Call to Order The special meeting of the Englewood City Council was called to order by Mayor Wiggins at 7:31 p.m. 2. Invocation The invocation was given by Council Member Bullock. 3. Pledge of Allegiance The Pledge of Allegiance was led by Mayor Wiggins. 4. Roll Call Present: Council Members Hathaway, Saunders, Gulley, Bullock, Habenicht, Waggoner, Wiggins A quorum was present. Also present: Acting City Manager Hayes City Attorney DeWitt Assistant City Manager Reid Assistant City Manager Wedding-Scott City Clerk Crow 5. A Bill for an Ordinance submitting to a vote of the registered electors of the City of Englewood an amendment to the Englewood Home Rule Charter requiring the popular election of Mayor and the qualifications for Mayor and City Council Members was considered. Council Member Bullock requested the honor of co-sponsoring with Council Member Habenicht Council Bill No. 44. The City Clerk was asked to read Council Bill No. 44, entitled: COUNCIL BILL NO. 44 INTRODUCED BY COUNCIL MEMBERS HABENICHT AND BULLOCK A BILL FOR AN ORDINANCE SUBMITTING TO A VOTE OF THE REGISTERED ELECTORS OF THE CITY OF ENGLEWOOD AT THE NEXT SCHEDULED REGULAR Englewood City Council August 23, 1993 -Special Session hp2 ~. MUNICIPAL ELECTION A PROPOSED AMENDMENT TO THE CHARTER OF THE CITY OF ENGLEWOOD REQUIRING THE POPULAR ELECTION OF MAYOR AND THE QUALIFICATIONS FOR MAYOR AND CITY COUNCIL MEMBERS AND THE CRITERIA FOR COUNCIL DISTRICTS. COUNCIL MEMBER BULLOCK MOVED, AND IT WAS SECONDED, TO APPROVE AGENDA ITEM 5, COUNCIL BILL NO. 44. Council Member Bullock suggested it may be prudent to postpone further action at this time, with the anticipation of introducing it in 1994. ~ COUNCIL MEMBER HATHAWAY MOVED, AND IT WAS SECONDED, TO TABLE AGENDA ITEM 5. Ayes: Nays: Motion defeated. Saunders, Hathaway, Wiggins Bullock, Gulley, Habenicht, Waggoner Discussion ensued relative to the intent of the proposed amendment to the Charter. Acting City Manager Hayes offered suggestions changing the wording in Section 23 to accomplish the purposes desired by Council Member Habenicht. COUNCIL MEMBER HABENICHT MOVED, AND IT WAS SECONDED, TO AMEND COUNCIL BILL NO. 44, SECTION 23 TO READ: 23. QUALIFICATIONS OF COUNCILPERSONS AND MAYOR No person shall be eligible for the office of MAYOR OR Councilperson unless at the time of the election the person is a citizen of the United States, at least twenty-ONE fwe (U 21) years of age, shall have been for one year immediately preceding such election a registered elector of the City. Councilpersons elected by Districts $hall also be residents and registered electors of their districts. No member of the Council shall hold any other public office or employment for which compensation is paid from any municipality. NO PERSON SHALL BE A CANDIDATE FOR THE OFFICE OF MAYOR AND ALSO BE A CANDIDATE.FOR COUNCILPERSON IN THE SAME ELECTION. IN 1995 ANY SEA TED COUNCILPERSON MUST ANNOUNCE THIRTY (30) DAYS PRIOR TO THE LAST DAY THAT PETITIONS MAY BE CIRCULATED WHETHER HE OR SHE INTENDS TO RUN FOR MAYOR. AFTER 1995 A COUNCILPERSON SHALL NOT BE A CANDIDA TE FOR THE OFFICE OF MAYOR DURING HIS OR HER REGULAR TERM. Vote results on the amendment: . Ayes: Council Member Bullock, Gulley, Waggoner, Habenicht Nays: Council Member Saunders, Hathaway, Wiggins Englewood City Council August 23, 1993 -Special Session Page3 Motion carried. Vote results on approval of Council Bill No. 44 as amended: Ayes: Council Members Bullock, Habenicht Nays: Council Members Saunders, Hathaway, Gulley, Waggoner, Wiggins Motion defeated; Council Bill No. 44 not approved. 6.
