Mr. George Jorgensoo and other nerbers of the Elks Club appeared on behalf of
the Englewood Elks Club in recognitioo of their gift to the City of a Senior Citizens' van.
Mr. Jorgensm introduced the other Elks present. He stated that the Elks had enphasized
youth in the past, but that this time they had chosen to tum their attentioo to the senior
citizen of Englewood. The President of the Elks Club presented the keys to a 12-passenger
mini-bus to Mayor Senti.

Mr. Bill Me\.llli.er, 3195 So. Franklin, appeared before Council to discuss the
drainage progran. He thanked Council for the new storm drainage system currently being deve-
loped in the City. However, he felt the finish work in the area in which he lived was ex-
tranely poor. He felt that 11Dre supervisioo over the project was necessary. Councilman
Brown stated that the consulting engineers were working on the problE!DE in order to bring
the work up to standards. Mr. He\.llli.er stated that there were holes in the concrete which
should be taken care of soon. City Manager Dial stated that the engineers were n the audience
and had taken note of the cooments and that the problems "WOUld be takm care of.

City Manager Dial stated that he had a few short opening comnents to make about
plaCEment of the streets in the Master Street Plan. It requires the owner to stay in back
of the planned street area. It restricted the use of the land within the boundaries of the
Master Street Plan. If the City were to pick up all of this land at the present time by pur-
chase it would cost around $180,000.
City Attorney Berardini stated that the legal effect of a Master Street Plan
was to set aside or reserve the right-of-way the City feels it will need in the future. There
are not set backs at this time in the industrial area. Widening& of streets could necessitate
taking of structures in the future if right-of-ways were not set up at this time. Councilman
Illority stated that he felt that \Ye needed this on record so that the industrial areas will
know how the City Planning will eventually proceed.
Director of Connunity Developnent Supinger presented a copy of the affidavit
oo the Notice of Public Hearing to the City Clerk. He described the areas to be added to the
Master Street Plan and listed them one by ooe for Cotmcil's attention. Q:runcilman Dhority
questioned Mr. Supinger about alleys in the long blocks in the industrial area of northwest
Engl~.
He stated there had been discussions in the past concerning these alleys and
questi.ooed whether this would be the time to do anything about it or whether a need was
actually in existence. Di.rector of C.amuni.ty Developnent Supinger stated the discussioo
that CouncilnBn lllority was recalling was related mre to the residential areas where the
changes in the Master Street Plan involved industrial zones.
Council Schwab inquired whether there was parking oo the streets as they row
stood. Director of Camunity Developnent Supinger stated not that he was aware of. Council-
lllDl ScMb stated that with parking on the street it would be an added benefit to the property
owners which was additional reasoo for them to donate rather than have the City purchase it.
Coulcilwamn Henning inquired why there was additional right-of-way in the Master Street Plan
required on only ooe sdie of the street in sane areas. r.onm.mity Developnent Director Supi.nger
stated that the other side had been dedicated in the past. CouncilnBn Ihority stated that
there should be another way of getting this land other than paying for it. Director of
Camuni.ty Developnent Supinger stated addition of the Master Street Plan does not require
purchase of the right-of-way at this time; it ooly reserves the right-of-way for future dona-
tioo or purchase.

CotnCilmm Ihori.ty stated that there had never been Brrf di.scu;sicn in the pa;t
by Cotncil to buy the land involved and he questioned Cotncil wanting to establish this precedent.
He stated the owner should donate the land since it is adding value to their land to have a
developed street adjacent. He also felt the blocks were big enough in the area so that alleys
were necessary.
Cotncilwmen Henning questioned whether the no-purchase policy should apply to
the Navajo area since it was a little different in nature. Comcilman Ihority stated that his
~ts applied to the northwest industrial pazk area and n:>t the Navajo area at this tine.
Comcilmen Set.rah stated that he objected to Navajo Street since Saita Fe Lane and Windemere
were a !!Dre logical extension in the area. Director of O:x!m.nity ~velopDEnt Sq>inger stated
that the staff and the Planning and lDrrlng Conmi.ssion felt the sate way but after l.oci<ing at
the inproveuents which would have to be taken due to the extension of Winderoere, they had
decided on Navajo.
Cotn::ilmm SclWcib stated that perhaps Comcil should consider paying unre at
this t:iJIE to get it ri~t to begin with rather than to <DIIE back in the future. Mlyor Senti
stated that he would allow any cuments fran the audience in street order as he read them.
1. West Baker Avenue between South Tejon Street and South Raritan Street.

