HomeMy WebLinkAbout1964-11-16 (Regular) Meeting MinutesI I I I REGULAR MEETING: COUNCIL CHAMBERS CITY OF ENGLEWOOD, COLORADO NOVEMBER 16, 1964 The City Council of the City of Englewood, Colorado, met in regular session on Monday, November 16, 1964, in the Council Chambers, City Hall, Englewood at the hour of 8:00 P.M. Mayor Love presiding called the meeting to order and the invocation was given by Father Richard Lundberg of St. George~SE-·piscopal Church. The Mayor asked for roll call. Upon the call of the roll, the following persons were present: Councilmen: Allen, Braun, Fullerton, Hanson, Rice, Love. Also Present:: City Manager Dial, Administrative Assistant Malone, City Attorney Esch, City Clerk Chase. Absent: Councilman Kreiling. The Ma9or declared a quorum present. RENEWAL OF 1965 LIQUOR LICENSES Owners and/or Managers of the following liquor establishments were P!esent in regard to renewal of their liquor license for the year 1965 : Thorobred Liquors, The Glass Bottle, Drug Fair, King Soopers. COUNCILMAN HANSON MOVED, COUNCILMAN RICE SECONDED, THAT THE LIQUOR LICENSES FOR THOKBRED LIQUORS, THE GLASS BOTTLE, DRUG FAIR AND KING SOOPERB BE APPROVED FOR RENEWAL FOR THE YEAR 1965. Upon the call of the roll, the vote resulted as follows: Ayes: Councilmen Allen, Braun, Fullerton, Hanson, Rice, Love. Nays: None. Absent: Councilman Kreiling. The Mayor declared the motion carried. PARACHUTE JUMP OF "SANTA CLAUS" Mr. Sam Hill, President of the Downtown Merchants Association, appeared for permission to parachute jump of Santa Claus. This would be a kick-off of the Christmas season to be held on Friday, November 27, 1964. COUNCILMAN RICE MOVED, CCXJNCILMAN ALLEN SECONDED, THAT THI: REQUEST BE GRANTED PROVIDED THAT THE LOCATION, THE MATTER OF PROPER INSURANCE COVERAGE AND CLEARANCE WITH THE FEDERAL AVIATION AGENCY BE COORDINATED WITH THE CITY MANAGER. Upon the call of the roll, the vote resulted as follows: Ayes: Councilmen Allen, Fullerton, Rice, Love. Nays: Councilmen Braun, Hanson. Absent: Councilman Kreiling. The Mayor declared the motion carried. Mr. Hill requested fran Council permission to use loud speakers to play Christmas music in the 3300 and 3400 blocks of South Broadway. COUNCILMAN FULLERTON MOVED, COUNCILMAN HANSON SECONDED, THAT THE DOWNTOWN MERCHANTS ASSOCIATION BE GRANTED PERMI ·:S1!0N TO USE LOUD SPEAKERS TO PLAY CHRISTMAS MUSIC, HOWEVER, SHOULD THE VOLUME BECOME A NPISANCE THE CITY WOULD HAVE THE RIGHT TO REJECT THE PERMISSION. The Mayor declared the motion carried. BUILDING CODE STUDY COMMITTEE Mr. Beryl Wallace, Chief Building Inspector and Chairman of the Building Code Study Committee, recolllllended to Council the revision of Chapters 1, 2 and 3 of the Building Code. Diecuaaion enaued. COUNCILMAN BRAUN MOVED, COUNCILMAN RICE SECONDED, THAT THE CITY ATTORNEY WOULD COORDINATE WITH THE CHIEF BUILDING INSPECTOR AND PUT IN PROPER FORM FOR ORDIIUINCES: SUCH ORDINANCES TO BE PRESENTED TO COUNCIL AS THEY ARE COMPLETED. Upon .the call of the roll, the vote resulted a• follows: Ayes: Councilmen Allen, Braun, Fullerton, Hanson, Rice, Love. Nays: None. Absent: Councilman Kreiling. The Mayor declared the motion carried. Councilman Kreiling entered at 9:45 P.M. PLAT