The invocatim was given by Mayor Pro Tem Howard R. Brown. The Pledge of Allegiance was led by Assistant City Manager William McDivitt. present: The Mayor asked for roll call. Hughes and Mr. Lawrence E • Lewis, Jr. , were also present. Mr. McMartin presented proof of publication of the public hearing to the City Clerk and requested ?lhlic hearing date be set. Councilman Schwab requested that the public hearing date be set after the budget hear- ings in Septeuber in order to decrease the workload during that m:xith. Rcmms was present to discuss the -costs and feasibility of providing an additiooal outdoor swimni.ng pool as requested by the Council at its previous meeting. Mr. Ralmls stated that there was a need in North Englewood for a swimni.ng pool but that it was an extremely expensive propositicn and not en the top list of priorities of the Department at this time. Councilman Dhority stated that he felt that s~thing was neede-i in the area and questicned what the situation at Bates-Logan Park was as far as swimni.ng pool space was con- cerned. Mr. Rairms replied that we would lose s~ valuable space if we put the pool there and it would be extremely expensive as we would lose the already installed sod and plurbing at that locaticn. 461 462 -2- Councilmm Blessing inquired as to the present status of the pools oo operating income basis. Mr. Rcmans replied that the indoor pool is losing nmey as are DDst pools across the natioo at a rate of $2,000 to $3,000 per year. Councilman Brown expressed the opinicn that putting a nmetary value oo swi.mning pools was questionable when the benefits of pools are looked at. Mr. Romans concurred that swimni.ng was a very valuable sport and serves as a valuable recreatiooal outlet for the children in the city. Mr. M. M. Surmers from the audience i.rquired as to what locatioo could be reconmended as an altemative. Mr. Roomls re- plied that the old cannery next the Dart:JOOuth Park or a lot next the Charles Hay School sesned to be the mst assessible to the largest nunber of people. Councilman Schwab inquired as to the cost of the Sinclair Pool. Mr. Romans stated that the cost was $110 ,000 seven years ago. He also stated that a recent estimate on pool construction is $114,000 not including the land. That includes a bath house and all other accessories as requested in Englewood ordianace. Councilmm Schwab stated that when the pool was in the 3400 block of Delaware the swthside parents managed to get their children to this northern locatioo withwt too uuch trouble. He felt rather than building a new pool inmediately we shwld test the market by decreasing acbissioo fees. Councilwoman Henning inquired whether the pool reconmendatioo had been before the Parks and Recreation Conmi.ssion. Mr. Roumls replied that it had been before the Comnission when it was considering priorities for next year. 'lbe first ten priorities far next year did not include the swi.mning pool, 'llaiever. Councilmm Blessing inquired as to the rn.llber of children in the area tArl.ch would use such a facility. Mr. Rcmans stated that were over 3,000 children north of Hanpden whidt constitute 31'%. of the children in Englewood. Councilman Schwab stated that he felt there were too many priorities before the swi.mning pool and that the distance has not been shown to be a detrimental factor. The Mayor declared the lll>tion carried. * * * * * Mayor Senti opened the floor for conment. Mr. Lou Parkinsoo spoke in favor of a creatioo of Public Housing Authority. He stated the Workable Progran1 Coomittee foruulated by the Council a year ago helped to set up a Workable Program umer several Federal agencies. This (;omni.ttee revealed the drastic need in the housing situatioo in Englewood. Mr. Bill Stevensoo appeared in favor of creation of a housing authority. He stated that he also worked oo the Workable Program Comnittee set up by the Council. Mr. Stevensoo stated that the data strongly points out a need for law income family housing in the City of Englewood. There are five areas of dilapidated dwellings in the City. Of the 1,803 dwellings in the five areas, 423 are substandard, ranging from a law of 10'7. in ooe area to a high of 377. in another area. 9 .2% of the populatioo of Englewood are exisitng below the poverty level. 