2. West Yale Avenue between South lllli Street and South Tejon Street. Mr.
Ken Fairchild questioned why an 80-foot mi.ninun right-of-way was required in
this area when 60-foot right-of-way was required in all other areas of the
Master Street Plan.
Di.rector of Public \obrks Waggoner stated that there am currently 00-foot
rigpt-of-ways in parts of West Yale Avenue. The cui:b lines am currently
set up for an 8:>-foot right-of-way. He felt the City oould build in a 60-foot
mi.ninun ri.Bht-of-way but in sooe spots would be at least 70-foot. 'Ihe City
would have to IIDve cui:b, gutter and sidewalk in order to get back to a 60-foot
right-of-way at this time. Cotncilman Schwab stated that he felt a 30-foot
right-way would be IIDst adequate in this area, since Yale 'WOul.d probably never
be<XX?E an arterial.
3. South Wyanoot between West Bates Avenue and West O:>mell A'\ellUe. No
persons appeared before Cotncil.
4. South Vallejo Street between West Bates Avenue and West Q>mell Avenue.

Mr. Pete Peterson, representing the Cha:ber of Cbonerce appeared before Comcil.
lie stated that the Cl1aiber of Commrce would like to see 60-foot right-of-way
streets in the nortfMest area and that we should also have a 70-foot street
fran 7J.Jni to Santa Fe on Dart:I!Duth. He felt that the indi. vi.duals would give
a lot of value in laid and in the cost of street inproveuent if the <l>tncil
forced than to donate the laid. He did not feel the City should put the burden
on such a few people. The City should proceed to purchase the right-of-way
necessary at this tine. <l>mcilman Sclwab stated that in his opinion the real
advantage in the Master Street Plan is to the indlstrials l.Jlo would get better
streets, higher protection, and other services of the City as a result of the
wider streets.
11. South ~lavajo Street extension between West Princeton Avenue and West Oxford
Avenue. Mr. lbbert Scl-macer, attomey for West Quincy Q>rporation, appeared
before <l>mcil. He stated the West Quincy Q>rporation will oppose this due to
a rir)lt-of-way question at this tin2. It was the City's cxmtention that they
own a 60-foot ri~t-of-way where the West Q.rlncy <l>rporation currently felt that
they owned 30-foot of that. 'Ihe argummt that this would provide better access
to abutting indlstrial sites is only one-half true. Half the properties already
have quite adequate access. The real solution in this problem is the extension
of WindemEre Street. 'Ihe Master Street Plcn reconmmdation as it now stood
would be an inpainnent to the use of the property. He felt that a real

legal question existed in that this was an umecessazy cost to the City at this
tine. He requested that the Cbulcil defer the question of Navajo Street until
such time as the leeal question is out of the way and tntil such tinE as a true
assesSIJB'lt of the benefits could be derl.ved. Mr. Jesse ~res. attorney for
Sam Chavez, appeared before O:nncil. He stated that better access point was
only for sites on one side of the street and is actually a detriIIEnt in access
to the other sites. He said that W:indernEre Street would have to be developed
in the future and questioned ~y Council should take any intemediary step such
as Navajo. lie stated that there was a discrepalC)' in the point IIBde for the
need to relieve the traffic problen in the area.
Mr. Chavez appeared before C01ncil and stated that he had 'WOi:ked a long tinE for
the property which he currently owned but that he did mt want to stand in the
way of what was best for the City of F.nglewood. He did feel, h~ever, that this
was a tenporazy solution to a problen ~ch would have to be altematively solved
in the future. Mr. Bi 11 Hol t:haus appeared before Cotnci 1. He stated that the
Windemere route would be the logical way for the street to nn. However, this
would take five buildings and ~ railroad spurs out of oomnission. Altematively,
the Navajo route would take land with m inprovemmts. Director of Public Wo:rks
Waggener stated that his nemraich.m had referred to traffic cotnts as IIEntioned
earlier by Han2.BllaI'eS. He said at today's traffic cx>lnt there is mt a need
for a connector in that area. 'Ihe \bomees Report, however, projects a real need
in the future as Winden!Ere becODES paved to the south. Mr. Manzanares felt
that the Navajo Street would create mre of a traffic jan thai it would alleviate.
Mr. Click Smith, 1366 West Oxford, appeared before Cotncil in fawr of the Navajo
light. lie stated that his caq>any owned a building l<tlich would be eliminated
ll'lder the Windeine.r.e route. He felt this would be an mfortlnate DeanS to effect
a street i.nproveIEnt. Mr. Sdumcer stated that the traffic-cotnt-in-the-future
question was purely an assUqJtion. He questioned whether this detrinent to Mr.
Chavez and the West Q.rl.ncy Corporation is fair in light of only possible traffic
eotnts in the future. Comcilwamn Henning stated she felt the Comcil needed
additional rnaps and descriptions of land to be tci<m in order to a:me to a final
decision. Comcilmm Schwab stated that the Comcil 'WOUl.d need to keep the
ptblic hearing open in order to get IIDre infonnation at their next neeting.
Comcil.man Schwab stated that he wou1d also like additional inforrmtion on a
60-foot right-of-way alternative on West Yale.