OF LEHIGH PARK COUNCILMAN BRAUN MOVED, COUNCILMAN FULLERTON SECONDED, THAT THE FINAL PLAT OF LEHIGH PARK SUBDIVISION BE APPROVED. Upon the call of the roll, the vote resulted as follows: Ayes: Councilmen Allen, Braun, Fullerton, Hanson, Rice, Love. Nays: None. Abstaining: Councilman Kreiling. Absent: None. The Mayor declared the motion carried. RIGHT-OF-WAY FOR BEAVER CREEK COUNCILMAN RICE MOVED, COUNCILMAN FULLERTON SECONDED, THAT THE CITY MANAGER APPOINT A REPRESENTATIVE TO NEGOTIATE ALONG WITH DENVER BOARD OF WATER COMMISSIONERS FOR THE NECESSARY RIGHT-OF-WAY FOR BEAVER CREEK INTERCEPTOR ON THE ROMBERG, ROMBERG AND SLOAH PROPERTY IN THE ENGLEWOOD WESTERN SLOPE WATER DEVELOPMENT PROJECT: AND, THAT AN APPRAISAL OF SAID RIGHTS-OF-WAY PROPERTY BE OBTAINED PRIOR TO SUCH NEGOTIATIONS. CHERRY HILLS RANCHO WATER & SANITATION DISTRICT COUNCILMAN ALLEN MOVED, COUNCILMAN FULLERTON SECONDED, THAT A TOTAL SERVICES CONTRACT BE OFFERED THE NEWLY FORMED CHERRY HILLS RANCHO WATER AND SANITATION DISTRICT. Upon the call of the roll, the vote resulted as follows: Ayes: Councilmen Allen, Braun, Fullerton, Hanson, Kreiling, Rice, Love. Nays: None. Absent: None. The Mayor declared the motion carried. Mrs. Dorothy Romans, Planning Director, was present and presented proposed zoning maps and zoning reconanendations as made by the Planning and Zoning Conunission. Introduced as a Bill by Councilman Braun A BILL FOR AN ORDINANCE ZONING CERTAIN TERRITORY RECENTLY ANNEXED TO THE CITY OF ENGLEWOOD, COLORADO, SOUTH OF BELLEVIEW AVENUE AND EAST AND WEST OF SOUTH BROADWAY TO R3A (MULTI-FAMILY RESIDENCE DISTRICT,) R3B (MULTI-FAMILY RESIDENCE DISTRICT), AND B2 (BUSINESS DISTRICT) AS MORE PARTICULARLY DESCRIBED IN THIS ORDINANCE, AND AMENDING ORDINANCE NO. 26, SERIES OF 1963 (CHAPTER 22 OF THE MUNICIPAL CODE OF THE CITY OF ENGLBWOOD,COLORADO). Councilman Braun expressed his thanks to the Planning Director for the informa- tive presentation as to the background and history in regard to the newly annexed area up for zoning. He recommended on all future zoning matters that such a briefing be planned before the matter is presented. RECESS The Mayor called a recess of the Council at 10:20 P.M. BY AUTHORITY PEOPLE'S ORDINANCE NO. 3, SERIES OF 1964 AN ORDINANCE AUTHORIZING AND DIRECTING EXECUTION OF A LEASE BY THE CITY OF ENGLEWOOD, AS TENANT, OF CERTAIN PROPERTY AT 3400 SOUTH ELATI STREET, ENGLEWOOD, COLORADO FROM C. A. COUNCILMAN RICE MOVED, COUNCILMAN FULLERTON SECONDED, THAT THE MAYOR AND CITY CLERK SIGN THE NORGREN LEASE AS APPROVED BY PEOPLE'S ORDINANCE NO. 3, SERIES OF 1964. COUNCILMAN FULLERTON MOVED, COUNCILMAN ALLEN SECONDED, THAT THE CITY MANAGER NEGOTIATE WITH AN ARCHITECT FOR DESIGN AND REMODELING OF THE NORGREN BUILDING, THE FEE NOT TO EXCEED A.I.A. FEES. THE CITY MANAGER IS TO REPORT BACK TO COUNCIL AT THE NEXT MEETING. Upon the call of the roll, the vote resulted as follows: Ayes: Councilmen Allen, Braun, Fullerton, Hanson, Kreiling, Rice, Love. I I I I I I I I Minufies of November 16, 1964 The City Manager presented a report regarding the 1965 highway needs as presented to the State Highway Conunission. Improvement on Santa Fe at Dartmouth and Union with signalization and medium strips, as