The City COl.mcil of the City of Englewood, Arapahoe County, Coloraoo, is hereby called to a
special meeting at the City Hall, 3400 South Elati Street, to consider the following agenda:
(1) Public hearing to consider the creatien of Paving District
No. 21.

Mayor Senti, presiding, called the meeting to order and asked for roll call. Upcn
a call of the roll, the following were present:
Council Meubers Brown, Henning, Lay, Schwab, Senti.
Absent: c.ouncil Meubers Blessing, Ihority.
The Mayor declared a quorun present.

The Mayor declared the 100tien carried and the public hearing opened at 8:20 P.M.

Listed below in order of first appearance and presentatien are the individuals who
testified at the hearing and the exhibits:
City Manager Dial ma.de a presentatien en the method of forma.tien of paving districts,
their constructien and assessment procedures.
Director of Public Works Waggener appeared before City C.ouncil and gave a present-
ation en the types of constructien for the paving district and the method of assessing costs.
3000 South Acam
Mr. Alvin Watsen, 3045 South Acoml, appeared before City Council to inquire about
the City's policy concerning the repaving the costs borne by the City.

Hrs. Winnie Watkins, 2701 South Accmi, appeared before C.Ouncil to inquire about
the City's policy ccnceming the repaving and the costs borne by the City.
!ok-. Keith Linck, 3015 South Accmi, appeared before City c.ouncil to inquire about
the Q?thod of replaCE!Ielt of sidewalks and the marking of curb for replacements.
4500 South Accml
Hr. Robert T. Craig, 4556 South Acana, appeared before City Council and inquired
why the City wanted the street paved when it was paved fifteen years before when it was
amexed to the City.
Upcn question of Council, five property owners in the audience stood in oppositioo
to the paving.
Council.mm Lay requested that the City adni.nistratioo test the street prior to
C'.ouncil's decisioo to determine that sufficient base exists to warrant an overlay instead of
paving.
2100 West C.Omell
Hr. IMayne Poorening, 2180 West C.Omell, appeared before Council and inquired about
rEDX1Val of trees and whether this ~ld be assesed against the property owners.
3200 South Delaware
Director of Finance Lyon read a petitioo previously received by City Council bearing
thirty-one signatures representing seventeen properties out of a possible twenty-three.
Hr. Edward Evers, 3250 South Delaware, appeared before City Council and requested
that Council pay a portioo of the assessment due to the fact that showcng center traffic was
causing the deterioratioo of the street. He also requested that Delaware Street be blocked
to ~ traffic.
Mr. Harold Jooes, 3285 South Delaware, appeared City c.ouncil and stated that he
believed the street did not need repaving.
2900 South Elati Street
Hrs. Alice Gallegos, 2924 South Elati, appeared before City C.Ouncil and expressed
her approval of the paving of that street.
2400 South Raritan Street
Hr. Rachak, 2630 South Tejoo, appeared before City C.Ouncil and inquired as to costs.
Hr. Radlak is the owner of property en the comer of Baker and Raritan.
Hr. B. J. Bratrsovsky, 1831 West Harvard, inquired as to why the paving didn't extend
into Denver.
Alley East of 3500 South Fox Street
Hr. Cliff Will~, 3538 South Fox, appeared before C.Ouncil and requested that the
paving of the alley be held off me to two years because of redevelopnent. Mr. Willi.ane
stated that four other property °"11.1llers adjacent to the alley wished that the paving be post-
pmed.
Alley East of 3900 South Kalamath
Mr. Loois Aldretti, 4005 South Jasen, appeared before Council questicning the plans
for the alley coostructioo and requested that an estimate of costs for his property be given.
Alley East of 3700 South Lipan Street
Mr. John Gunzner, 3768 South Lipan, appeared before Council and requested an es-
timate of cost of paving his alley.
Alley East of 2700 South Lincoln Street
Di.rector of Finance Lym read from three petitioos cootaining thirty-three signatures
in oppositioo to the paving of the alley.
Hr. Lyon also read fran a letter received from Mr. and Mrs. Paul W. Stewart, 2749
South Sherumt Street, in oppositioo to the paving of the alley.
Mr. Ray Stevens, 2763 South Sherman, appeared in oppositioo to the paving.
Mrs. Hazel Mick, 2780 South Lincoln, appeared in oppositioo.
Mr. Mary Enax, 2772 South Lincoln, appeared in oppositioo.
Upon questioo of Council eleven people in the audience stood in owositioo of the
paving, representing seven properties.

Alley East of 3700 SCJ!.lth Acoma Street
Mr. Jam Foster, 3706 South Acooa, appeared in oppositioo. (Previously suhni.tted
were the results of a telephcne survey of eight persoos abutting the alley who were in
oppositioo to the paving) • Mr. Foster stated that the area was still basically residential
and did not warrant a paved alley.
Mr. Robert Bentcn, 3747 South Broa~ay, appeared in opposition.
Mrs. Mary Westbrod<, 3768 South AcOOB, appeared in oppositicn to the paving of the
alley.
Alley East of 3700 South Broadwa
Mr. Arthur Parnell, 3785 South Lincoln, space on behalf of the alley property owners
who are in opposition. Mr. Parnell stated that their opposition was based upcn a lack of need,
benefit and IIOley.

Letter dated January 24, 1972, from Mrs. Harvey Springer.
Upcn a questicn of Council, nine people in the audience stood in opposition to the
paving, representing seven properties.
Mrs. Eugene Jolms 3701 South Lincoln, appeared in oppositicn to the paving of the
alley.
Mrs. TCID Westerbuhr, 3201 South Bannock, appeared in opposition to Paving District
No. 21.
Mr. Eugene Byrne, 3780 South Broa~ay, appeared in oppositicn to the paving of the
alley east of 3700 South Broadway.
2400 Sooth Raritan Street
· Mr. Rachak, 2630 South Tejcn, owner of property en the comer of Baker and Raritan,
reappeared and requested that the sidewalk be deleted frcm the ccnstructicn adjacent to his
property as there is no traffic in the area and the property is industrial.