Comcilman Bram requested that Mr. Charles Peak, 3223 South l.Dgan, be allowed
to address Comcil. Mr. Peak stated that 3201 South l.Dgan had becone a jlllkyard stockpile for
merchandise and other paraphernalia. 'Ihere were also seven ck>~ and ntJDerous rabbits on the
site. It appears that the individual at that location was selling articles from his hare, which
is illeBal in that zone. Ur. Peak said that he had reported the situation to individuals in
the City and had presented four pictures of the area to Comcil. 'lllere were DBnY residents
in the area in the audience to protest this situation.
Comcilman Bram in:Juired as to what could be cbne. City Attorney Berardini
stated that the gentleman referred to had been stbpoened into M.nicipal Court. He had been
arrested at this t:i.m! and WJUld appear very soon before that Body. Mayor Senti stated that Corneil
~d DBke sure the case was pursued further.

Cotncil received a IlEIIDrandun from the Assistant City Manager regarding i.Iq:>lenen-
tatlon of various program for 1973. City Manager Dial stated that the 11EIIDrandun included the
tlnE table and budget for the P.esidential Occupancy Pe:md.t Progran, the Cinderella City lav
enforceDelt progran, the elderly van, and the addi.tional bus route. The elderly van ti.nE
sdledule was nCM rooved up to Septenber 10 due to the acquisition of the van.

l.aJ enforcement program rather thai a scooter. Chief of Police Clasby stated that the 3-wheel
mtor bike was a better vehicle for m:>bility needed in the pazk.ing lot.

want addi.tiooal Police protection in their area, also. Orl.ef of Police Clasby stated the police
would not be doing the security type of woik, but rather police depart:nEnt woik. Access to

Cotnciha!lan Henning stated that she was amcemed over the applicatioo of the
Residential Occupalcy Pennit Program and hew it will be followed. She stated the Comcil may
want to change the inspection pattern. Mlyor Senti stated that the people in the City were
concerned over the program i.Iq:>lemmtation and Comcil should have a hearing to wice those
objections .

In this case, City Attomey Berardini stated that a 15-day notice would be necessary. City
Mmager Di.al stated the staff could use SaIE direction in this area. He felt the staff should
provide to Cbtncil by the August 20th neeting an outline of infonnation to be included in the
progrcm.
Cbtncilman Schwab stated he felt that the hearing "WOuld be all negative and
questioned the need for having one at all if we are going to go ahead with the program anywB:j.
Cbtncilman Brown left the roan at 10:30 p.m.
Cbtncilwanan Henning stated that a public hearing would give the Cnmcil an
idea of the specific objections. If the progran was retained, saxe of the objections could
be overCOOE by an altering of the progran.
Cbtncil.man Schnackenberg stated the Housing Authority felt that the education
process should be first on the list and was extrenEly inp:>rtant. Mayor Senti stated that he
was concemed wi. th the fact the upgracJine of property could actually fP to the point of m>ving
people out of it. \then an owner invests additional IIDlley in the property, he is forced as
an alternative to receive m>re rental incone back mich forces low inCOUE and elderly individuals
out of the area. If we had other additional low-cost housing, it could serve as an altemative,
but without it the individuals will be hurt severly.
Cbmcilwaren Henning stated that the City was ammi.tted to the safety and health
of our citizens and questioned that we should allow the continuation of tnSafe living conditialS.

this study. Cbtncilman Ihority stated that he felt the study srould be conducted due to its
possible large return.

ing a radius vacat.ion at 7J..mi and College Streets.
City Mm.ager Dial stated that the Conmission sur,gested vacation of this radius
and that it was a fairly sirfl>le one. Director of Cbl!mnity Developnent Supinger stated that
this was in a:mjunction with the 40-foot riWit-of-way problem on Yale.
Mr. Ken Fairchild appeared before Cotncil representing the owner of the property.
lie stated that this vacation of radius was il!portant in relation to the lay-out of the building
aid that the potential buyers were anxious to find out what was 8)ing to happen. 'Ihis land
was not of any value to the City at this tine.
<l:>tncilwcmm Henning stated that the Planning and Zaling CDnmi.ssion felt that
the vacation of this radius and 40-foot right-of-way problem di.scussed at a public hearing
earlier at the ueeting on Yale Street should be tied together.

be transferred to the tl&i plan. This cannot be done mder the IRS rulings. Additionally, this

Conpany preferred that the C.Omcil did not take any action on the Bill tonight until Public
Service C.Orq>any had finalized it.

Qnncilnen Schwab stated that the City IIBy be paying $5,000 for an option, that they would
