Board and Commission Appointment Discussion Page 1 of 14 STUDY SESSION TO: Mayor and Council FROM: Shawn Lewis DEPARTMENT: City Manager's Office DATE: January 9, 2023 SUBJECT: Consideration of a Request for Migrant Sheltering Assistance DESCRIPTION: Discussion regarding migrant sheltering in Colorado and potentially Englewood RECOMMENDATION: Council will be briefed on the status of migrant sheltering in Colorado and provide staff with feedback regarding possible sheltering in Englewood. PREVIOUS COUNCIL ACTION: Mayor Sierra briefed City Council on the request from the City and County of Denver on December 14. SUMMARY: Migrant sheltering needs across the nation have continued to rise as migrants from Central and South America flee economic and political problems in their home countries. Colorado has had a recent influx of migrants, and on December 11th, the Office of the Mayor of Denver reached out to the Metro Mayors group seeking assistance with sheltering. ANALYSIS: The Denver Mayor's Office request for assistance from metro cities was primarily based around sheltering needs. Since Englewood did not have any immediately available sheltering opportunities and because Englewood City Council had not weighed in on the matter, city staff worked to connect Denver officials with Tri-Cities nonprofits through the Change the Trend group. Englewood also offered to conduct a drive for hygiene and clothing items. Mike Sandgren, former chair of Change the Trend and Tri-Cities Homelessness Coordinator, responded to Denver and invited a representative of Denver (Paul Rosenthal in Mayor Hancock’s Office) to speak at Change the Trend. On December 15th, Mr. Rosenthal explained the situation to the Change the Trend group and one nonprofit leader offered to connect him with a motel they coordinate sheltering for in Greenwood Village. The City’s contracted Emergency Management Coordinator, Eric White, and the Arapahoe County Deputy Director of Emergency Management Ashley Cappel met with Deputy City Manager Tim Dodd in mid-December to discuss the County’s response. At that time, the County had not developed an approach, however they have been monitoring the situation and the approach that the state level. Page 2 of 14 On January 4, representatives from the City Manager's Office, Public Works and Parks, Rec, Library, Golf departments met to discussion options. Staff discussed the parameters below by which sheltering could be provided should Council wish to proceed. Sheltering Parameters Outlined by City Staff • Because of ongoing operational needs and potential revenue impacts, Parks and Recreation facilities should be considered a last resort for sheltering migrants. • Two vacant, city-owned buildings--the Tejon Fire Station and the Fox Building (the building behind the police HQ)--could be cleaned up and modified as needed to serve as shelters. • City staff is ill-equipped to operate a long-term shelter facility and a contracted partner such as a non-profit organization, State of Colorado agency, or City/County of Denver department would need to be identified to run a shelter prior to committing an Englewood facility for sheltering. • If authorized by Council, city staff could reach out to Englewood faith communities to identify other large-building opportunities for sheltering, and work with those organizations to determine if facilities could be safely occupied for this purpose under current codes.
