CITY OF ENGLEWOOD, COLORADO
December 30, 1975
SPECIAL MEETING:
The City Council of the City of Englewood, Arapahoe
County, Colorado, met in special session on December 30, 1975
at 4:30 p.m.
Mayor Taylor, presiding, called the meeting to order.
The invocation was given by Reverend Herbert Hosanna.
The Pledge of Allegiance was led by Mayor Taylor.
Mayor Taylor asked for roll call. Upon the call of
the roll, the following were present:
Council Members Jones, Sovern, Mann, Blessing,
Clayton, and Mayor Taylor.
Absent: Council Member Brown.
Also present were: City Manager Mccown
Asst. City Manager Nollenberger
City Attorney Berardini
Director of Finance James
Acting Director of Community
Development Romans
Deputy City Clerk Varner

Mayor Taylor stated that the purpose of this special
meeting is to accept or reject the bids on the General Obliga-
tion Bonds for the Senior Citizens Recreation Center.
COUNCILMAN SOVERN MOVED AND COUNCILMAN CLAYTON
SECONDED A MOTION TO ACCEPT THE GENERAL OBLIGATION BOND BID
FROM UNITED CALIFORNIA BANK FOR THE SENIOR CITIZENS APARTMENT
COMPLEX FOR A NET EFFECTIVE INTEREST RATE OF 6.549301.
Mayor Taylor asked that Mr. Wes Keating, Vice
President of Hanifen, Imhoff & Samford, Inc., present the
City Council with more detailed information regarding the
bids received.
Mr. Keating stated that a total of seven bids were
received and that there was a good geographical representa-
tion. There was only one bid received with an interest rate
over seven percent. He stated that the City received some

very good bids, and he recommended acceptance of the low bid.
Mr. Keating stated that the prospectus had been circulated on
a national basis and pointed out the geographical make-up of
the bids received. The time table calls for delivery of a
bond ordinance to Council for first reading on January 5, 1976 I
and for final reading on January 19, 1976. The money from the
bonds should be available to the City some time in early to
mid February. In answer to Councilman Mann's question, Mr.
Keating stated this should not hold up construction.
Upon a call of the roll, the vote resulted as follows:
Ayes: Council Members Jones, Sovern, Mann, Blessing,
Clayton, Taylor.
Nays: None.
Absent: Council Member Brown.
The Mayor declared the motion carried.

COUNCILMAN MANN MOVED AND COUNCILMAN CLAYTON SECONDED
A MOTION TO AWARD THE CONSTRUCTION BID TO BRADY CONSTRUCTION
COMPANY FOR A LOW BID OF $1,892,000 AND TO INCLUDE ALTERNATE #7
FOR THE BASEMENT FOR $150,000. Upon a call of the roll, the
vote resulted as follows:
Ayes: Council Members Jones, Sovern, Mann, Blessing,
Clayton, Taylor.
Nays: None.
Absent: Council Member Brown.
The Mayor declared the motion carried.

City Manager Mccown presented a resolution to amend
the Public Improvement Fund to provide for construction of this
project. He stated that a change needs to be made in Section 2 I
of this resolution. The $35,000 figure needs to be changed to
$26,000 to pay for the architectural fee of $9,000 for the
basement. This is in addition to the $150,000 that was pre-
viously approved by Council for the construction or the base-
ment.
A discussion followed between Councilman Clayton and
Assistant City Manager Nollenberger regarding this $9,000 change.

A RESOLUTION APPROPRIATING MONIES IN THE PUBLIC IMPROVEMENT
FUND.
COUNCILMAN SOVERN MOVED AND COUNCILMAN CLAYTON
SECONDED A MOTION TO PASS RESOLUTION NO. 68, SERIES OF 1975,
AS AMENDED. Upon a call of the roll, the vote resulted as
follows:
Ayes: Council Members Jones, Sovern, Mann, Blessing,
Clayton, Taylor.
Nays: None.
Absent: Council Member Brown.
The Mayor declared the motion carried.

COUNCILMAN MANN MOVED AND COUNCILMAN SOVERN SECONDED
A MOTION TO ADJOURN THE CITY COUNCIL MEETING. Upon a call of
the roll, the vote resulted as follows:
Ayes: Council Members Jones, Sovern, Mann, Blessing,
Clayton, Taylor.
Nays: None.
Absent: Council Member Brown.
The Mayor adjourned the City Council meeting at
4:50 p.m.