5 .41. of those below the poverty area lack sane or all pluli>ing in their banes. There is an extr~ shortage of dwellings in the City of Englewood with a dwelling unit rate of 98't-99 .S9k. l2't of the populatioo is elderly. He stated that the City needs a housing authority and progran to take care of the present residents of Englewood. A housing program in Englewood would not likely bring in DBilY new school children. Enrollment of school children in Englewood in the last 11 years has experienced a 20'7. decrease. 'Ibis percentage decrease has accelerated during the last O«> years. Mr. M. M. S1mners appeared in favor of the housing authority. He stated that there was a real need for elderly housing. He was eophatically opposed to high-rise dwellings for old folks but said there shwld be 5-15 unit apartment conplexes on a mini.nun of ooe acre of land. These shwld be three-roan apartments with kitchen privileges if the occupant so desires. These elderly shwld get back to nature with dirt umer their feet. Maida Navia, Director of Interfaith Task Force, appeared before the Council in favor of the housing authority. She stated that we should wipe out the ~th that people are constantly moving in and out of Englewood. We have a large populatioo who are in trouble now. Sheridan is decreasing in law incom! populatioo tArl.le Englewood is increasing in low income populatiat. A nllli>er of fani.lies in Englewood are currently living in autom:>biles. Ms. Navis Ellphasized that we shwld not put all of ooe type of persoo in a housing developnent. I I I I I I I I -3- Betty Avarez appeared before Council in favor of the Public Housing Authority. She stated that she lived in Englewood for the last ten years and she currently has an income of $194 per llOlth. Fran a persooal experience she felt the need for a low income area. In the near future she will be evicted due to new apartment cmstruction. Her family needs a larger hem? and cannot afford it or any other house. Vi Weist, a local realtor, appeared in favor of the Housing Authority. She stated that fran her experience the sharp rise in prices has hit the mxierate priced hane. There are currently no low-cost hanes in the area. The purchase prices of hanes in Englewood has sky-rocketed in the last ten years and, specifically, in the last t'ND years. A heme that sold for $1B ,000 tw:> years ago has sold for $22 ,000 last week. Mr. 'lbams Grimmaw, Olai.rman of the Colorado Housing Board, appeared before the Council in favor of Housing Authority. He stated that the Board's objectives was to coordinate with DUni.cipalities the developnent of Housing Authorities. The Board was avail- able at the City of Engle.iood' s request to help in any way possible. Councilman Schwab inquired of Mr. Grimshaw if the City could restrict the Housing benefits to the present residents. Mr. Grimshaw replied that it was up the the Council and its appointed board. Dr. Rudy Dial, Psychologist at Arapahoe Mental Health Center, appeared in favor of the HQlSing Authority. He stated that the perSCXl' s daily living situation helps to deter- mine the persoo's capability to be a parent. 1.JJcille WilSCXl, Englewood League of Women Voters, appeared in favor of the housing authority. She stated that the League has investigated the problem over a period of time and there definitely is a housing shortage in the City of Englewood. She urged Council adoptial of the housing authority. Mike Lesley, a local high school student, appeared before the Council in favor of the Housing Authority. He stated that there are IIBny unsanitary conditions in housing in the City of Englewood which created health problEm;. The term ''men are created equal" becomes an untruth when they have to live in substandard dwellings. Mr. Clark Dillon of the Arapahoe Legal Aid Society appeared in favor of the Housing Authority. He stated that there was no public housing in Arapahoe County, although there were b«> ''236 projects" which are for mxierate income families. The Legal Aid helps law irlccm? people for stalling off eviction long enough to give them time to find them hemes. Mr. Olarles Henning appeared before the Council in favor of the Housing Author- ity. He stated that a local housing authority is subject to local control. The local authori- ty bas control over any building and other business conducted in providing low income housing for residents. 