Mayor Sc~wab , p r esiding , c alled the meet i ng to order. The invocat i on was given b y the Reverend Allen Strong of the United Presbyterian Church. Pledqe of Allegiance was l et by May o r Schwab. The Mayor asked for roll call. Upon the call of the roll, the following were present: Councilmen Sen ti , Lentsch, Lay, Kre i ling, Dhority, Brown, Schwab. Absent: None The Mayor declared a quo rum present . Gorham appeared before Counc i l and suggested that the City enforce the speed limit signs in his area. * * * * * Mr . Harold Ru s t , Manager o f the Englewood office of the Public Service Company, appeared before City Counci l t o p r ese n t the Public Service Company franchise tax check for the third quarter of 1971 in the amo unt ,of $37 ,000 ($12,500 for gas and $24,500 for electricity). * * * * * Miss Sybil Fabric ant , 1420 East Bates Avenue, appeared before Council to request a change in the Municipal Code t o permit a compost operation. Miss Fabricant di scussed the composting system with Council. She stated that many prominent people have used the compost ing method o f fertilizing and have found it better than commercial ferti- lizer. She also stated that Councilman Brown had been to her house to see her compost pile. Councilman Brown stated that h e had been to Miss Fabricant's house and had found the odor from her compost pile offensive . It wa s also stated that Council had instructed the City Attorney to review the Municipal Code regarding composting. Discussion ensued. * * * * * The minutes of the ARAPS Board of Directors meeting of September 15, 1971, were received for the record. * * * * * The Minutes o f t h e Workable Program Citizens Committee meeting of September 9, 1971, were received for the record. * * * * * The minutes of the Planning and Zoning Commission meeting of September 8, 1971, were received for the reco rd. * * * * * I I I I I I I I October 4, 1971 Excerps from the unapproved minutes of the Planning and Zoning Commission meeting of September 21, 1971, together with four memoranda ralaying the following recommendations were received for the record: (1) Recommendation that the alley in the 1600 and 1700 blocks between West Baltic and West Warren Avenues be vacated. (2) Recommendation that the utility easement in the 4100 block of South Huron Court be vacated. (3) Reconunenda t ion to adopt a planned development district ordinance. (4) Recommendation to adopt fourteen separate amendments to the Comprehensive Ordinance. Nays: None Absent: None The Mayor declared the motion carried . * * * * * The minutes of the Water and Sewer Board meeting of September 21, 1971, were received for the record . A memorandum dated September 21, 1971, recommending approval of the Connector's Agreement for sewage treatment service with Cherry Hills Rancho Water and Sanitation District in the vicinity of East Oxford Avenue and South Clarkson Street, was received and discussed. Nays: None Absent: None The Mayor declared the motion carried. * * * * * Council's informal decis i on of September 27, 1971, to provide City pick-up of tree limbs broken during the recent showstorm was discussed. COUNCILMAN LENTSCH MOVED, COUNCILMAN DHORITY SECONDED, THAT THE CITY PROCEED TO PICK UP TREE BRANCHES THAT WERE DESTROYED IN THE LAST SNOW STORM. Upon the call of the roll, the vote resulted as follows: Ayes: Councilmen Senti, Lentsch, Lay, Dreiling, Dhority, Brown, Schwab. Nays: None Absent: None The Mayor declared the motion carried. City Manager Dial stated that the general public could haul tree limbs to the Peter Kiewit lot located north of Union Street and west of Platte River Drive. Mr. Dial stated that the property owners will be required to place tree leaves in the plastic bags rather than placing the leaves in the gutter area. * * * * * City Manager Di al reported that the Workable Program Committee would like to meet with City Council possibly on October 14, 1971. * * * * * City Manager Dial stated that October 11th and 25th should be set aside as study sessions for members of Council. * * * * * COUNCILMAN LAY MOVED, COUNCI LMAN SENTI SECONDED, THAT CITY MANAGER DIAL BE AlJI'HORIZED TO ATTEND THE INTERNATIONAL CITY MANAGERS ASSOCIATION MEETING IN ll:>LLYWOOD, F:WRIDA, FROM NOVEMBER 7, 1971 THR:H.XiH NOVEMBER 10, 1971. Mr. Connors stated that t he ord i nance regarding composting was unenforceable and should be changed.
