HomeMy WebLinkAbout1963-07-08 (Recessed) Meeting Minutes94 RECESSED REGULAR MEETING: COUNCIL CHAMBERS CITY OF ENGLEWOOD, COLORADO JULY 8, 1963 The City Council of the City of Englewood, Arapahoe County, Colorado, met in recessed regular session on Monday, July 8, 1963, in the Council Chamber, City Hall, Englewood at the hour of 8:00 P.M. Mayor Brownewell presiding called the meeting to order and announced the purpose of this recessed meeting was to conaider water shortage only. The Mayor asked for roll call. Upon the call of the roll, the following persons were present: Councilmen: Braun, Kreiling, Miles, Parker, Brownewell. Also Present: City Manager Dial, City Attorney Esch, Administrative Assistant Malone, City Clerk Beausang. Absent: Councilmen Love, Woods. The Mayor declared a quorum present. RELATING TO WATER SHORTAGE The City Manager reported that storage reaervoirs had filled more rapidly than he had anticipated and consequently one additional hour of irrigational usage was provided morning and evening of each alternate day. The hours during which ir- rigation is authorized are from 6:00 to 9:00 in the morning and 6:00 to 9:00 in the evening. He reported upon recent water conaumption and indicated that it was lower rate than experience before the restrictions. He indicated that re- stricted irrigation would have to continue for an indefinite time. He offered for conaideration of the Council two alternative methods of providing irrigation hours with as great a flexibility as possible as follows: 1. Evening watering from 5:00 to 10:00 P.M. with provision for special permission to irrigate from 5:00 to 10:00 A.M. at the convenience of the householder; 2. Divide the City into four different time areas two by odd and even house numbers and two by odd and even block numbers, allowing five hours for each group at different times every other day. He summarized by stating that although the second alternative would pro- bably of fer the most release from low pressure problems in certain areas of the City he favored the first method proposed as being the simplier and offering greater flexibility. Councilman Miles inquired about special provisions for the Englewood achools and oth er institutions. The City Manager reported that he had talked with the Superintendent of schools and indicated that if any general relief were to be given outside of the established watering hours he would recoroi.:nend • that it be given to the schools. He expressed the view that having the heavy irrigational uaage of the schools at a time other than regular irrigation hours could quite likely have the effect of increasing pressure in certain problem areas. Discussion ensued. Utility Director Babcock waa present and spoke for definite watering hours rather than a continuous period of irrigation ~h rvug h ­ out the day which would have the effect of not allowing a time during which storage could be replenished in preparation for the next heavy irrigation usage. COUNCI~ BRAUN MOVED, COUNCILMAN PARKER SECONDED, THAT THE CITY MANAGER BE GIVEN AUTHORITY TO PROCEED AT HIS EARLIEST CONVBNIENCB; NAMELY, ON JULY lSTH IF POSSIBLE, TO SET FORTH AND PUBLICIZE THE FIRST ALTERNATIVE OF PROVIDING IRRI- GATION FOR USAGE HOURS FOR ALL HOUSEHOLDERS THROUGHOUT THE CITY AND TO INCLUDE THEREIN CERTAIN MAXIMUM NEW LAWN PRIVILEGES AS DISCUSSED; NAMELY, THAT OF HAND WATERING AS NECESSARY ON ALTERNATE DAYS WHEN IRRIGATION IS NOT SCHEDULES. Upon the call of the roll, the vote resulted as follows: Ayes: Councilmen Braun, Kreiling, Miles, Parker, Brownewell. Nays: None. Absent: Councilmen Love, Woods. The Mayor declared the motion carried. I I I I I I ~ Minutes of July 8, 1963 The City Clerk read a letter of protest of the irrigation restrictions by Mrs. Robert w. Cox, 1411 East Bates Parkway, Bnglewood. The Mayor asked the Manager to inform Mrs. Cox of the action taken tonight and answer her letter. The Mayor asked if there were anyone preaent who wished to speak before the Council on the matter of water. Mr •. Tom Williama, 3034 West Tufts Avenue, Englewood, stated that he was present to state a problem which his father-in- law has residing at 4293 south Sherman Street. He atated that at this location the pressure was extremely low, had only a two inch discharge from the end of the hose during watering hours. Mr. Williama atated that he had good pressure at his home and compared the ability to irrigate his lawn at his home with that at his father-in-laws place. The City Manager reported that the 4000 to 4300 block from Broadway to Clarkson all were in a low pressure area and that he had had complaints in that area. The Mayor asked that the City Manager look into the problems caus- ing this low pressure and investigate the alternatives for remedy. Mr. c. L. Wetzbarger, 4332 south Lincoln Street, stated that he had exper- ienced poor pressure the year around at hie location. Mr. Henry Schilling. 3988 South Delaware, stated that this year he had experience low water pressure although he had not done so previously. The Mayor asked that each of these complaint• be studied by the City Manager and Utility Director and a solution proposed. ADJOURN COUNCILMAN BRAUN MOVED, COUNCILMAN MILES SBCONDBD, THAT THE MEETING BE ADJOURNED. Upon the call of the roll, the vote reaulted as follows: Ayes: councilmen Braun, Kreiling, Milea, Parker, Brownewell. Nays: None. Absent: Councilmen Love, Woods.
