The City Council of the City of Englavood, Arapahoe County, Colorado, met in
regular session on June 18, 1973 at 8 :00 P.M.
Mayor Senti, presiding, called the DEeting to order.
The invocation was given by Rev. Paul Thanas of the Church of Clirist. nie
Pledge of Allegiance was led by Girl Scout Troop No. 1356.

Mr. Thanas Bums, Cllairman of the Housing and Urban Renewal Authorities appeared
to discuss the actninistration of the revolving fund. Mr. Bums stated that the ordinances and
agreement enclosed in the Council packet ~uld provide for the adninistration of the Housing
Authority tlDlies donated by Council. After sunnarizing the ordinances he requested Council to
adopt them.

Mr. Thanas Burns and Mrs. Lois Koclan, Assistant Director of c.ormunity Develop-
ment, appeared be£ore Council to discuss the Residential Occupancy Permit program.
Mr. Burns stated that Lois Koclan ~d present a program in the residential
occupancy pennit area that had been endorsed by the Housing Authority.
Lois Koclan stated that she had visited University City, Missouri which was
very conparable to the Englewood area. Their program sets up the new occupancy permit every
time that an apartment or house changes tenants. This type of program was DDre acceptable
politically since the inspection happened at the time the unit changed hands. There is a
very stroog cooperative group in University City which enforces the programs, including the
FHA, VA, lt>rtgage Association and schools. The program "'10\lld take approximately four mnths
in order to i.rrplement.
Council'WOOlail Henning inquired as to what the turnover rate in the City of
F.nglewood was. Mrs. Koclan stated that the vacancy rate in Englewood currently is ten percent.
c.ouncilman Brown inquired as to cost of iJit>lementing the program. Mr. Koclan
stated that the progran costs approximately $30,000 in the first year.
City Manager Dial stated that the City Manager of University City, whan he
had had contact with, felt this to be a very positive program. Council'WOOlail Henning stated
that this was one of the best ways of protecting prospective residents.
Councilman Blessing said it was a step in the right direction towards iJit>roving
housing in the City of Englewood. Mrs. Koclan stated that this program increased the case
load in 1'llni.cipal Court and an additicnal attorney was hired in University City.

Mr. Jolm Hamilton, from the firm of Sellards and Griggs, was present to
discuss bids received on June 14, for the construction of Greenbelt Park. Mr. Hamilton
stated that he brought bad. tidings to the Council on the bids received the previous week.
'Ihe Engineer's estimate was $67,000 and of the tw bids given, the low was for $124,000.
He stated the options before Council at this time were to accept the low bid or reject
all bids. His feeling was that the bids were extremely high and that the Council should
reject them and go on a smaller tmi.t contract basis, in essence serving as their own gen-
eral contr:actor.
c.ouncilman Dhority inquired where the storm drainage in the Greenbelt area
stood at this point of the gCl'lle. Mr. Hamilton stated that it would be finished by the end
of July. Mr. Hanilton gave a short S)'l"X>psis of the bids and their breakdown.

Mr. Paul Wicbnarm of the Regional Transit District appeared before Council. He
presented to Council an illustration of the proposed regional transportation system. He stated
that there was a rapid transit route along major thoroughfares with a bus system interlaced be-
tween these major thoroughfares in order to bring everybody in the metro area within three
blocks of a bus.
Councilman Schwab entered the room at 8:56 P.M.
The Englewood station woul.d be located at Santa Fe and Cinderella City, al-
though a specific spot had not been determined at this time.
c.ouncilman Schnackenberg coomented that the funding proposal for a half percent
sales tax plus $7 .00 per car in the City did not annmt to very nuch naiey per person.
c.ouncilman Schwab stated he was disappointed in the Cllarrber of Qmnerce comnent-
ing that they were not in favor of the RID proposal. He reconmended this proposal to Council
and requested an endorsement of it.
City Manager Dial stated that he requested strong support for the overall
Regional Transportation Plan leaving the question of a major thoroughfare at Santa Fe or
Broac:May open at this time. c.ouncilwoman Herming stated that she would like to see food
and ~s exmpted for the me-half per cent sales tax proposed by RID and woul.d also like
to see a bus extensicn now, rather than waiting until R'l'D is finally inplemented.
Mr. Wicbnarm stated that the aligt11B1t of the RID plan could be adjusted
in the future, but that the District woul.d appreciate any disagreements with the plan at
this time.

