bicycle Map -A map of th e City of Englewood's bicycle routes and their
designated numbers will be developed to a id cyclisls in choosing ro utes
according to their own bi cycling needs , preferences . ex p eri ences and
abilities. Involve local businesses by having them sp o nso r th e

development o f the maps in return for advertising o n the maps. Th ey w ill
be available at Ci ty faci li ties , local bicycle stores, des tin atio ns cyc li sts
frequent , Englewood sc hool s and on the City website.

In order to provide navigat iona l information, sup pl e mental p laques will be
used w ith the route signs in order to convey th e fo ll owing :

Directi onal sign age wi ll be used to guide cyclist s to key loca ti o ns, for
example -parks, schools and o ther trails . The directional signs wi ll have
th e same logo so that cyc li sts wi ll eventuall y b ecome familiar wi th the
sig ns and recog nize them as informa ti onal signs that w ill guide th em to
des tina tions a lo ng th e bik e ro utes . Information on the signs wi ll include
the desti nation w ith directio nal and d ist a nce inform ation.

Neighborhood Route -A neighborhood route circulates riders off the main
route to local amenities , it is not numbered .
Analysis
Analysis began with a review of the existing conditions of the limited bike
route system and the determination of the current and future
opportunities , strengths and weaknesses of the existi ng bike routes .
The criteria used in determining the best locations for proposed bike
routes are listed below:

o Traffic signals and crosswalks at major intersections such as
Broadway or Highway 285
o Streets that provide width
o Low volume streets
o Streets that span the city to avoid abrupt "dead ends"·
o Routes that do not simply dead-end at the city limits but
continue into adjoining jurisdictions

chosen was focus ed a long a primary north-sou th a xis, an d a primary east-

Th e east-west axis sta rt ed at Roma ns Park at Fl oyd Av e nue and Franklin
Stre et. Th e route oroceeded al o ng Fran klin Str e et to Dartmouth Avenue ,
and continued along Dartmouth Ave nue lo the western c it" limit a t Zun i
Stree t. The route was intended lo connect wi th iden tifi ed ro u tes to
Eisen hower Park and the Highline Can al Tra il in Sout heas t Denver, and
Lorreto Heigh ts College in So uthwest Den ver . An alternative spur
branched o ff to the north along Zuni St reet from Dartmouth Avenue,
re ach ing the c it y li mit at Evans Avenue, and conti nu ing north in to West
Denver.
Futu re local routes were envis ioned to branch o ff one o f the two pri m ary
a xes lo connect various Englewood neighbo rhoods and community
fa cilities . Un fortunate ly, due lo l•,rbulent economic time s and sub seque nt

BICYCLE LANES
Whal is a bicycle lane? -Bi ke lanes ore designated lanes on a roadway
that ore signed , st rip ed and marked for bicycle use.
Existing Conditions
Curr e ntly the on ly bicycle lane that exist s in Englewood is o n Ox ford fr o m
approximately Kalomath to Acoma . The lanes ore on the north and south
sides o f the street and ore 13 fee ! wide. The lanes ore designed to
provide both on -street parking and a lane for b ike s.
Analysis
Bicycle Lan es are not a g reat tool fo r bicycling in Engle wood fo r th e
fo llowi ng reasons:

1 . "Shore the ~cad" mentality is important When strip ed lanes ore
provid ed the,e is a tendency fo r the bic \•clist to fe el thor they "own"
th at p o rtion of the road .
2. Roa d w idths in Engl ewood ore not sufficien t to oro vi de for parking ,
striped bicycle lanes and two-way trattic . The minimum st reet wid th
re quired is 48 feet flow to flo w and the majority of Engl ewood stree ts
ore less than 36 fe e t fl ow to flow .
Prov iding additional bicycle lanes is not recommended for the reasons
listed above. If. in the fu ture , it becomes apparent that a bicycle lane
could possibly be a good tool in the bicycle syster,, at a specific location,
a study will be performed. If the study proves that ft .ca system would
benefit by in stalli ng a bicycle lane(s) then it may be considered .
BICYCLE TRAILS
Regi ona l and local trails serving Englewood primarily hove been
developed along water and drainage ways. The City of Eng lewood can
contrit,ute to the constructi on and improvemen t of a first-rote regional
trail system by assisting in the development and improvement of local
collector trails that feed into the reg io nal trails system.
Regional trails include :
• South Platte Ri ver Trail -A big segment in the Colorado trai l system.
Basically bisects the entire metropolitan area ; follows the Sou th
Platte Ri ve r, origina tes at Waterton Canyon, where the riv er leaves
th e foothills a nd flows onto the plains a nd continues north through
metropolitan region to Brighton. The trail P.xte nd s from ci ty lim it to
city limit along the Platte River alignme nt. flanks Engl ewood's
western boundary.
• High Line Canal -Follows a meandering path to the sout h and east
of the City , originating in Highlands Ranch and ending near Buckl ey
Air Force Bose in the City of Aurora.
• Bear Creek Trail -Connects to the South Platte River Trail just north of
the golf course. Trail extends to the west and continues to Morris o n.
Local trails that are predominantly located within Engle wood city
boundaries include:

