HomeMy WebLinkAbout1978-08-31 (Special) Meeting MinutesSPECIAL MEETING: COUNCIL CHAMBERS CITY OF ENGLEWOOD, COLORADO August 31, 1978 The City Council of the City of Englewood, Arapahoe County, Colorado, met in special session on August 31, 1978, at 6 :00 p.m. Mayor Taylor, presiding, called the meeting to order. The invocation was given by Councilman David Clayton. The Pledge of Allegiance was led by Mayor James L. Taylor. Mayor Taylor asked for roll call. Upon a call of the roll, the following were present: Council Members Williams, Weber, Smith, Harper, Clayton, Mann, Taylor. Absent: None. The Mayor declared a quorum present. * * * * * * Also present were: City Manager Mccown Assistant City Manager Curnes City Attorney Berardini Director of Finance/ex officio City Clerk James * * * * * * Mayor Taylor stated the purpose of the special meeting was to consider the findings of the Board of Career Service Commis- sioners on impasse between the Englewood Employees Association and the City of Englewood. * * * * * * COUNCILMAN SMITH MOVED TO REJECT THE OFFER FROM THE EMPLOYEES ASSOCIATION AS SUBMITTED THIS AFTERNOON AT 3:15 P.M. Councilman Weber seconded the motion. Councilman Smith stated the offer contained items that were not contained in the Career Service Board hearing including some paragraphs that were not discussed at all. Upon a call of the roll, the vote resulted as follows: August 31, 1978 Page 2 Ayes: Nays: The Mayor Council Harper, None. declared * * Members Williams, Weber, Smith, Clayton, Mann, Taylor. the motion carried. * * * * COUNCILMAN CLAYTON MOVED THAT THE MEETING BE RECESSED UNTIL IT IS CALLED BACK TO ORDER BY THE MAYOR. Councilman Harper seconded the motion. Councilman Mann requested the City Attorney to comnent on the length of time Council has to make a decision. City Attorney Berardini stated the employee group and Council has 30 days in which to either reject or accept the recom- mendation of the Board. City Attorney Berardini stated he has computed the deadline to be September 2, 1978 at midnight. Councilman Smith spoke against the motion. Councilman Mann stated he preferred to adjourn this meeting and set a special meeting on September l, 1978 in order to have time to further study the issues. Councilman Harper agreed with Councilman Mann. Councilman Clayton withdrew his motion. Councilman Harper withdrew his second to the motion. * * * * * * COUNCILMAN SMITH MOVED THE MEMORANDUM OF UNDERSTANDING SUBMITTED TO COUNCIL BY THE ADMINISTRATION BE SET UP FOR A STUDY SESSION SEPTEMBER l, 1978 AT A TIME TO BE DETERMINED BY COUNCIL OR IN THE CASE OF AN EMERGENCY BY THE MAYOR TO DISCUSS THAT MEMO-· RANDUM OF UNDERSTANDING AND A 3.51. SALARY INCREASE. Councilman Mann seconded the motion. Upon a call of the roll, the vote re- sulted as follows: Ayes: Nays: Council Members Williams, Weber, Smith, Harper, Clayton, Mann, Taylor. None. The Mayor declared the motion carried. * * * * * * I August 31, 1978 Page 3 Mayor Taylor set 6:00 p.m. and 7:30 p.m. as the times for the study session and the Special Council Meeting to convene respectively. * * * * * * COUNCILMAN WILLIAMS MOVED TO ADJOURN THE SPECIAL COUNCIL MEETING. Councilman Weber seconded the motion. Upon a call of the roll, the vote resulted as follows: Ayes: Nays: Council Members Williams, Weber, Smith, Harper, Clayton, Mann, Taylor. None.