Mayor Senti passed out a draft of a letter to Mr. Charles E. Shunate, Executive
Director of the Colorado Department of Higt"Mays. He stated that he requested in this letter

situaticn is getting extremely bad in this area and inmediate action by the State should be
undergone.

Councilman Blessing inquired as to where the water pressure in south Englewood
stood at th.is time with the new reservoir being constructed. City Manager Dial stated he
would report back to him.

Councilman Dhority inquired as to the status of the Park-and-Shop lot around
the old Police-Fire building. City Manager Dial stated that the agreement with the Park-and-
Shop people was to make the lot for shopper parking. The signs there currently will be taken
down very sooo.

City Manager Dial stated that the old Police-Fire building oo the block in ex-
tremely old with water seepage prevalent throughout it. The ooly area which is 'WOI'th saving
l«>uld be the fire sectioo at this time. We have had various requests from other organizatioos
such as the Jaycees 'Who would like to make a Conm.mity Center out of the building. A Teen
<:enter is another possibility. A few businesses in the area would like to use the building
for storage oo an interim basis. The building could also be tom down and used for parking
space.
r.otncilman Sdnackenberg inquired whether Enviraa1ettal Protectioo Research had
looked at this yet in the Core Area study. He suggested a possible six-m:nth lease in the
interim until EPR determines the final usage. City Manager Dial stated that the building
could be rented tntil April of next year. C.O\.o:ilman Schwab stated the building \tD.lld be
too expensive to rem:xiel to be used for recreatioo purposes. City Manager Dial restated that
the building was not wrth restoring COlll'letely, but could be rented for nine m:nths at
minimal res toratioo.

Baptist Church as a possible connunity building in the near future. It l«>uld be a good buy
for the City at this time for recreatioo purposes.

smaller vehicles due to the gas econany problem.

ed costs per Sidewalk Inprovement District No. 73 was received for the record.
City Manager Dial stated the deterioratioo Oil the sidewalks or places Oil which
sidewalks do not exist have caused the District to be set up. Director of Public Works
Waggener stated that plenty of time was offered to the individuals by informing them of the
District t1DI'e than a year in advance.

of I-470 fran I-25 to I-70. The City Manager stated the City should endorse the I-470. The
City Manager stated the City should endorse the I-470 extension.
O::ulcilman Dhority inquired whether there was any need for acticn at this time.
City Manager Dial stated that Federal officials had stated that a written position statement
fran the cities is desirable. C.Ouncilwoman Henning felt that the City should look at the
envinxrnental i.JTt>acts of the new highway before endorsing it. Councilman Schwab stated that
new highway was within the Voorhees study is a necessary item for the total traffic system in
the area.

Council received a tTBIDranch.Jn from the City Planning and Zoning c.omnissicn
requesting certain amencrnents to the Master Street Plan.
City Manager Dial stated that a Public Hearing was not necessary but the City
Attorney felt that it ~d be desirable. The Master Street Plan Amencrnent shows the intenticn
to require an additicnal thirty feet of right-of-way for future street construction in the
area. 'lhis would require owners of the property to set back any i.JTt>rovements thereon at least
15 feet additicnal. It would release the City from paying for any i.JTt>rovements built within
those 15 feet in the future.
City Attorney Berardini stated that he reconmended a Public Hearing be held
because it required a set-back requirement in the area.

City Manager Dial stated that the C.Ouncil needed to make a decision on their
attendance at the National League of Cities c.onference from Decenber 2 through Decenber 6,
1973 in San Juan, Puerto Rico. He stated reservations would need to be made at this time.
Three reservations were requested to be made by Council.
Comcil began consideratioo of a recomnendatioo that Mr. Brooks Taylor, Traffic
Engineer, be permitted to attend the 26th Annual Institute of Traffic Engineer's Meeting in
Las Vegas, Nevada, July 15 through July 18, 1973.
