Arapahoe County, Colorado, met in regular session on January 15, 1973 at 8.05 P.M. Mayor Senti, presiding, called the ~ting to order. The invocation was given by Rev. Richard Masai, of the Engl~ Wesleyan Church, and the Pledge of Allegiance was led by City Manager Stanley Dial. The Mayor asked f or roll call. Councilman Schwab stated that the Steering Conmittee had met with the Council concerning the selection. Councilwoman Henning stated that she felt the Council should select a conmittee to neet with the planning finn in order to give them the directioo needed to do the study. City Manager Dial endorsed that caicept, stating that perhaps a mixture of staff and council would be desirable. Councilman Blessing stated that he wanted to know the definition of "Core Area". Counci1man Dhority respooded with a locational definitioo of the area. A general discussion by the Council of the core area was then undertaken. Counci1man Dhority stated that he suggested Harold Rust, the Mayor, and Lowell Palnquist as the neli>ers of the coomittee. Councilman Schwab felt that Or.lo merrbers of the caunittee should be from the Council. Mayor Senti stated that he 'WOUld appoint Councilman Dhority, Councilman Blessing, himself, Mr. Harold Rust, and Mr. Lowell Palnquist to the conmit- tec, if the Council wanted to affinn. The Mayor declared the nvtioo carried. * * * * * The City Attorney introduced a Bill for an Ordinance instituting a system of charges for se-Jer inspections for main line CalStructioo and for taps and a change in sewage disposal charges for apartment dwellings. The City Attorney said the Bill had come up ooce before, but it was tabled for clarification of language. The discount allowed for nulti-dwelling units was clarified to read $2 a year for each unit. The Mayor declared the nvtioo carried. * * * * * The City Attorney began a discussioo of a Bill for an Ordinance repealing and rL'-enacting Chapter 2, Title 5, of the 1969 E .M.C., entitled "Adnini.stration", and establishing a new Board of career Service Comnissioners. In caijunction with this, he also discussed a Bill for an Ordinance aIIBlding Title V, "career Service", of the 1969 E .M.C. , relating to enployee relations and rights to organize. 551 552 -3- He stated that the current draft had added saoo of the conments of the enployee g rCA.Jps. In the amendnent passed on Novenber 7th, there was a 60-day clause for the first pass- age of ordinances to inplement the amenclnent. That deadline for first passage is January 26th. The February 5th Council meeting "WOuld not be a serious inpedement of the intent of the amend- ment and could thus be used for a first reading on these ordinances. City Manager Dial stated that he had not conpletely reviewed these drafts which were delivered to him recently. but that he needed to also review them with the enployees and/ or their attorney. He requested the Council take no actiai tonight, but rather this trans- mittal was for their infonmtion. City Attorney Berardini stated that the enployees had hired an attorney, Mr. Dutty, to represent them on these ordinances. City Manager Dial suggested that the Council set up a m?eting for January 22nd to review the ordinances further. * * * * * City Attorney Berardini began a discussion of the -work load in City Attorney's o ffice. He stated that the case load in Janaury of 1971 was such that there -were 17 cases pending in the City Attorney's office. Litigation has resulted in settlement of all but seven of those. He gave a description of each of these cases and reviewed other levels of activity in the City Attorney's office with the Council. He requested hiring of a part-time prosecutor with the current prosecuting attorney becoming a part-ti.me assistant City Attorney for an indeterminate duration. A gEneral Council discussion of the legal problem; of the City and "WOrk load ensued. * * * * * Counci1man Schwab stated that in referring to a Bill for an Ordinance on sewage rate changes, that he 'WOUld like to get sooe clarification on the difference in rates on mtels I and hotels. City Manager Dial stated that the actninistration "WOUld hold up the publishing ot the Bill until the next Council meeting in order to transmit that infonmtion. * * * * * City Manager Dial began a report to the Council regarding the status of the Police Cadet program. He stated that the Police Cadet program would allow for certain individuals to enroll in a tw:>-year degree program at Arapahoe Comrunity College. 1here are a few re- finements of the program that the City Attorney is currently "WOrking on. Their status under Career Service and their powers of arrest have not been clearly defined by the City Attorney as yet. Cllief of Police Jack Clasby appeared before Council to describe the program. He stated that the cadets \IJOuld be used as Park Police and also as watch officers in the Police-Fire center. The City of Denver has a similar program, but their cadets are all engaged in llal-police functions. He stated that the remmeration ~d be $400 per 11lllth plus tuition and books. They "WOuld "WOrk an average of 40 hours per "Week when averaged over a year's time. He was requesting exenption of the cadets from the Career Service in order to DBkc the program mre flexible. He stated that there had been a great deal of interest in the program shown by inquiries to the police department. 1he program would be a perptual nature which 'WOUld help to fill the vacancies which occur in the department in the future as the nornal retirement process begins in the next tw:> or three years. Councilman Schnackenberg inquired whet.her the City would receive back the tuition which was paid in for the cadets once they became full time enployees. Chief of Police Clasby stated that since the City did not guarantee the cadets a job upai graduation, we do not feel that we could require them to pay back the tuition 11Uley. Council~ Henning inquired as to what opportunities were open for females in the cadet program. Ulief Clasby stated that all aspects of the program were open to the f (!I8les with no exclusions. City l'Bnager Dial stated that the City would adhere to the current persam.el policy o f relatives not being hired within the same department. Council.mm Brown inquired as to how many 'WOUld be in the program. The Police Chief stated that there w:>uld be ten cadets at a cost of approximately $6,000 a year to the City. * * * * * City Manager Dial began a consideraticn of Phase II Storm Drainage projects. He stated that the staff needed the priorities placed en the storm drainage in the absence ot federal aid. D. Morris, Coom.mications Supervisor, to attend the Associated Public Safety Comrunications Officers Conference in Albuquerque March 19-22. Mrs. Ibrothy Metzger was there representing the Denver Post. Mr. Eddie Tanguna was also present. * * * * * Councilman Schwab stated that he had heard the Board of Adjusttnent and Appeals had granted penni.ssicn for a ccntractor to p.it in a culvert in the City ditch. He questicned the legality of that actien. City Manager Dial stated that the Board of Adjustment and Appeals camot approve an enclosure in the City ditch, but he felt that perhaps Councilman Schwab had been misinfonred en the actien. * * * * * Councilman Blessing stated that the City needed to get the streets fixed very quickly after the recent thaw which left many potholes in the streets. City Manager Dial stated that the Public Works Department is ~rlting en that very rapidly at this time. * * * * * Councilman Dhority inquired ~ther the Cicy needed to enforce the anti-litter problen in the alleys.
