HomeMy WebLinkAbout1971-10-18 (Regular) Meeting Minutes286 REGULAR MEET ING: COUNCIL CHAMBERS CITY OF ENGLEWOOD, COIDRAOO OCTOBER 18, 1971 The City Council of the City of Englewood, Arapahoe County, Colorado, met in regular session on October 18, 1971, at 8:00 P.M. Mayor Schwab, presiding, called the meeting to order. The invocation was given by the Reverend Allen Strong of the United Presbyterial Church. Pledge of Allegiance was led by Mayor Schwab. The Mayor asked for roll call. Upon the call of the roll, the following were present: Councilmen Senti, Lentsch, Lay, Kreiling, Dhority, Brown, Schwab. Absent: None The Mayor declared a quorum present. Also present were: Assistant City Manager McDivitt City Attorney Berardini Deputy City Clerk Herndon * * * * * COUNCIU4AN LENI'SCH MOVED, COUNCIIMAN BRCMN SECONDED, THAT THE MINtJl'ES OF THE REGUIAR MEETING OF OCTOBER 4, 1971, BE APPROVED AS READ. Upon the call of the roll, the vote resulted as follows~ Ayes: Councilmen Senti, Lentsch, Lay, Kreiling, Dhority, Brown, Schwab. Nays: None Absent: None The Mayor declared the motion carried. * * * * * Mr. George "Pete" Peterson, Executive Director of the Englewood Chamber of Col11llerce, appeared before Council to request the City's participation in the annual downtown Christmas decorating program. Mr. Bill Deline also appeared before Council to discuss the increase in costs for the Cbrist:mas lighting program. Mayor Schwab stated that the request would be considered at a Council study session . * * * * * Messrs. Stan Searle and Paul Maxwell appeared before City Council to present a copy of Coanunications magazine to City Council . * * * * * Mr. John Icabone, Director of the Englewood Junior Police Band, came before City Council to request financial assistance from the City. Mr. Icabone was informed that the request would be taken under advisement and would be considered at a Council study session. * * * * * Mr. Neil Grigg of Sellards and Grigg, Inc., appeared before Council to discuss the status of the City's storm drainage program. Mr. Grigg presented slides showing the areas under consideration and the problems involved . Discussion ensued. Mayor Schwab stated that the matter would be discussed at a study session. * * * * * The financial report for the month of September, 1971, was received for the record. * * * * * A memorandua from Mr. Stephen A. Lyon, Director of Finance, regarding the ownership status of John W's liquor outlet was received for the record. * * * * * Two memoranda, one from Mr.-James L. Supinger, Planning Director, and the other from Mr. Kells Waggoner, Director of Public Works, regarding the 1972 State Highway Department requests, were received for the record. * * * * * A memorandum from Mr. Stanley H. Dial, City Manager, dated October 14, 1971, regarding the appointment of a Task Force to study the possibility of bicycle lanes was received for the record. * * * * * I I I I I I I I October 18, 1971 A memorandum from Mr. William A. Hamilton, Fire Chief, regarding his attendance at the 98th Annual Inte rnational Association of Fire Chiefs Conference in St. Louis, Missouri, September 19-23, 1971, was received for the record. * * * * * A memorandum from Mr. Stanley H. Dial, City Manager, regarding his attendance at a Seminar on "Understanding Community and Social Change" in Topeka, Kansas, on September 26 -October 1, 1971, was received for the record. * * * * * The minutes of the Workable Program Citizens Conunittee meeting of September 23, 1971, were received for the record. * * * * * The minutes of the Planning and Zoning Conunission meeting of September 21, 1971, were received for the record. * * * * * The minutes of the Parks and Recreation Conunission meeting of Octo~er 13, 1971, with a memorandum recommending that the City Council reconsider the Capital Improvements projects as set forth in the Parks and Recreation seven-year Capital Improvements Program, were received for the record. Nays: None Absent: None The Mayor declared the motion carried. * * * * * City Attorney Barardini reported to City Council on the annexation election for the property in the vicinity of West Union Avenue and South Santa Fe Drive. Discussion ensued. The City Attorney was instructed by Council to continue with the trials and hearings regard- ing the West Union Avenue and South Santa Fe Drive annexation. * * * * * City Attorney Berardini stated that the State Highway Department was drawing up a contract for the development of an area at the u.s. 285 and Broadway interchange. * * * * * A memorandum from Mr. Stephen A. Lyon, Director of Finance, regarding an attached resolution which would give Council endorsement to the ARAPS project and an indication of the City's requirements to be met by ARAPS, was received for the record. RESOLUTION NO. 39, SERIES OF 1971 A RESOLlJl'ION CLARIFYING THE EXPECTATIONS OF THE CITY OF ENGLEWOOD FROM THE ARAPAHOE REGIONAL AlJl'OMATED PROPERTY SUBSYSTEM. Mr. McKechnie teaches a course in practical politics . * * * * * Members of City Council discussed the requirement that all applicants for 3.2 beer and liquor licenses appear before Council .
