January 3, 1978
REGULAR MEETING: I
The City Council of the City of Englewood, Arapahoe County,
Colorado, aet in regular session on January 3, 1978 at 7:30 p.m.
Mayor Taylor, presiding, called the meeting to order.
The invocation was given by Mr. Daniel Gilbert, Baha'i Faith.
The Pledge of Allegiance was led by Boy Scout Troop 192.
The Mayor asked for roll call. Upon the call of the roll,
the following were present:
Council Mellbera Williama, Sovern, Saith, Mann, Brown,
Clayton, Taylor.
Absent: None.
The Mayor declared a quorum present.
Also present were: City Manager McCown

COUNCILMAN SMITH MOVED TO ACCEPT THE MINUTES OF THE REGULAR
MEETING OF DECEMBER 19, 1977. Councilman Sovern seconded the motion.
Upon a call of the roll, the vote resulted as follows:

City Manager Mccown stated that the purpose of passing the
ordinance was to allow the City of Englewood to issue General Obligation
Bonde in order to pay for the extension and improvement of the water
prograa..
Rayor Taylor asked if anyone in the audience wished to speak
in favor of the ordinance concerning the water bonds.
No one replied.
Mayor Taylor asked if anyone wiahed to speak against the .

Councilman Mann seconded the motion. Upon a call of the roll, the

~1ty Attorney Berardini discussed the ordinance concerning
tne Englewood water bonds, pointing out the interest rate to the
corresponding years.

OP ENGLEWOOD, COLORADO, AND UPON TBB CREDIT TBERBOP BY ISSUING
GENERAL OBLIGATION BONDS OP THE CITY IN THE PRINCIPAL AMOUNT or $6,700,000, FOR TRI PURPOSE OP EXTENDING AND IMPROVING THE
MUNICIPAL WATERWORKS SYSTEM OP THE CITYJ PRESCRIBING THE FORM or SAID BONDS AND PROVIDING FOR THE LEVY OP TAXES AND THE APPLI-
CATION OP INCOME AND REVENUE OF THE SYSTEM TO PAY THE BONDS AND
THI INTEREST THEREON, AND PROVIDING OTHER DETAILS IN CONNECTION
THEREWITH.
COUNCILMAN CLAYTON MOVED TO PASS ORDINANCE NO. 35,
SERIES OP 1977, ON PINAL READING AND THAT THE ORDINANCE BE
PUBLISHED IN FULL TO INCLUDE THE INTEREST RATES IN THE LEGAL
NEWSPAPER. Councilman Brown seconded the motion. Upon a call
of the roll, the vote resulted as follows:

City Attorney Berardini discussed a resolution which amends
Resolution No. 45 and corrects the 1978 annual salary for the City
Attorney. City Attorney Berardini pointed out that in the first
paragraph the resolution number should be 49 instead of 47.
RESOLUTION NO. 51, SERIES OP 1977
A RESOLUTION AMENDING AND CORRECTING THE ANNUAL SALARY FOR THE CITY
ATTORNEY FOR THB CALENDAR YEAR 1978.
COUNCILMAN SMITH MOVED TO PASS RESOLUTION NO. 51, SERIES
or 1977 WITH THE FOLLOWING CHANGES:
1. Add Municipal Judge in the title.
2. ~e resolution number should be 49 instead of 47.
3. Add a fifth WHEREAS to state •said annual salary
for the Municipal Judge was incorrectly adopted.•
4. Add under the City Attorney salary a salary for
the Municipal Judge of $27,500.

Mayor Taylor indicated that the Council was losing two Council-
aen. Be requested that Councilman Brown make some closing comments.
Council•an Brown expressed thanks to his wife and daughter for
per•itting hi• to devote many hours to the City. It has been an exciting
experience to work with so many dedicated people, especially Mayor Taylor
who has been ona of the City's best. Be challenged the City Council to:
1. prepare a program to encourage citizens to vote.
2. provide a workshop for citizens on City government.
3. read the Book of Psalms.
Councilman Brown thanked everybody he has been able to work
with through the years.

Mayor Taylor requested Councilman Sovern to make some comments.
Councilman Sovern challenged the Englewood citizenry to meet
the proble .. of local government. It is the combined responsibility
of citi•ens and elected representatives and City staff, and requires
the active interest through getting more people involved in the voting
process. Be further stated that the local newspapers have the
responsibility in helping generate interest in local issues. Be
continued by stating that the time committaent of Council members
to Boards must be reduced so each aay devote more time to citizens
and issues. This will draw more and better people into elective work.
Councilaan .. Sovern expressed his thanks to his family and to his friends
during his years on Council.

Mayor Taylor thanked Councilman Sovern and Councilman Brown
for their work in serving the City of Englewood.

Deputy City Clerk Johannisson read the minutes of the Sine Die
City Council meetin_g of ..January 3, 1978.
Mayor Taylor requested that the word "indicated" on Page 4,
Paragraph 4 be changed to "stated".

DIE MEETING OF JANUARY 3, 1978 AS READ BUT TO INCLUDE MAYOR TAYLOR'S
CORRECTION. Councilman Williams seconded the motion. Upon a call of
the roll, the vote resulted as follows:

The Mayor declared the motion carried and the meeting was
