You'll recall tbat the aw:>unt of citJ participation in the residential pro- 1raa waa to be t&l,000 buds•t•d a• a capital iaproveaent to be paid entirely out of receipt• fro• tbe 1D1lewood ll Retail Sales and Use Tax. Tbe coa- .. rcial and arterial project• were to require t60,000 of city participation throu1h the Capital Iaprove .. nta Bud1et and those dollars were to be rea- lized froa tbe receipt• of the city'• Business and Occupational License Ordinance. Alto1ether, we budseted tl41,000 toward aleviating the city's moat critical problea, tbat of obtaining properly paved streets tbrougbout tbe co..unity. lloweYer, aa you know, certain 1roup• have challenged in court tbe ri1bt of the CitJ of Bn1lewood to utilize these sources of revenue. Tbe ll Retail Sal•• and U•• Tax baa been contested totally and also a substantial protion of the Buaiae•• and Occupationai ~icenae receip~a-tbat part concerned with the buaiae•• of rentin1 propert1-baa been attacked. Quite obYiou.ly then, we, the •nglewood City Council, are not in a position to forecaat the reaulta of th••• court actions. We can have no clear idea of wbat a&J be the aw:>unt or tbe availability of funds to underwrite the citJ'• •bar• of the pavin1 wbicb bad been projected for 1960. Yet, the scope of tbe plannin1 and en1ineerin1 involved together with the schedule of publication• and biddin1, dictate that if any paving is to be put in place thi• •eaaon th .. e factor• auat be accurately established iamediately~· Tberefore, it ..... to .. tbat the only wise and judicious course for us to follow would be to withdraw tbe street paving program fer this year. I don't belie•• we llOuld obli1ate our municipality to a multi-thousand dollar project when it i• poaaibl• tbat the sources of tbe funds to pay the bill aay not fully aaterialize. · Purtber, it would be llJ au11••tion that those funds wbicb are received be in• .. t•d to earn the bi1beat poaaible interest in whatever way tbey would be safe and a•ailable. Tben, after tbe litigation bas been reaolved and the aaount of u.able dollar• baa been coaputed, probably by next year, tben, the &D1lewood City Council could reinstitute this program togetbwe with wbat•••r additional pavin1 the 1961 bud1et would allow. At this time Council would ba•• concrete fisur•• for it• deliberation• rather than nebulous "1 .. tiaatea ".
