HomeMy WebLinkAbout1978-12-11 (Special) Meeting MinutesI SPECIAL CALL: COUNCIL CHAMBERS CITY OF ENGLEWOOD, COLORADO December 11, 1978 The City Council of the City of Englewood, Arapahoe County, Colorado, met in a special call meeting on December 11, 1978 at 7:30 p.m. The invocation waa given by Councilman Donald Smith. The Pledge of Allegiance waa led by Mayor Taylor. Mayor Taylor aaked for roll call. Upon a call of the roll, the following were present: Council Members Williama, Weber, Smith, Harper, Clayton, Mann, Taylor. Absent: Hone. The Mayor declared a quorum present. * * * * * * Aleo present were: City Manager Mccown Aaeietant City Manager Curnes City Attorney Berardini Aeeietant Director of Comnunity Development Romans Deputy City Clerk Watkins * * * * * * COUNCILMAN MAHN K>VED TO OPEN THE PUBLIC HEARING TO CON- SIDER ZONING DESIGNATION FOR A NEWLY ANNEXED PARCEL OF LAND FROM AN UNZONED CLASSIFICATION TO 1-1, LIGHT INDUSTRIAL. Councilman Clayton seconded the motion. Upon a call of the roll, the vote resulted as follows: Ayes: Council Members Smith, Harper, Clayton, Mann, Williams, Weber, Taylor. Nays: None. The Mayor declared the motion carried. Dorothy Romane, 3600 South Bannock, Assistant Director of Co1111Unity Development, appeared before Council and was sworn in by the Clerk. Aeeistant Director Romans stated the subject property is located at 4535 South Santa Fe Drive and owned by December 11, 1978 Page 2 Mr. and Mrs. Wayne Ragsdale. Aaaiatant Director Romans entered into the record the certification of posting of the property, the recomnendation from the Planning and Zoning Comnission to I the City Council, the staff report to the Planning Commission, and the Finding• of Fact and Conclusion related to the subject property. Aaaiatant Director Romana stated the legal notice of this public hearinf waa published in the Englewood Herald Sentinel on November 2, 1978. Aaaiatant Director Romans made a presentation concerninf the subject property and stated the Planning and Zoning co .. aaion reconmende the zoning desig- nation to be 1-1 upon annexation to the City of Englewood. Mayor Taylor aaked if there was anyone present who wished to apeak in favor of the 1-1 zoning designation for 4535 South Santa Fe Drive. There was no one present to speak in favor. Mayor Taylor asked if there was anyone present who wished to speak against the zoning designation. There was no one present to speak against. COUNCILMAN WILLIAMS K>VED TO CLOSE THE PUBLIC HEARING. Councilman Weber seconded the motion. Upon a call of the roll, the vote resulted ae follows: Ayes: Naya: Council Members Smith, Harper, Clayton, Mann, Williama, Weber, Taylor. None. The Mayor declared the motion carried. * * * * * * COUNCILMAN SMITH MOVED TO OPF.N THE PUBLIC HEARING TO CONSIDER THE ZORIRG DESIGRATIOH FOR 4691 SOUTH MARIPOSA DRIVE FROM AN UHZOHED CLASSIFICATIOR TO R-1-C, SINGLE-FAMILY RESI- DENTIAL. Councilman Weber seconded the motion. Upon a call of the roll, the vote reaulted aa follows: Ayea: Naya: Council Member• Smith, Harper, Clayton, Mann, Williama, Weber, Taylor. Hone. Assistant Director Romana stated Mr. Wayne Oakley is the property owner and wiahea to build a house on the site. Assistant Director Romana stated the Planning and Zoning CoDlllission feels the area lends itaelf to aingle-family residential; and therefore, recomnends the property be zoned R-1-C single-family residential upon annexation to the City of Englewood. Mayor Taylor aaked if there was anyone present who wished to speak in favor of the R-1-C single-family residential zoning designation for 4691 South Mariposa Drive. Mayor Taylor recognized