Mayor Senti, presiding, called the meeting to order. The invocation was given by Rev. Frederick Hahn of the Inmanual Lutheran Church. The Pledge of Allegiance was led by Girl Scout Troop No. 1356. present: The Mayor asked for roll call. The Mayor declared the nntion carried. * * * * * * The Mayor recognized the following persons from the list of "Special Citizen Progran Invitees": Mr. and Mrs. Phillip H. Banister, 36.5 So. Acoma Street, Precinct No. 4. Mr. and Mrs. Fred Tranley, 3104 So. Vine Court, Precinct No. 7. Mrs. Tranley stated she was happy to see people invited to Council meetings and participating in the decisions made. * * * * * * Mr. Harold Rust, F.nglew:xxl District Manager for Public Service Conpany, was present to present the second quarter franchise check. Mr. Rust presented a check for $45 , 700 to the Mayor. * * * * * * Mr. M. M. Smmers, 3140 So. Delaware Street, was present to request Council to pass inmediately on an ordinance prohibiting the display of obscene literature. Mr. SUDllers expressed opposition to pomograhpy, even though the Gothic Theater has recently changed their ways. He stated that the 7-11 Store had pornographic magazines right near their checkout eot.mter. * * * * * * Mr. Orin Torgerson of Walden, Illinois and Mr. Basel Hairgrove, both fran the Christ is the Answer group, appeared before Council. Mr. Torgerson stated that the group was here to share a 2000-year-old-message with the people of Colorado. The group consiste<.' of 160 and 170 individuals. This was the 12th city in which the group had set up their evangelistic team. There were rallies every evening at 7:30 on the location. In other cities, the group had received permission to set up tenporary housing which was adequate lUlder the law. The group was requesting a Waiver on the health and housing requirements in the City of Englewood in order to maintain themselves on the site. They currently were rallying across fran Cinderella City. He stated that the group had affected many people in the towns in which they had been evangelizing, and had reformed many of them. I I I I I I I I -2- Councilman Brown stated that he would comnend the group for doing things which were "WOrtlM'li.le of this sort. He questioned whether the ministry was a year-round one. Mr. Torgersal stated that it was a full-time conmitment and that the group depended upm the people of the c ity in which they were currently meeting for their daily bread. The group supported the organized church as part of the whole body of Oirist. Councilman Brown inquired why there were so many in the group. Mr. Torgersm stated that the Book of Job called for an ~ of peace. The group went out en the streets and bore witness, as well as encouraging the local connunity to come in and teach them. Councilwoman Henning inquired whether the group was asking for a waiver of the ordinance for the purposes of living en the site. Mr. Torgersm replied in the affirma- tive. He stated that they have separate tents for married couples and larger tents for the singles in the group. Councilwoman Henning stated that the M.micipal Code called for no residency in an indJs trial zone and that she saw oo way of waiving the legal requirements, since no optials were available. Mr. Torgersm comnented that the group is looking for a place to stay that evening since they were forced to leave Littleten Baptist Church due to a day school situatien there. Councilman Schwab stated that he coomended the group highly, but the Council could not allow it to violate the law. He stated that the City of Englewood was not in as dire straits as even the City of Denver rmrally, and that the need was greater elsewhere. Co\mcilman Schwab also pointed out problem; that the crusaders had had in other cities. Mr. Basel Hairgrove stated that the Lord had put it upcn hiJmelf and his wife to go with the group. There was nuch love between the people in the group. Co\ncilman Schnackenberg questiened whether another spot was available in the City. The Mayor declared the notien defeated. Mr. Torgersen was asked whether the group ~d stay there that evening. He replied that he could not say definitely since he was just ene of the Deacons of the group and did not nuke final decisicns. Councilman Brown stated that he did not feel you could accuse the group of staying there until such time as they actually did so. The Mayor called for questien en the notien en the floor to have the C.Ouncil look at the situatien and find sare land for the group's use in the next couple of weeks while not telling them to stay there. Mr. Riddle replied in the affinnative. Mayor Senti asked if there was any objections from persoos in the audience. He additionally comnented that Raritan Street was fully dedicated at this time. City Manager Dial stated that he had had calls from the area and that it was a very high accident area. There were plenty of fums in the Public Works budget for this. He asked for the concurrence of C.Ouncil and would request Denver to participate since it was half in their city. Assistant City Manager Mee.own stated that the report was prepared as requested by the Col.mcil at their Retreat. Comcilman Schnackenberg stated that the Council should go ahead now and get an elderly van on order. Councilman Schwab stated that this would be in duplication of the established bus route and the new one. He felt that the City should wait and see how the bus system worked out first. Councilman Schnackenberg stated that this would meet a need not currently met by the transportation system. City Manager Dial stated that this was referred to the Parks and Recreation c.onmission en! that recomnendatioo had been returned from them. 1hey recomnended the develop- ment of Floyd Park as soon as possible. Councilman BrOIHO stated that he felt the City should go ahead with construction as soon as possbile. Councilman Schwab stated that he felt they should wait for the chances of f ederal aid in the future. The Mayor declared the m:>tion carried. * * * * * * City Attorney Berardini began a discussion of a Bill for an Ordinance authoriz- ing the Mayor to sign an agreement with the Urban Drainage and Flood Control District for inl>rovements and maintenance to Englewood Dam. He stated that this Ordinance gives forth the participatim to capital outlay as well as maintenance in the future. There have been mmy engineering reports going into this, culminating in this ordinance. Henry, Director of Real Estate, Public Service c.onpany. He stated that it was written in relation to the Public Service c.onpany land which would be purchased for golf course and open space purposes. He stated that the con- tract was still under preparation, but would be available in the near future. * * * * * * City Attorney Berardini began a discussion of the special election for charter amendnents. He stated that the Council may want a special election, but it could not be with- in 60 days of the general electicn.
