Council•n Braun inquired about th• apecific problem of the Hor•• Car Bar and th• Alley •haring food faciliti••· Diacuaaion enaued. ftl• Police Chief reported on hi• inveatigation of the character of th• operator• of th• Alley. Mr. Bevin commended th• Englewood Police Department and City Council, remarking that Englewood waa conaidered one of the beat town• in Colorado. Be coanended Bnglewood further for not having an offenae againat th• Stat• Liquor Code in the laat five ~r •ix yeara. He apoke for the operation of a 3.2 bar aa giving the 18 to 21 year old• a place to qo and have a beer and diacuaaed the recent change in the law whereby J.a Beer Licenae may be revoked for cauae. Mr. Bevin atated that he would be glad to have the Attorney General review Englewood'• lawa dealing with liquor license. The Mayor thanked Mr. Nevin for coming to the Council and expressed appreciation for the conmendation of Englewood and it• Police Department. 641-39 COMMUNITY ATTITUDE SURVBY ~e Mayor announced that repreaentativea of th• Junior Chamber of Conmerce werA preaent and would like to give a report and pr•••nt the reaults of a Community Atti-.U.de Survey completed by the members of the Junior Chamber in Englewood. Minute• of February 17, 1964 Meaara. Dick Lull and Fred Thebado preaented copi•• of the Survey questionnaire• aa well aa a aumary to the member• of the City Council and diacuaaed the reault• with th• member• of the Council. Mr. Thebado atated that th• Survey pointed up cer- tain inadequacies in the City, namely, the need for public r••t rooms and in thi• r99ard the Junior Chamber waa encouraging bu•in•••men in th• downtown area to permit public uae of employee'• reatrooma. Other deficienci•• were diacuaaed. He reported that Criawell's conclusions were the same as his, which waa generally not too favorable. Be discussed in detail the two alternative• which were available to the City and suggested that either or both actions be initiated in an effort to determine the •tatu• of the Dam. Di•cU8aion enaued. Councilman Braun commented that in event the City were to bring the matter into court and liat the owners would thereby be eatabli•hed •• being completely and solely reaponaible for the dam and it• condition.