well as, improvement of ingress and egreaa on the South Broadway overpass. Also the improvement of Clarkson Street from Hampden to Belleview. The City Manager reported on the County Library Contract. The City Council adopted the budget with estimated revenues of $88,000 for the year 1965, $85,000 anticipated from County aid baaed on assessed valuation. This amount has been cut to $73,400 for the year 1965 or a cut of $11,600. I COUNCILMAN BRAUN MOVED, COUNCILMAN ALLEN SECONDED, THAT THE MAYOR OR OTHER CITY OFFICIAL CONVER WITH THE COUNTY AS TO GETTING MORE MONEY. Upon the call of the roll, the vote resulted as follows: Ayes: Councilmen Allen, Braun, Fullerton, Hanson, Kreiling, Rice, Love. Nays: None. Absent: None. The Mayor declared the motion carried. The City Manager presented information as to drainage and cleaning problems in the 2000-2100, and 2200 block East Eastman Avenue and other driveways in the same general area. A City ordinance specifies that no obstruction will be allowed in the curb *h8to b8structs the flow of water. Certain constructions have been made in this area. Council reconunended that the City Manager take steps to enforce this ordinance. The City Manager's Report for October 1964 was received. The City Manager reported on the drainage problem in the 3300 block on South Ogden. The Council asked the City Manager to obtain additiona~ information on this. It was reported that the City owned building previously occupied by Howard Plumbing is now vacant and plans are to move Civil Defense into the location. City Council was informed that the annual Christmas party will be held on December 12, 1964 at 6:30 P.M. at Wolhurst. It was reported that the Englewood Fire Chief, Englewood Chief Building Inspector and the State Inspector have been reviewing the Fire Prevention Code and are drafting changes for the Municipal Code and up dating the particular section relating to Fire Protection. Councilman Braun suggested that during the spring season of 1965 that the City Manager arrange a trip for the entire City Council to see the project of the Western Slope Water Facility Construction. Councilman Braun wanted it a matter of record as objecting to the methods and procedures used in traffic control, barricading and back filling by the Turnpike Construction Company in their construction job in the City of Englewodd, and raised question as to them doing more business in this conununity. COUNCILMAN RICE MOVED, COUNCILMAN FULLERTON SECONDED, THAT THE MATTER OF ADDITIONAL FEES FOR SMALL, COOLEY AND ASSOCIATES ON THE TRAFFIC STUDY BE REMOVED FRC»t THE TABLE. Discussion ensued. COUNCILMAN BRAUN MOVED, COUNCILMAN ALLEN SECONDED, THAT SMALL, COOLEY AND ASSOCIATES BE PAID THE $1,460 FOR ADDITIONAL WORK ON TRAFFIC STUDY. Nays: Councilman Kreiling protested to payment because other situations have been denied and felt a letter should accompany the check expressing unhappiness 'on the part of the City of Englewood. Absent: None. The Mayor declared the motion carried. Councilman Rice brought up the subject as to proper protection relating to swinaning pools and was advised that the Planning Director, Chief Building Inspector and the City Manager will pursue the problem.
