The City Council of the City of Englewood, Arapahoe County, Colorado, met in regular
session on September 20 , 1971 , at 8 :0 0 P.M.
Mayor Schwab , presiding , calle d the me e t i ng to order.
The invocation was given by t h e Reverend Herbert Hosanna of the Mayflower Congregational
Church. Pledge of Allegiance was led by Mayor Schwab.
The Mayor asked f o r roll call. Upon the call of the roll, the following were present:
Councilmen Senti , Lentsch, Lay, Dhority, Brown, Schwab.
Absent: Co uncilman Kreiling.
The Mayor declared a quo rum present .

Mayor Schwab recognized Mr . Wi ll i am H. Luck i ng, 835 West Quincy Avenue, Precinct No. 12,
from the list of Special Citizen Program Invitees.

Mrs . Gretchen Englebach of "B i cycles Now" presented an impromptu sketch by members of the
"Bicycles Now ."
Councilman Kreil ing entered Counc i l Chambers and took his seat with Council at 8:30 P.M.
Mr . Paul W. Thomps o n . 1005 South Estes Court, Lakewood, appeared before City Council.
Mr. Thompson stated tha t t h e automobi le consumes one-fourth of the nation's energy and causes
eighty-five per cent of t h e urban noise . He suggested that Council make a study of commuter bicycle
routes in the City o f Engle wo od and ma ke prov i sion for safe bicycle parking.

Mr . William Mal o ne , Attorney, representing Mr. and Mrs. John Mccaffery, owners of the
Leaning Tower of P izza , 90 West Bellev i ew, appeared before City Council to request the issuance of
a 3.2 fermented malt beve rage license .

were received for the record.

The minutes of the Board of Adjustment and Appeals meeting of August 11, 1971, were re-
ceived for the record.
The minutes of the Board of Adjustment and Appeals meeting of September 9, 1971, were
received for the record.
The minutes of the Board of Adjustment and Appeals meeting of September 15, 1971, with
a memorandum attached reconunending the encroachment of a retaining wall on City property at 575 East
Bates Avenue, were received for the record.
Mr. Jim Weaver, 575 East Bates Avenue, appeared before City Council to briefly state the
reason for the requested encroachment.

OP A RETAINING WALL ON CITY PROPERTY AT 575 EAST BATES AVENUE BE GRANTED. Upon the call of the roll,

The minutes of the Planning and Zoning Conunission meeting of August 17, 1971, were received
for the record.

The minutes of the Public Library Board meeting of September 14, 1971, were received for
the record.
* * * * *
City Council received a memorandum from Mr. James L. Supinger, Planning Director, announcing
a date for an informational meeting with persons interested in the Santa Fe-Union annexation area
election.

Councilmen Kreiling, Brown, and Schwab voiced their objections to the deletion of the funds
for the proposed golf course from the Capital Improvement Program 1971-1976.
* * * * *
The financial report for the month of August, 1971, was received for the record.
Councilman Dhority questioned the percentage of collection as compared with one year ago
in the General Fund. Discussion ensued.

A memorandum from Mr. Dick Morris, Cormnunications Supervisor, urging adoption of an ordinance
to regulate police and fire alarm devices connected to the City's primary telephone trunk lines was
received for the record.

City Attorney Berardin i reported briefly to City Council regarding land acquisition for
Paving District No. 20 . Mr. Berardini stated that of the four parcels of land, three had been pur-
chased but that one parcel would go to an inunediate possession hearing. The trial for condemnation
would be heard possibly later this year or the first of 1972.

of land for the Utilities Department.

Council that City Atto rney Berardini review the cable television ordinance regarding placement of
the wires underground .

regarding the Volunteer Fire Fighters.

City Manager Dial discussed the State Highway Department program for landscaping the
interchange at u. s . 285 and South Broadway.

City Manager Dial reported t o Council on an exchange of property along West Hampden Place
between the City of Englewood and t h e F i rst National Bank of Englewood.

City Manager Dial reported br i efly to City Council on the damage to trees caused by the
recent snow storm . It was the consensus of Council that the City not pick up the broken branches
and that the property owners be instruct e d that they will be responsible for removal of the branches.
