HomeMy WebLinkAbout1976-05-24 (Special) Meeting MinutesCOUNCIL CHAMBERS CITY OF ENGLEWOOD, COLORADO May 24, 1976 SPECIAL MEETING: The City Council of the City of Englewood, Arapahoe County, Colorado, met in special session on ·May 24, 1976 at 7:30 p.m. Mayor Taylor, presiding, called the meeting to order. The invocation was given by Mayor Pro Tern Clayton. The Pledge of Allegiance was led by Mayor Taylor. The Mayor asked for roll call. Upon the call of the roll, the following were present: Council Members Williams, Sovern, Smith, Brown, Mann, Clayton, and Mayor Taylor. Absent: None. The Mayor declared a quorum present. Also present were: City Manager Mccown Asst. City Manager Nollenberger City Attorney Berardini Acting Director of Community Development Romans Deputy City Clerk Varner I I I I I I COUNCILMAN SOVERN MOVED AND COUNCILMAN MANN SECONDED A MOTION TO OPEN A PUBLIC HEARING ON REZONING OF AN AREA IN NORTHWEST ENGLEWOOD FROM R-1-C SINGLE FAMILY RESIDENCE TO R-2-C MEDIUM DENSITY RESIDENCE. Upon a call of the roll, the vote resulted as follows: Ayes: Council Members Williams, Sovern, Smith, Brown, Mann, Clayton, Taylor. Nays: None. The Mayor declared the motion carried. Acting Director of Community Development Romans out- lined the area under consideration to be rezoned from R-1-C to R-2-C. The area is bounded on the north by the Adriatic/Evans alley, on the east by the centerline of South Tejon Street, on the south by the midway line between Vassar and College Streets, and on the west by the centerline of South Zuni Street. Ms. May 24, 1976 Page 2 Romans submitted the following items to the clerk for the record: Certifications of Posting; legal notice of the public hearing which was published in the Englewood Herald Sentinel on May 5, 1976; staff report for case #13-76; minutes of the Planning and Zoning Commission public hearing of April 13, 1976; findings of fact for case #13-76; and the minutes of the Planning and Zoning Commission meeting of May 4, 1976. Ms. Romans reviewed the background information for this area and discussed the proposed R-2-C zone. She explained that the Scenic View School Board had announced at the first of the year that the school would have to be closed because of the drop in enrollment. Petitions were circulated by residents of the area requesting that the area be rezoned, and the School Board decided to keep the school open another year to give the area a chance to be developed. Mayor Taylor asked if anyone present wished to speak in favor of the rezoning. Betty Johnson, 2380 West Baltic Place, appeared and stated she is in favor of this rezoning because it is a chance for development in the area and also to keep the school. She stated that she is president of the Scenic View Action Group and that the majority of this group is also in favor of the rezoning. Mrs. Zigler, 2200 South Zuni, appeared and stated she is in favor of the rezoning to try to keep the school. H. C. Mosbarger, 2250 West Wesley, appeared and stated he is in favor of the rezoning because he wants to save the school and because duplexes help with the high cost of building. Mayor Taylor pointed out that City Council wants to save the school, but that the action will have to come from the School Board. Liz Richards, 2189 West Vassar, appeared and stated she is in favor of the rezoning because the neighborhood needs growth and improvement. Irving Mock, 2285 West Iliff, appeared and stated he is in favor of the rezoning because it will help develop the community and bring in more people. Mayor Taylor asked if anyone wished to speak against the proposed rezoning. No one appeared. COUNCILMAN SMITH MOVED AND COUNCILMAN MANN SECONDED A MOTION TO CLOSE THE PUBLIC HEARING. Upon a call of the roll, the vote resulted as follows: May 24, 1976 Page 3 Ayes: Council Members Williams, Sovern, Smith, Brown, Mann, Clayton, Taylor. Nays: None. The Mayor declared the motion carried. INTRODUCED AS A BILL BY COUNCILMAN SMITH BY AUTHORITY ORDINANCE NO. 22 SERIES OF 1976 AN ORDINANCE REZONING A CERTAIN PARCEL OF LAND IN NORTHWEST ENGLEWOOD, ARAPAHOE COUNTY, STATE OF COLORADO, FROM R-1-C SINGLE-FAMILY RESIDENCE TO R-2-C MEDIUM DENSITY RESIDENCE, AND AMENDING THE OFFICIAL ZONING MAP ACCORDINGLY. COUNCILMAN SMITH MOVED AND COUNCILMAN BROWN SECONDED A MOTION TO PASS ORDINANCE NO. 22, SERIES OF 1976, ON FINAL READING AND TO ADOPT THE FINDINGS OF FACT FROM THE PLANNING AND ZONING COMMISSION. Councilman Mann recoD111ended that a copy of this ordinance be forwarded to the financial institutions in the City because of the problem with loans being turned down for that area. City Manager Mccown responded that the School-City Joint Cormnittee has been working on this problem and that a joint meeting will be called with the financial institutions in the near future. Upon a call of the roll, the vote resulted as follows: Ayes: Council Members Williams, Sovern, Smith, Brown, Mann, Clayton, Taylor. Nays: None. The Mayor declared the motion carried. The Mayor declared the motion carried, and the meeting was adjourned at 8:05 p.m.
