HomeMy WebLinkAbout1967-03-27 (Special) Meeting Minutes480 SPECIAL MEETING: COUNCIL CHAMBERS CITY OF ENGLEWOOD, COLORADO MARCH 27, 1967 The City Council of the City of Englewood, County of Arapahoe, State of Colorado, met in special session Monday, March 27, 1967 at 7:45 P.M. in the Council Chambers, City Hall, Englewood, Colorado. The following Notice of Call was read by the City Clerk: March 24, 1967 NOTICE OF CALL BY THE MAYOR FOR SPECIAL SESSION OF THE CITY COUNCIL MONDAY, MARCH 27, 1967 -7:30 P.M. .· for the purpose of a public hearing on Paving District No. 16 assessments and for the ex>nsideration of a request for extension of time of an easement agree- ment between the City and Englewood and New Englewood, Ltd. Notice and .call is hereby given of a special session of the City Council to be held on Monday, Mar~h 27, 1967, at 7:30 P.M., for the express purposes as set forth above. ., · · /s/ STANLEY H. Upon the call of the roll, the following persons were present: Councilmen Rice, Parkinson, Ludwig, Hanson, Fullerton, Allen Also Present: City Manager Dial Assistant City Manager Malone City Attorney Criswell City Clerk Lyon The Mayor declared a quorum present. COUNCILMAN FULLERTON MOVED, COUNCILMAN HANSON SECONDED, THAT THE PUBLIC HEARING ON PAVING DISTRICT NO. 16 ASSESSMENTS BE OPENED. Upon the call of the roll, the vote resulted as follows: Ayes: Councilmen Rice, Parkinson, Ludwig, Hanson, Fullerton, Allen Nays: None ALsent: Councilman Kreiling The Mayor declared the public hearing open at 7:46 P.M. councilman Kreiling entered the Council Chambers and took his seat at 7:47 P.M. Ohman, 2875 South Pennsylvania, Denver, Colorado Paul G. West, Center State Bldg., Denver; attorney and agent for Faith Realty Development Company Richard N. Graham, Midland Savings Bldg., Englewood: attorney for Tejon Development Company Dangny K. Larson, 557 West Oxford, Englewood, Colorado Paul w. Karr, 460 West Quincy Avenue, Englewood, Colorado Mayor Allen recognized Mrs. June Lindstrom, Police Conunissioner of the City of Sheridan. Mrs. Lindstrom appeared before the City Council and presented a resolution supporting the Mt. Carbon Dam. Mayor Allen asked for citizens statements from the floor pertaining to Paving District No. 16. Mr. George A. Reichert, 6902 Eldorado Place, Denver; appeared before Council. Mr. Reichert stated that he owns property described as Lot 15, Block 15, Evans Park Estate at 2081 West Iliff. Mr. Reichert stated that the assessment to his property was disproportional to the benefit received from the improvement. Mr. Rex T. Garrett, 4750 South Lipan, ~epresenting the. Tejort Development Company, appeared before the City council. Mr. Garrett stated that before the improvements were constructed, Tejon Street was approximately .the same level as the ground adjacent to the street. Mr. Garrett stated that consider- able fill had been used and the land now surrounding Tejon Street on the 2500 and 2600 block south varied from 6 to l~ feet below the street. City Engineer Waggoner stated the grade on Tejon Street had been raised as a 12" water line had been found. Councilman Parkinson inquired of Mr. Garrett when it was first apparent that the grade was not desirable. • Mr. Garrett stated that the original plans, as he understood them, had not called for this much fill and he was not aware of the undesirable grade until completion of the project. Discussion ensued. Mr. Olin Cotter, 2931 South Tejon, appeared before City Council in regard to the assessments of his property located in the 2200 block of West Bates. Mrs. Mary Beagle, 1830 West Evans, appeared before the Council protesting the assessments of the improvements on South Tejon near her home. Mr. Cotter continued his appearance before the Council. Mr. Cotter in- quired concerning the various costs in paving and how they were computed. COUNCILMAN RICE MOVED, COUNCILMAN FULLERTON SECONDED, THAT THE PUBLIC HEARING ON PAVING DISTRICT NO. 16 BE CLOSED. Upcn the call of the roll, the vote resulted as follows: Ayes: Councilmen Rice, Parkinson, Ludwig, Hanson, Fullerton, Kreiling, Allen Nays: None Absent: None The Mayor declared the public hearing closed at 8:28 P.M. COUNCILMAN KREILING *>VED, COUNCILMAN PARKINSON SECONDED, THAT THE CITY MANAGER BE AUTHORIZED ON BEHALF OF THE CITY COUNCIL TO MAKE CONTACT WITH VON FRELLICK AND ASSOCIATES IN ORDER THAT A CERTAIN EASEMENT AGREEMENT BETWEEN THE CITY OF ENGLEWOOD, VON FRELLICK AND ASSOCIATES, CAPITAL ALLIANCE COMPANY AND THE ENGLEWOOD STATE BANK, PROVIDING FOR CHEROKEE EXTENSION FROM FLOYD TO HAMPDEN, BE EXTENDED TO AUGUST 1, 1967, PURSUANT TO THE TEIMS. OF SAID AGREEMENT. Upon the call of the roll, the vote result ed as follows: Ayes: Councilmen Rice, Parkinson, Ludwig, Hanson, Fullerton, Kreiling, Allen Nays: None Absent: None The Mayor declared the motion carried. 481 482 Minutes of March 27, 1967 COUNCILMAN RICE MOVED, COUNCILMAN HANSON SECONDED, THAT THE MEETING BE ADJOURNED. Upon the call of the roll, the vote resulted as follows: Ayes: Councilmen Rice, Parkinson, Ludwig, Kt'eiling, Hanson, Fullerton, Allen Nays: None Absent: None The Mayor declared the meeting adjourned at 8:43 P.M. The minutes of the special meeting of the City Council of the City of Englewood, Colorado, held on the 27th day of March, 1967, stand approved as read this 17th day of May, 1967. • I I I I
