Mayor Senti, presiding, called the ireeting to order. The invocaticn was given by Rev. George Cushing of the Mayflower Congregatiooal Ctrurch. Mr. Cangella expressed his appreciaticn to the Council for their invitaticn and reminded the Council that their decisicns nust render benefits for the uajority of the citi- zens in Enc:;l~. * * * * * I I I I I I I -2- Mr. Harold Hust, Manager of the Englewood office of the Public Service Conpany, appeared before Council to present the franchise check. Mr. Rust stated that the franchise check for the third quarter of the year was $40, 500. Mayor Senti ackoowledged the Council's appreciatial for the check. * * * * * Mrs. Virginia Baker, 5554 So. Prince Street, was present to discuss a Meals-on- \heels progran, (a program f or senior citizens) for Englewood. Mrs. Baker stated that their ~roup would like to open a center similar to the one they have in Littletcn. She felt that the elderly in the city do not have any place to go for any sort of recreation. The group would teach bridge, and other activities, to the elderly. Mayor Senti stated that he felt the program had merit. Councilman Schwab in- quired whether the program had any relationship to the church organization. Mrs. Baker replied that it was similar to the church-related organization, but that this program had both food and activity in its program. Council~ Henning inquired whether the group was incorporated as a non-profit organizatial. Mrs. Baker replied that they were incorporated and in the process of getting a ncn-tax status. Councilman Brown inquired as to how large the organization wuld expect to bec.c::JOE in Englewood. Mrs. Baker replied that there are over 3,500 elderly in Englewood, 100st of which the progran will try to contact. If the individuals cannot pay for their own activi- ties , the organizati.oo pays for them. City Manager Dial inquired whether the group was seeking a facility to carry <n their activities. Mrs. Baker replied that they needed a room large enough to accomoodate craft tables, as well as bridge tables. Councilman Dhority inquired as to how of ten the room tNOUld be used during the week. Mrs. Baker replied that it wuld be used every Tuesday from 10:00 A.M. on, and also on Wecklesdays and Fridays. On Thursdays the individuals swim at the Y, so the area wuld not need to be used on that day. Councilman Brown inquired of Mrs. Baker as to how the Council could help in this project. Mrs. Baker replied that the group always needs m:ney and the zoning laws may become a problem if the group is not able to get a ch.Jrch in which to perform their activities. Councilman Blessing inquired whether the program was only <n a day-time basis. Mrs. Baker replied in the affirmative, noting that night-time is a bad time for elderly people to travel. She stated that the program encouraged the elderly to walk, but did not feel that it was safe ckJring the evening boors. Council~ Henning inquired whether the Council was the first that the program had contacted in the City of Englewood. Mrs. Baker replied that they had contacted the Christian Orurch and that sane Catholic nuns had expressed an interest. City Manager Dial informed Mrs. Baker that she should contact Mr. Jim Supinger of the Coommity Developnent Department for any help needed fran the City of Englewood. Councilmm Sclwab stated that he felt that the Methodist Church might be interested in talking to the progran coordinators. * * * * * Mrs. Maxine Stanley, 2310 West Harvard, was present to make corrment to the CA:ulcil. She stated she was present to offer support to Councilman Schwab and Lay 'WOO voted no on the Housing Authority. She felt that they should be conmended for their concern for the people of the Scenic View area. She felt the City needed t00re dedicated people ~ respect the najority in the area. She condermed the U.S. Housing and Urban Developnent groups who roove elderly people, with little concern for them. The license is up for renewal al Novenber 23, 1972. City Manager Dial stated that renewals are normally a routine adnini- strative mtter, but due to the nuri>er of calls to this establisl'IDent, it was referred to Council. The application for renewal is al file now. The Ori.ef of Police has stated that there have been a runber of calls dealing with problem outside the building which the management camot do too uuch about. The owner has indicated, however, that he will take a closer look at the problem in the future. Councilman Dhority inquired as to what type of license the establisbnent pre- sently had. City Manager Dial replied that it was a 3 .2. beer license. Councilman Lay stated that he felt that the City should send a letter to them warning them of the jeopardy of their license and give them until approximately January 1st, at which time the Council ~d review it again. Councilman Dhority stated that he felt the City should send a letter a the present time. Councilman Blessing stated that he felt that the City should use stratger ~rding in any letter nailed. Councilman Brawn coomented that he felt a hearing at this time should be slated, at which time the representative of the firm would appear before Council. Councilman Lay felt -we should send a letter telling the management to try to solve the problem before hearing them. Councilman