'lbe variety of housing projects has expanded dEDnlStratively in the last few years althwgh housing is mt the only answer to law income persm's needs and the City needs to act now rather than wait for urban blight to becoroo extremely serious. Mr. Parkinsoo appeared to tmke sure that the Council was aware of the petitioos on record with the City Clerk. He also stated the the CllanDer of Conmerce of the City of Englewood was in favor of the housing authority. Mr. Stanley Rhodus appeared against the housing authority. He stated that land acquisitioo in the City was a real problem. In order to have and to erect low income housing sane people will have to be rEm>Ved. He stated that he felt that people should not have to sell land under eminent domain for these problems. Mrs. Bandsnan appeared before the Council in oppositim to the Housing Authori- ty. She stated that she had 1/2 acre of land and also was wwilling to sell the land in order to establish housing authorities. Councilnml Schwab inquired as to the past record of housing authorities. He stated he had read that a greater ruii>er of housing units had been dem:>lished over the housing authority's life than had been cmstructed. Mr. Janes L. Supinger, Plaming Director, replied that it was a true assertion and it had been a real problem throughout the natioo. HUD discourages conventiooal urban re- newal for this reasal and has pushed Neighborhood Developnent Projects (NOP). He stated that petiticns were received by the Council in favor of the Urban Renewal Authority and that authorities along this line coo:plement the Housing Authorities and an interrelated functicn. Councilwouan Henning left the roan at 9 :40 p.m. and retumed at 9 :41 p.m. Mr. Clruck Zartman appeared in favor of Urban Renewal Authority. He stated that he was a strrog advocate of local control am had been highly suspicious of the Federal pro- grc:11m for their lack of local control. He row felt satisfied after examining the records that the City of Englewood ~ld retain local control. Mr. Olarles Henning appeared in favor of Urban Renewal Authority. He stated that local control is retained by the City of Englewood. The Authority cannot undergo am Urban Renewal withrut the consent of the C.Ouncil. A Neighborhood Developnent Project program helps to rehabilitate hcines by getting law cost loans. The Workable Program Comnittee set up by the Council looked upcn Neighborhood Developnent Project as the IJl)St favorable program of an Urban Renewal Authority. Councilman Lay inquired whether the Neighborhood Developnent Project was based on i.ncoole rather than net assets. Mr. Henning replied that he believed incom! was the base. Mr. Parkinscn stated that the Chani>er of C.Omnerce endorsed the Urban Renewal Authority. Mr. George Johnston stated that if the Neighborhood Developnent Project becomes a reality in Englewood, it shruld be done en a coupetitive bidding situation. Council.mm Schwab inquired as to the powers of the C.Ouncil to declared blighted areas . He asked whether the Authority has right to coodenn any land they want once they de- signate Urban Renewal area. Supinger presented an affidavit of publication oo July 20, 1972, and July 27, 1972, for the public hearing. He stated that the Department of c.oummity Deve- lopnent favored the anerdnent of the zoning ordinance to permit dry cleaning establishnents using flanmble liquids in a B-2 zoned district. Mr. Allen Sternberg, Attorney, representing Mr. Roberts of Quincy Cleaners appeared before the c.ouncil. He stated that B-1 zoning does not allow petroleun base solvent in dry cleaning establishnents and B-2 zoning allows gas stations and other flanmable oriented businesses rut does oot allow petroleun base solvents to be used. He stated that if you do not allow a petrole\JD based procbct you oust use a perc base which has tl8ly dangerous side effects. He said the Planning and Zoning Comni.ssion had given a favorable recomnendatioo as well as the staff. Mr. Supinger stated that the City of Englewood ordinance is a permlssive ordi- nance stating what can be done in different zoned districts rather that what cannot be done. Councilllan Brown stated that he had a few reservations in that a service station is usually far ~h fran other buildings while dry cleaning establisbnents can be ouch closer. c.ouncil.womm Heming stated that the Fire Department remained neutral in this matter. Mr. Sternberg stated that his available infortl8tion showed no insurance increase effect.a to surrounding businesses as a result of the usage. Councilman Lay inJui_red as to any fire protection devices in the dry cleaning establishnent. Mr. Roberts stated that extinguishers were maintained in the area.