Mr. Wayne Oakley who waa in attendance at the meet- ing; however, Mr. Oakley reapectfully declined to address the matter. Mayor Taylor aaked if there was anyone present who wished to speak againat the zoning designation. There was no one present to speak against. COUNCILMAN WILLIAMS MOVED TO CLOSE THE PUBLIC HEARING. Councilman Mann seconded the motion. Upon a call of the roll, the vote resulted aa follow•: Ayes: Nays: Council Members Smith, Harper, Clayton, Mann, Williama, Weber, Taylor. Mone. The Mayor declared the motion carried. * * * * * * COUNCILMAN CLAYTOR !l>VED TO OPEN THE PUBLIC HEARING TO CONSIDER THE ZOHIMG DISIGMATIOH FOR 4635 SOUTH MARIPOSA DRIVE FROM AN UHZOHED CLASSIFICATIOR TO R-1-C, SINGLE-FAMILY RESIDENTIAL. Councilman Weber seconded the motion. Upon a call of the roll, the vote resulted aa follows: Ayes: Nays: Council Members Smith, Harper, Clayton, Mann, Williama, Weber, Taylor. None. The Mayor declared the motion carried. December 11, 1978 Page 4 Dorothy Romana, 3600 South Bannock, Assistant Director of CoD111Unity Development, appeared before Council and made the presentation concerning the zoning designation for 4635 South I Mariposa Drive. Aaaiatant Director Romans entered into the re- cord the certification of poating of subject property, the re- co11111endation from the Planning and Zoning Co11111ission, the staff report, the Finding• of Fact and conclusion, and a copy of the legal notices that were publiahed in the Englewood Herald Sentinel. Assistant Director Romana atated Mr. and Mrs. Leroy Anderson are the property owners and have already begun construction of a house on the site. Assiatant Director Romans stated the Planning and Zoning Co11111ission feel• the area lends itself to single-family residential; and therefore, recomnends the property be zoned R-1-C single-family reaidential upon annexation to the City. In responae to Councilman Clayton's question, Assistant Director Romans stated the fact that construction has already begun on this site does not create any problems with any of the construc- tion rules of the City of Englewood. Mayor Taylor aaked if there was anyone present who wished to speak in favor of the R-1-C single-family residential zoning designation for 4635 South Mariposa Drive. December 11 . 1978 Page 5 City Attorney Berardini stated this ordinance relates to the zoning of property located at 4535 South Santa Fe Drive. COUNCILMAN WEBER MOVED TO ADOPT THE PLANNING AND ZON- ING COMMISSION'S FINDINGS OF FACT AND CONCLUSIONS RELATING TO THIS PROPERTY AS COUNCIL'S OWN AND TO PASS ORDINANCE NO. 44, SERIES OF 1978 ON FINAL READING. Councilman Smith seconded the motion. Upon a call of the roll, the vote resulted as follows: Ayes: Nays: Council Members Smith, Harper, Clayton, Mann, Williams, Weber, Taylor. None. City Attorney Berardini stated this ordinance relates to the annexation of property located at 4691 South Mariposa Drive. City Manager Mccown stated there were two vacanc- ies on the Co11111iaaion. COUNCILMAN MANN MOVED TO APPOINT JOE BILO TO THE PLAN- NING AND ZONING CO!MISSION TO FILL THE VACANCY OF LARRY OWENS. Councilman Williama seconded the motion. Upon a call of the roll, the vote reaulted as follows: Ayes: Nays: Council Members Smith, Harper, Clayton, Mann, Williama, Weber, Taylor. None. The Mayor declared the motion carried. COUNCILMAN WEBER MOVED TO APPOINT MARJORIE BECKER TO THE PLANNING AND ZONING COMMISSION TO FILL THE VACANCY OF CHALMERSE PARKER. Councilman Harper seconded the motion. Upon a call of the roll, the vote resulted aa follows: Ayes: Council Members Smith, Harper, Clayton, Mann, Williama, Weber, Taylor. Nays: None.