Blessing stated that he would like to hear what the mnagement planned to do to correct the situatial. City Manager Dial stated that the City established a policy in the past where retiring persamel could exhange the sick leave for pay at a certain ratio. The lang.iage of the ordinance ties it into retirement at age 65. Police or fire department mploy- ees often retire at an age less than age 65. The Board of r.areer Service felt that the eatdi- tims should be retirement ally, and not retirement with the age factor. Councilman Blessing irxIUired as to the cost to the City of this proposal. City Manager Dial stated that he would give the Council a report in the future before final actial. The Mayor declared the mtial carried. * * * * * Council received a neIDrandun fran the Career Service Board regarding etll>loyees retaining City health insurance upcn retirement. City Manager Dial stated that the City currently provides a health insurance program for mployees. The plan necessitates them j oining a private plan, which is nuch IIDre expensive. The Board of r.areer Service apparently wants the retirees to be included under the City's plan. The City would, in effect, be sub- sidizing the retirees since they are a greater risk and it would affect the overall rate. Council'WODlan Henning inquired whether this reconmendation was, in effect, an increased fringe benefit. City Manager Dial replied in the affirmative, stating that it was a rather minor item. Councilman Lay stated that even thoogh the Council passed over the itSIE fairly quickly, they were thoroughly discussed oo the Water and Serwer Board. The Mayor declared the mtion carried. * * * * * City Attorney Berardini began a discussion of an ordinance oo final reading amending a wning ordinance to pennit dry cleaning establishnents to use Stoddard fluid in a B-2 district. He stated the old ordinance does not allow the fl.amnable fluid in a B-2 district. Councilman Ihority stated that at the original hearing en the subject, Ori.ef Haniltoo was in a neutral position, but that currently he was against the rezoning. Councilman Blessing stated that he felt that the owner should receive an answer cne way or the other and that a decision should be IIBde at this time. Councilman Schwab stated that he felt that the owner was sincere in his precautialS. The falicy in the argunent was that since you allow flannahle fluids in a B-2 area, it would become available for all individuals and not just this cme dry cleaning establistment. He stated, also that the Fire Chief was against this rezoning. He stated that the State Highway Department schedule was adopted previously for moving expenses. He stated that the construction had been set back by the strike and that llDIBltun has begun to pick up again. The ccntractor has given us ootice he wuld finish during the 11D1th of Novmber and during the m:nth of Decenber the special equipnent would be installed. The staff is proposing a dedication progran for January 19, 20, and 21, at which time we hope to call on Sam? big nanes. He irquired of the Council if there would be any problem; concern- ~ those dates. Co\Ecilman Sctwlb stated that that was inauguratioos weekend and it could have sane effect on dedication cerellD'lies. CouncilWOllllll Henning stated that the inauguratioo might cancel out sane dignitaries who might othei:wise attend. City Manager Dial stated that the staff ~d go back to the drawing boards and atteupt to find a different date. City Manager Dial discussed a 1TS1Drandun fran the City Manager reconmending purchase of certain autamted operating equipnent. He stated that the system was for the Finance Department use and was an update of the current equipnent on a relatively mxlest basis. He gave a brief description of the equipnent and its intended uses. Council'WODml Henning in- quired whether the expenditure \ID\lld be tIBde fran the 1972 budget. City Manager Dial replied in the aff:irDBtive, noting that a small additi.aull sun would be needed next year due to the extended rental of the present equipnent. Councilman Lay inquired as to the land applicatioo systan and whether we should undergo a conversion at this time on the longer term approach. City Manager Dial stated that the original ARAPS project anticipated a system of that sort. Arapahoe County is currently establishing land files on all land in the County and that the City ~d have the capability of using sane of that land file data. The proposed equiµDEnt could also be used as a tenni.nal for possible projects such as land data. Councilman Lay i.nJuired whether it was a less than conplete basis as previously discussed. City Manager Dial stated that it \IWOuld be cn a nuch imre mxlest approach. City Manager Dial stated that once he received a program, he authorized only the expense a car and mileage, with no overnight stays since the officers were part of the program. * * * * * 491 492 -7- c.ouncilman DOOrity inquired as to what we might want to do with the old Police-Fire Center building and stated that they might want to use it for the Meals-en-Wheels discussed earlier in the meeting. Qruncilman Schwab stated that the Recreation Comnission l ooked at the building. It ~uld require $63,000 to $69,000 to renovate, and the Conmission had decided that it was a waste of rocney.
