Mr. Corman rep l ie d that it wa s easy to d ispense and the majority of his customers are o ver 2 1 and he did n ot p l a n to sell to the customers between 1 8 an d 2 1 . He stated that he h as chil dre n bowling teams under the sponsorship of the Junio r Bow lin g Le ag ue wh ich p rovi des in its regulations hat all liquor and pinball machines mus t be locked up during those times that the League Teams a r e bowling . He s t a te d t h a t he would comply with these rul e s and d id not intend to a l l ow t h e cust ome rs to take beer beyond a line orme d bv coat r a cks an d ball r a cks at the Eng l e woo d Lanes. We feel there is no need for such sales , t h ere being tw o p l aces withi n one block where beer is already b eing sol d . He had secure d 136 sign atures in th i s a r ea . He discus sed t h e p romise o f t h e pr es ent operator not to sell beer whi l e chil dren a re bowling but emp h asi z ed this is not binding on future o perator s o r own e r s . He expre s se d t h e o p inion that from the results he had secured in c irculat i ng a petition tha t 9 0 % of the people in the area were against issuance of t his li c ense . He s tate d that there was only two issues upon wh ich the licens e may be issue d , that is the needs of the community and t he de s i r es of the inh a b i t a n ts . Mr . S ununers ex p r essed the viewpoint t h at serving 3.2 beer would change t h e atmosphere o f the b owling a lley e nc o u r ag ing an entirely different type of c l ientele to enter . He a ls o spoke of t h e prece dent that the issuance of t h is lic e nse wo u l d se t in the wa y o f i ssuance of 3.2 beer. The May or a ske d i f t h e r e was anyone else to speak in opposition to the iss u anc e o f th i s lic e n s e . The r e wa s none . He asked Mr. Kinney to d iscuss the s.r ~um ents s et f :>rth by Mr . Summ ers . r . Kinney st a ted that Mr . Summe r s was not a resident of the immediate area ; di d not i nd ic a te wh o h e repr es ente d as opposing this license; did not r g ue a ga inst the issuance o f the lic e n s e e xcept as setting a dangerous pre- c e dent ; an d was i ncorrect i n h is desi re t o have the needs of clients and c ust ome r s o f t he b owling a lle y f or 3 .2 ~e e r s tricken because they were not imme d i a te re s i den ts of t he nr e o . He state d t hat t h e Council cannot consider past or future lic e nses but onl y the one con s i dered at t his hearing. He expresse d the viewpoint tha t in t his par t i c ul a r area under consideration that the City could deve lo p the p ark jus t as well as the District. Dis- cussion ensued . Counc i l ma n Mc Le l lan expressed the viewpoint that presently Eng lewo od residents a r e be i n g t axe d d oubl e for recre a tion and that he was d oing eve r ything possible t o secure at least t he e q uiv a lent tax dollars ·** levi ed upo n the E n~lewood citizens by the District.
