The Mayor declared the 11Dtion carried. * * * * * * Mayor Senti introduced the "Special Citizen Program Invitees: Mr. and Mrs. Don C. Young, 3109 So. High St., Precinct No. 7. Mr. Y~ C01miended the Council in their effort to inform the citizens of the City of Englewxxl oo Council events. Mr. and Mrs. Jotm A. Ferguson, 4957 South Grant Street, Precinct No. 16. Hr. Ferguson stated that he was glad that the Council decided to help in the media center project and 'WOUld also appreciate a golf course decisioo in the affirmative on their part. * * * * * * Mr. Ted Kalstran, of the Kalstran Associates, Inc. was present to review bids for the constructioo of the fire statioo west at Oxford and Federal with Council. -2- Mr. Kalstrom stated that the individuals involved were in a state of shock after the bids were taken the previous week. He read off the base bids of the four firm; involved. He stated that sane of the item; in the bid were considered extras and that the low base bid with the extras off was $256, 731. City Manager Dial asked Mr. Kalstran to explain why there was such a large dis- crepancy between the budget of $130 , 000 and the bid of $256 , 000. Mr. Kalstrom stated that the bid was 747o above the estimate and that the had spent time with the low bidder and his coo- sulting engineers. The clinBte in the area at this time is cne of a bloated wrkload nature. At least cne sub-ccntractor indicated that there was an extreme short supply of materials for constructicn projects. Mr. Kalstrom stated that $42.68 per square foot bid for a building of this type was i.ncaq>rehensible to his mind. Councilman Brown stated that he felt it hard to believe the size of the bid. Hr. Kalstrom stated that he had b#o reconmendations to make to Council. Either negotiate with the low bidder, or re-bid later on in the fall. Negotiation at this time is not as good a choice since the sub-ccntractors are in reality the ones in which the City "'10\lld have to negotiate in order to bring the total price down. City Manager Dial stated that inflaticn would "WOrk against the City, but that we could look fcn:ward to bidding b#o staticns later this year. 'lllere could be sane advantage to us in bidding at least b#o stations at that time, plus waiting for the winter seascn of construction to begin. Councilman Schwab stated that the City sho..ild question the need for b#o stations when the cost for each one will be a quarter of a million dollars. The Mayor declared the nntion carried. * * * * * * Mr. Don Nisbet of the finn of Lovell, Osnes, Nisbe Corll>any was present to review the bids for the ccnstruction of the expansion of the Servicenter with C.Ouncil. Mr. Nisbet announced that the City had received an excellent set of bids. He discussed the bids which were given with Council, stating that he recoomended the bid of Denver c.onmercial Builders for the base aroount, plus alternatives 1, 2, and 4, for a grand total award of $342,530. City Manager Dial stated that the City would also like to request an additiooal gas tank in order to increase their supply of gas to ward off threats. Colncilman Brown inquired as to the background of Denver Conmercial Builders. Hr. Nisbet stated that they were the franchisers in the area for Butlers Building. 'nle Mayor declared the nntion carried. * * * * * * Mr. Don Nisbet and Mr. Kells Waggoner, Director of Public \.brks, were present for a discussion of Little Dry Creek between Ranpden and Girard with Council. City Manager Dial stated that he had talked with the consulting finn of F.nvircnnental Protection Research, currently doing the Core Area study, on the proposed Little Dry Creek project. They preferred that we not proceed with the project at this time, bi.it rater left the opticns open uroer the Core Area plan. Director of Public Works Waggoner showed pictures of erosion in the RCIDl>den and Girard area, and stated that due to the severe erosion the City had asked engineers to make a study showing the alte01atives left. Mr. Nisbet showed Council the existing conditions in the area. The erosion exists mainly due to the sharp 90 degree tum of Little Dry Creek in the area. $40 ,000 would provide tenporary repairs without maintenance for five years or rmre. 'nle pilings in- serted for tenporary repairs \VOuld also serve as the sides of a future box if that decision is made. nus \VOuld result in a $25 ,000 to $30 ,000 future savings if the box is put off until that time. Councilman Schwab stated that he felt the City should hold off if they could, to see l!What Envircxmental Protection Research plans for the area called for. Re felt that they should weather out the smmer with just sane concrete shoring to boost the current situati.cn. Mr. Nisbet stated that $4,000 to $6,000 of rip-rapping needed to be done in that instance. Alte01ative A in the plan is a box extending downstream to the Ranpden bridge which ~d cost the City $195 ,000. A better alternative wuld be to end the box on the south side of the bridge, which \VOuld cost the City $259,500. There was a general discussion arooung Council of the possible alternatives. The Mayor declared the nntion carried. **"k*** Mr. Joyce Willllm> of William ConstnJction Conpany appeared before Council. He stated that he has been in construction in the area since 1956. The Daily Journal newspaper is a vital part of every contractor's life. They advertise all bids on construction projects. He felt the City had not allowed eoough time in the bidding of the Fire building in order to allow all contractors to bid. A 10:00 A.M. bid opening time is also bad, due to the fact that many sub-contractors wrk oo their bid on the final day. * * * * * * Councilwonrm Henning inquired as to the status of the Bandwagon. City Manager Dial stated that there was a single supplier ~ could supply such a wagon in 45 days. In the past the City of Englewood has chosen not to contest an agreement with the City of Denver to not coopete in the m?tro area for water sales. Director of Utilities Carroll stated that sane areas to Cherry Hills have no sewage service as yet. TI'ley are attenpting to prevent future sewage districts and ~uld appre- ciate a conmitment at this time, even though they realize our capacity is not currenty great enough to serve all ,of their area. This ~uld serve enly as an intent for the future. c.ouncilwoman Henning inquired whether the area had been considered recently in the authorized plant expansien. Director of Utilities Carroll replied in the affirmative. Director of Utilities Carroll stated that the agreement was signed last year as authorized by c.ouncil. Since that time, Martin-Marietta has sold out to FM; C.Orporatien, re- quiring an update en the agreement. The Board has met with He C.Orporation and endorsed this amenctnent . Director of Utilities Carroll stated that the conpany needed an inch of water as a tenporary measure to help keep their lake on the property stable. nie City has plenty of water this year due to the water in the area from rains and m?lting snow. City Manager Dial stated that the letter was in respmse to our counter-proposal of $250 ,000 on the Englewood Dam. 'Dle district has reconstructed the proposal and would like the City to coomi.t themselves to $300 ,000. . Director of Public Works Waggoner stated that the district had gone with the 50'7o funding by the Urban and Drainage District of the non-stated, non-federal share. c.ouncilwoman Heruling stated that she felt it should be realized that the City of Englewood pays approximately one third of the Arapahoe County share in addition to the City of Englewood share.
