The City Council of the City of Englewood, Arapahoe County, Colorado met in
special session on July 31 . 1972, at 7 :36 p.m.
The following "Notice of Call" was read by the City Clerk.

The City Council of the City of Englewood, Arapahoe County, C.Oloraddo, is hereby called to a
special meeting at the City Hall, 3400 South Elati Street, to consider the following agenda:
Acticn en the petitiens requesting an amencbent to the Charter
regarding menbers of the Englewood Fire Fighting Service.
Actioo oo bids received for the water reservoir at Belleview
and Clarkscn.
Consideratien of bids on imchanized rotary file to be used in the
new Police-Fire Building. (C.Opies of a mem:>randun from the
Director of Finance and the Assistant City Manager transmitted
herewith).

Mayor Senti, presiding, called the 100eting to order. The Mayor asked for roll
call. Upoo the call of the roll, the following were present:
Colmcil Meni>ers Brown, Blessing, Senti, Schwab, Henning.
Absent: Council Menbers Lay, Dhority.
The Mayor declared a quorun present.
Also present were: City Manager Dial
Assistant City Manager McDivitt
City Attorney Berardini
Director of Finance Nollenberger

'!he Director of Finance Nollenberger requested action on petitions requesting
an CIDel'l<Eelt to the Charter regarding IDE!Ii:>ers of the Englewood Fire Fighting Service. He
stated that the Fire Fighters had presented a petitioo on Thursday, July 13, 1972, involving
labor relaticns with the City and that it had been ascertained that at least 5% of the signa-
tures had been qualified electors as defined by state law. Consequently, in accordance with
the state law as defined by the City Attorney, publication of the amendment IIUSt take place no
later than August U. He requested directicn to publish the amendment at this time. City
Attorney Bcrardini coofirmed the fact that 5% of the qualified electors are required in order
to put the amendment on the ballot. The Council has the 30-day period from July 13 to August
U to decide ~en to hold the election. If there is a general election within UO days of
the notice of publication , the amenanent should go en that election. City Attorney felt that
the electioo should be NovE!Ii>er 7 as a consequence.
Council.wooan Henning in{uired as to how many times the amendment nust be pub-
lished . City Attorney Berardini replied that ooce was sufficient for the present and than ooce

C'.ouncilman Scl"Mab requested an analysis of the proposed amendment from the
City Attorney in regard to the legality of the amencbent umer the state statutes. City
Bcrardini replied that he 1#0Uld be happy to do so in the near future.

City Manager Dial discussed the bids concerning the water reservoir at Bellevier.N
and Cl..arksm. He stated that there were ave bids received and that both of them came in well
over the estimate. He reccmrended that the Council reject the bids and negotiate with the ave
fi.rlI8 in an attenpt to develop a lower cost.

City Manager Dial discussed the bids en the mechanized rotary file to be used in
the new Police-Fire Building. He stated that the bids for the other ner.N Police-Fire furniture
were taken and approved previously. A rotary file "'10\lld enlarge the capacity within the Police
Fire Center for filing and both bids were within the estimate of $4,000. He reconmended the
acceptance of the ACill? Visible Records Corporation in the annmt of $3 , 425 •
