HomeMy WebLinkAbout1971-03-22 (Special) Meeting MinutesI I I I SPECIAL MEETING: PUBLIC HEARING PAVING DISTRICT NO. 19 MARCH 22, 1971 The City Council of the City of Englewood, Arapahoe County, Colorado, met in special session on March 22, 1971, at 8:00 P.M. Mayor Schwab, presiding, called the meeting to order and asked for roll call. Upon the call of the roll, the following were present: Councilmen Brown, Dhority, Kreiling, Lay, Senti, Schwab. Absent: Councilman Lone The Mayor declared a quorum present. Also present were: City Manager Dial Assistant City Manager McDivitt City Attorney Berardini City Clerk Lyon COUNCILMAN LAY MOVED, COUNCILMAN SENTI SECONDED, THAT THE PUBLIC HEARING ON THE PROPOSED ASSESSMENTS FOR PAVING DISTRICT NO. 19 BE OPENED. Upon the call of the roll, the vote resulted as follows: Ayes: Councilmen Senti, Lay, Kreiling, Dhority, Brown, Schwab. Nays: None Absent: Councilman Lone The Mayor declared the motion carried, and the public hearing opened at 8:05 P.M. (A tape recording of the public hearing is on file with the official records.) Listed below are those individuals who appeared before City Council and the letters of protest which were received: Mr. Stanley H. Dial, City Manager Mr. Kells Waggoner, Director of Public Works Mr. Steve Payne, 4214 South Logan, appeared before City Council in opposition to interest on assessments. Mrs. Daniel Wagner, 3845 South Fox, appeared before City Council in opposition to her assessment. She purchased her home while the District was being formed and was unaware of the pending assessment and her responsibility for this assessment. Councilman Lone entered the Council Chambers at 8:20 P.M. and took his seat with Council. Alley east of 4500 South Acoma Street (from West Stanford Avenue to West Tufts Avenue) Letter from Mrs. Gladys M. Wyman, 4510 South Acoma, in opposition to her assessment. 4200 South Huron Street (from West Princeton Avenue to West Quincy Avenue) Letter from Mr. Earl G. Grein, 4220 South Huron, in opposition to his assessment. Mr. Grein appeared before City Council. 000 West Nassau Avenue (from South Broadway to South Acoma Street) Letter from Ms. Phyllis R. Klink, 3775 South Lincoln, in opposition to her assessment. 300 West Nassau Avenue (from South Cherokee Street to South Delaware Street) Letter from Mr. Arnold L. Kautz, 4051 South Cherokee Street, in opposition to his assessment. Alley east of 3800 South Galapago Street (from West Lehigh Avenue to West Mansfield Avenue) Mrs. Daniel Wagner, 3845 South Fox, appeared protesting the condition of her property after completion of the work -specifically, the condition of her retaining wall. Mr. Ray Gilbert, 3884 South Galapago, appeared in opposition to his assessment. 000 East Lehigh Avenue (from South Broadway to South Lincoln Street) Letter from Mrs. Pearl M. Jackson, 3800 South Broadway, in opposition to her assessment. 193 194 March 22, 1971 200 East Lehigh Avenue (from South Sherman Street to South Grant Street) Letter from Mr. Paul E. Rumbaugh and Mrs. Lila C. Rumbaugh, 3801 South Grant, in opposition to their assessment. Mr. Paul E. Rumbaugh appeared before City Council protesting the quality of the work in the concrete poured in walks and gutter. Letter from Mr. Vinci! G. McWilliams and Mrs. Helen R. Mcwilliams, 3795 South Grant, in opposition to their assessment. Mr. McWi1liams appeared before City Council. 700 East Nassau Avenue (from South Washington Street to South Clarkson Street) Letter from Mr. John 5. Duncan, 3998 South Washington, in opposition to his assessment. Mr. Duncan appeared before City Council. 4000 South Grant Street (from East Nassau Avenue to East Oxford Avenue) Letter from Mrs. Goldie B. Thompson, 4003 South Grant Street, in opposition to her assessment. 4100 South Pennsylvania Street (from East Oxford Avenue to East Princeton Avenue) Letter from Ms. Charlotte C. Turpen, 4161 South Pennsylvania, in opposition to her assessment. 400 East Princeton Avenue (from South Logan Street to South Pennsylvania Street) Mr. Clarence Arnett, 4242 South Logan, appeared before City Council in opposition to his assessment. 700 East Stanford Avenue (from South Washington Street to South Clarkson Street) Letter from Mrs. Charlis R. Bernhardt, 4501 South Clarkson, in opposition to her assessment. Mrs. Bernhardt appeared before City Council. 3700 South Grant Street (from East Kenyon Avenue to East Lehigh Avenue) Mr. Lester Kelley, 3701 South Grant, appeared before City Council in opposition to his assessmept. Letter from Mr. Raymond L. Mishler, 4026 South Bannock, received after protest deadline, was received for the record. Letter from TSgt. John B. Zadie, 113-2 Lilac Lane, Minot AFB, North Dakota, pertaining to Lots 43 and 44, Block 11, South Broadway Heights, received after protest deadline, was received for the record. Mr. Kenneth Carlberg, 3865 South Grant, appeared before City Council protesting the quality of the work. Mr. Clarence Arnett, 4242 South Logan, reappeared before City Council protesting the parking of buses. Mr. Paul Rumbaugh, 3801 South Grant Street, reappeared before City Council inquiring as to how districts are formed. COUNCILMAN LAY MOVED, COUNCILMAN DHORITY SECONDED, THAT THE PUBLIC HEARING BE CLOSED. Upon the call of the roll, the vote resulted as follows: Ayes: Councilmen Senti, Lone, Lay, Kreiling, Dhority, Brown, Schwab. Nays: None Absent: None The Mayor declared the motion carried, and the public hearing closed at 9:56 P.M. COUNCILMAN LAY MOVED, COUNCILMAN DHORITY SECONDED, THAT THE MEETING BE ADJOURNED. Upon the call of the roll, the vote resulted as follows: Ayes: Councilmen Senti, Lone, Lay, Kreiling, Dhority, Brown, Schwab.