• Little Dry Creek -begins at approximately th e 3700 block of
Clar ks o n and follows the Litt le Dry Creek align ment to the City
Market Pla ce where that portion of th e trail ends. The trail picks up
again on the west side of Eloti. jus' nort h of Fl oyd and extends to E.
South Platte Rive r Drive . The propos o,-~ bike route in th is p ion
connects the two trail segments. A tr ai l head exists on W. Platt e

River Dr ive and Dartmouth but it is difficult ta bike there from the
end of the Littl e Dry Creek Trail. A critica l missing link is a pedestrian
bridge over the South Platte River from E. South Platte R!ver Drive to
the trail head at Dartmouth and W. South Platte River Dr ive.
• Big Dry Creek Trail -Begins ju st so uth of Belleview at Progress Park
and follows Big Dry Creek under Belleview through Belleview Park
under Santa Fe to a pedestrian bridge that spans th e South Platte
River and connects to the South Platte River Trail. Plans for th e trail
to extend from Progress Park to Lehow Avenue have been
comple ted and the constructi on of the trail ex ten sion began in May
2004 .
• Southwest Greenbelt Tra il -Originates at Rot olo Park at Huron Street
north of Stanford Avenue and follows a drainage path in a
southwes tern alignment and ends Delaware Street , south of
Stanford Avenue .

The Loganda le lndusi1ioi !Ji<trict was recently analyzed for redevelopment
p o te ntial as purt of th e Eng lewood Ligh t Rail Tran sit Station Area Study. At
this time , the narrow widths of sidewalks in this district do not lend
themselves to the provision o f public bicycle parking. However, the study
calls for streetscaping enhancemen ts. Pu blic bicycle parking sho uld be
includ e d in future streetscaping projects for this area .
The Cit y of Engl ewood's Unifi e d Deve lopment Code states that bicycle
parking w ill be re quired for all new multi-uni t reside ntia l or commercial
development, including expa nsions and cha nges that would res ult in
additional parking being required.
Water Stations and Restrooms
Mos t of the porks in En glewood and city facilities provide water fountain s
and restrooms. Th e exceptions ore Duncan, Rotolo , Emers on, Clark so n -
Am hers t, and Borde Por k. Th e size of th e porks and the amount of
re c reational usoge does not warrant woter st ations or restro oms at these
locati ons.
Air Pump Station
It is re commended that a '.Jib! study to provide on a ir pump station o f th e
City Center Englewood Li;i ht Rail Transit Stat ion be include,d as port of this
plan. Such o study wo~·:d look at va rious issue s such as pr oject logistics,
capita l costs, ond o p croti onal and moi ntenonce cost s. The pilo t study
would continue to monitor these factors, as well as a c tua l us e , o fter a n a i1

this plan also recommends installing the counlers al US Hwy. 285 and at
Broadway bike route intersections .

This plan will encourage and accommodate bicycle usage and reduce
the proportions of trips made by car. To accomplish this, we os a city must
strive to increase the nu mber and capacity of bicycle routes, trails and
infrastructure, as well as the attractiveness and aesthetics of these
connections and im provements .

INTRODUCTION
The need for a new Bicycle System Master Plan was first made
evident through the first phase of the City's Comprehensi, e
Planning process, which included the Engl ewood Transportation
Study . An especially profound conclusi o n that came out of the
study was th e nned to raise the importance of transportation
altern ati ves to th e sin gle occupant au to m obile, the dominant fo rm
of transportati on . Eng lewood face s major barriers to the expansion
of roadway capacity, including limited ri ght of way and prohibitive
financial costs. The bes t answer is to promote th e deve lopm ent of
alternative transportation modes. O ne of these modes is the
versa tile bicycle.
The promotion of bicycling as an alternative mode of transportation
is complementary to the philosophy of The Three R's: Reviraliwion,
Redevelopment and Reinvention. This philosophy rests on the idea
of bu ilding upon the com mun ity's assets in order to overcome
community challenges. As an o lder firs t-ring suburb, Englewood
enjoys the adv ,mtages of a high ly con nective grid stree t network
th at is often rharacterized by relatively broad, quiet, and attractive
residential stree ts that are conducive to bicycling. A bicycle-frie ndly
environment is one of many qualities that the City ma y use to Its
advantage In attra ctin g new res idents and bu sinesses to revitallze,
redevelop, and rei nven t the communi ty.

The transportation element of the 2003 Engle wood Comp rehensive
